In exercise of the power s conferred by the proviso to Article 309 of t he Constitution of India, the Governor of Mizoram is pleased to make the following Regulations, namely:- THE MIZORAM ENGINEERING SERVICE (COMPETITIVE EXAMINATION) REGULATIONS, 2013 1. SHORT TITLE & COMMENCEMENT (i)These Regula tions may be called the Mizor am Engineering Service (Competitive Examination) Regulations, 2013. (ii) They shall come into force from the date of publication in the Mizor am Gazette. 2. DEFINITIONS In t hese regulations, unless the context otherwise requires: (i)‘Constitution’ means the Constitution of India. (ii) ‘Commission’ means the Mizoram Public S ervice Commission. (iii) ‘Exa mination’ means a Competitive Examination for recruitment to the Junior Grade of the Service. (iv) ‘Government’ means the Government of Mizoram. (v) ‘Governor ’ means the Governor of Mizoram. (vi) ‘List’ means the list of candidates prepared by the Commission under regulation 3(iv) of these regulations (vii) ‘Service’ means the Mizoram Engineering Service. (viii) ‘Schedule’ means the Schedule attended to this regulations (ix) Scheduled Caste’ a nd ‘Scheduled Tribes’ shall have the same meanings as are assigned to them respectively by clauses (24) and (25) of Article 366 of the constitution. (x) ‘Vacancy’ means vacancy in the Junior Gra de of the service to be filled up by recruit ment through competitive examination. 3. HOLDING OF EXAMINATION (i)The Examination sha ll be conducted by the Commission in accorda nce with these regulations and syllabi specified in the Schedule-I, a t such intervals as the Government ma y determine. (ii) Candidates seeking admission to the exa mination must a pply to the Commission with the application form pr escribed by the Commission. - 2 - Ex-507/2013 (iii) The dates a nd place on which the examina tion shall be held / shall be fixed by the Commission. (iv) The Commission sha ll prepa re a list of a ll candidates qualified in the examination in order of merit and if two or more ca ndidates obtained equa l marks, the Commission shall arrange them in order of their relative merit which shall be determined in accordance with the general suitability of the candidates for appointment to the Service. The list sha ll be forwarded to the Government for making appoint ment to the Service a nd be published in the Mizor am Gazette. 4. CONDITIONS OF ELIGIBILITY In order to be eligible to compete at the examinations, a candidate must satisfy the following conditions: (i)Nationality: A ca ndidate must be a citizen of India as defined in Article 5-7 of the Constitution. (ii)Age Limits :A ca ndidate for this examination must have attained the age of 21 years and must not have attained the age of 35 years on the first day of the year in which the examination is held. The Upper age limit relaxable by 5 years in case of candidates belonging to Scheduled Caste/Scheduled Tribe and other backwa rd classes as laid down by the Government. Note : A candidates should note that the date of birth as recorded in the HSLC/HSSLC examination certificate or an equivalent certificate on the date of submission of application will be a ccepted by the commission and no subsequent request for its cha nge will be considered or gr anted. (iii)Educational Qualifications: For admission to the examination, a ca ndidate must have, (a ) Obta ined a degree in Engineering/Architecture or equivalent degree from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Par liament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956; or (b) Passed Section A and B of Examinations of the Institution of Engineers (India); or (c ) Obta ined a degree in Engineering/Architecture from such foreign University/College/ Institution and under such conditions as may be recognized by the Government for the purpose from time to time, or (d) Passed Graduate Membership Examination of the Institute of Electronics and Telecommunication Engineers (India); or ( e) Knowledge of Mizo la nguage upto Middle School standard. Note 1:A ca ndidate who ha s appeared at an examination the pa ssing of which would render them educationally qualified for the examination, but has not been informed of the result or have not been declar ed at the time of submission of the application, may be eligible for admission to the examination. All such candidates included in the list prepared by the Commission under regulations 3(iv) shall be required to pr oduce pr oof of passing the requisite examina tion and, in case of architecture, registration certificate from Council of Architecture at the time of interview before the selection board/commit tee failing which such candidates will not be appointed to the service. (iv)Fees: A ca ndidate must pa y the fees prescribed by the commission. 5. DISQUALIFICATION FOR ADMISSION Any attempt on the part of a candidate to obtain suppor t for his candidature by any means ma y be held by the Commission to disqualify him/her for admission to the examination and the decision of the Commission as to the eligibility or otherwise of a candidate for admission t o the examination shall be final. - 3 -Ex-507/2013 6. APPOINTMENT FROM THE LIST Subject to the provision of Regulations 4, 7 a nd 8, ca ndidates will be cons idered for appointment to the available vacancies in the order in which their names appear in the list. 7. DISCIPLINARY ACTION A ca ndidate who is or have been declared by the Commission to be guilty of - (i)Obta ining support for his candidature by any means, or (ii) Impersonating, or (iii) Procuring impersonation by any person, or (iv) Submitting fabricated docu ment(s) which have been tampered with, or (v) Making statement(s) which are incorrect or false or suppressing material information, or (vi) Resorting t o any other ir regular or improper means in connection with his/her candidature for the examination, or (vii) Using unfair means during the examination, or (viii) Bring in any form of communication system like cellular phones etc. inside the examina tion ha ll, or (ix) Writing irrelevant matter including obscene language or pornographic matter in the answer script(s), or (x) Misbehaving in any other manner in the examina tion hall during examination, or (xi) Hara ssing or inflicting bodily ha rm to the staff employed by the Commission for the conduct of the examination, shall be liable- (a ) To be disqualified by the Commission or the exa mination for which he is a ca ndidate, or (b) To be debarr ed either permanently or for a specific period - (i) by the Commission from any examination or selection held by them, (ii) by the Government from any employment under it, and (c ) If the candidate is already in service under the Government to disciplinary a ction under appropriate rules. Provided that no penalty under this rule shall be imposed except after- (i) Giving the candida te an opportunity of making such representa tion in writing as he may wish to make in that behalf, and (ii) Taking the representation if any submitted by the candidate, within the period allowed to him into consideration. 8. DISQUALIFICATION FOR APPOINTMENT ON MEDICAL GROUND No candidates shall be appointed to the service who, after such medical examination as the Government may prescribe, is not found to be in good menta l or bodily hea lth and free from any mental or physical defect likely to interfere with the discharge of the duties of the service. 9. INCLUSION IN THE LIST CONFERS NO RIGHT TO APPOINTMENT The inclusion of a candida te’s na me in the list confers no right to appointment unless the Government is satisfied, after such enquiry as may be considered necessa ry, tha t for appointment to the Service. 10. PLAN OF EXAMINATION (i)The Examination sha ll be conducted according to the following plan: (a ) The examination shall compr ise of written examination and personal interview. (b) The written examina tion will cons ist of t hree pa pers of Engineering/Ar chitecture, General English and Gener al Studies. (c) Engineering / Architecture papers will carry 200 marks each. (Objective type – 100 marks and short answer questions ca rrying not more than 5 marks – 100 mar ks.) - 4 - Ex-507/2013 (d) General English will carry 100 ma rks and the question will be conventional type. (e) General Studies shall carry 100 marks and the question shall be objective type. (f) Personal Int erview will carr y 100 ma rks. (g) The duration of exa mination for each papers shall be 3 hrs. (h) The standard and syllabi prescribed for these papers are given in Schedule-I. (i)The standard of papers shall be a degree level of Indian University. (ii) All questions will be set and answered in English only. (iii) Candidates, other than those with locomotor disability, must write in their own hand. In no circumstances will they be allowed to avail the help of a scribe. In case of those candidates who are allowed the use of a scribe, an extra 20 minutes per hour on pro-rata basis for a wr itten test of 1(one)hour or less t han one hour or mor e than one hour dur ation sha ll be granted. Further, the expenses for engagement of the scribes are to be borne by the candidate himself/herself. Such candidates should report themselves to the Controller of Examinations two weeks pr ior to the commencement of the examination. 11. INTERPRETATIONS If any question arises as to the interpretation of these regulations, it shall be decided by the Government in consulta tion with the Commission. 12. REPEAL & SAVING All regulations cor responding to the matters covered by these regulations and in force immediately before the commencement of these regula tions stand repealed from the date of commencement of these regulations. Provided tha t any order made or any action taken under the regulations so repea led sha ll be deemed to have been made or taken under the corresponding provisions of these regulations. C. The pattern of question will be as follows : (i) Comprehension of given passage-20 marks (ii) Precis writing-20 marks (iii) Usage and vocabulary-40 marks (iv) Short Essay.-20 marks GENERAL STUDIES-100 Marks The nature and sta ndard of questions in the General Studies will be such that a well-educa ted person will be able to answer them without any s pecialized study. The questions will be such as to test a candida te’s general awareness of a va riety of subjects, which will have r elevance for a career in Engineering Services. The questions are likely to test the ca ndidate’s basic understanding of all releva nt issues, and abilit y to analyze, and take a view on conflicting socio-economic goals, objectives a nd dema nds. CIVIL ENGINEERING PAPER-I - 200 Marks 1 . (2) They sha ll come into for ce from the date of publication in the official Gazette. 2.Scope andThes e Rules sha ll be applicable to a ll persons appointed to the ser vice either Applicability :before or after promulgation of these rules in - (a ) the Public Works Department; (b) the Public Health Engineering Department ; (c ) the Power a nd Electricity Department; (d) the Minor Ir rigation Department. ( e) Any other Department as the Government may consider appropr iate fr om time to time. 3.Definitions :In t hese rules, unless the c ontext other wis e requir es – (a ) “Appointing Authority” means the Governor of Mizor am ; (b) “Commission” means the Mizoram Public Service Commission; (c ) “Constitution” means the Constitution of India; (d) “Controlling Aut hority” means the Secretary, which shall include Commissioner or Principal Secretar y appointed as the Head of resp ective Adminis trative Department mentioned in rule 2 above ; (e ) “Dir ect Recru itment” mea ns Recru itment ma de to t he ser vice other than by promotion; (f) “Duty Post” means a ny post specified in the Schedule and any other posts declared by the Governor as the duty post for Mizoram Engineering Service. (g) “Gazette” means the Mizoram Gazette; (h) “Government” means the Government of Mizoram; - 2 - Ex-508/2013 (i) “Governor” means the Governor of Mizoram; (j) “Member” means a Member of the Mizoram Engineering Service; (k) “Schedule” means a Schedule attached to t hese Ru les. (l) “Scheduled Caste” and “Scheduled Tribe” means such castes and tr ibes as a re specified b y the Pr esident of India under Article 341(1) a nd 342(1) respectively of the Constitution of India as modified by law made by Parliament from time to time in s o far a s the specifica tion pertains to the State of Mizoram (m) “Service” means the Mizoram Engineering Service; (n) “State” means the State of Mizoram (o) “Year” means a Calendar Year PART – II CONSTITUTION, COMPOSITION, GRADES, DESIGNATION AND STRENGTH OF THE MIZORAM ENGINEERING SERVICE. 4.Constitution and(1) With effect from such date as the Government ma y, by notifica tion in the Composition:Gazette, appoint in this behalf, there shall be constituted a State Engineering Service to be known as t he Mizoram Engineering Service consisting of Engineers of different disciplines appointed to the Engineering Depar tments or a ny other Depar tment a s may be found suitable by the Government, and thereafter, as may be appointed to the Service by the Government from time to time. (2)The Mizoram Engineering S ervice shall consist of the following cadres, na mely- (i)Public Works Cadre, which shall include the following separate wings- a ) Civil Wing, which shall consist of all Civil Engineers under the Public Works Department. b) Mechanical Wing, which shall consist of all Mechanical Engineers/ Electrical Engineers under Public Works Department. c ) Architectur e Wing, which shall consist of the duty posts of Architects under Public Works Department. (ii)Power & Electricity Cadre, which shall include the following separate wings a) Electrical Wing, which shall consists of all Electricals/Electronics/ Electrical & Electronics/Electronics & Communication/Electronics & Telecommunication/Mecha nical/ Computer Science Engineers under Power & Electricity Department. b) Civil Wing, which shall consists of all Civil Engineers under Power & Electricity Department. (iii)Public Health Engineering Ca dre, which shall comprise of all the duty post of Engineers appointed to the Public Health Engineering Department. (iv)Minor Irrigation Cadr e,which shall compr ise of all the duty post of Agricultural and Civil Engineers appointed under Minor Irriga tion Department. (3)On a nd from the commencement of these rules. a ) all the Civil Engineers, Mechanica l Engineers, Electrica l Engineers, Architects recruited under Public Works Department shall stand allocated to the P ublic Works Ca dre; b) all the Electrical Engineers, Electronics Engineers, Electrical & Electronics Engineers, Electronics & communication Engineer s, Electronics & Telecommunication Engineers, Computer Science Engineers, Mechanical Engineers, Civil Engineers recruit ed under the Power and Electricity Depa rtment shall s tand allocated to the Power and Electricity Cadre; and c ) all the Engineers recruited and subsequent recr uitments under the P ublic Health Engineering Depar tment sha ll stand allocated to t he P ublic Healt h Engineering Ca dre. d) all the Agricultural and Civil Engineers recruited under Minor Irrigation Depa rtment shall stand allocated to the Minor Irriga tion Ca dre. (4)A member of one Cadre shall not b e appointed or have any right for appointment or promotion to any post included in any other Ca dre. Similarly, a member of one wing of the Ca dre shall have no right for appointment or for promotion in any other Wing. Provided that, notwithsta nding anything contained in t hese rules, appointment/posting to the post of Secretary to the Government of Mizoram included in the S chedule appended to these rules shall be made fr om the senior most memb er of the service in t he Su pert ime Grade ‘A’ of either PWD or P & E or PHE Cadre, or as may be decided by t he Government from the Service from time to time. 5.Classifica tion(1)The Service shall have the following Grades, namely:- of Grades1) Supertime Grade-‘A’ 2) Supertime Grade-‘B’ 3) Selection Gr ade. 4) Junior Administra tive Gr ade. 5) Senior Gr ade 6) Junior Grade The posts included in the respective Grades are as shown in the Schedule to this rules. (2)The Service shall also include a ny post or gr ade subsequently included in t he Cadr e of t he service. 6.Ca dr e Str engt h :The Cadre strength of different Grades of the Service shall be as shown in the Schedule which may be increased or decreased by the Government from time to time. 7.Designation:Members of the Ser vice shall, at the commencement of t hese Ru les, be designated as mentioned in the Schedule to t hese rules and such other designations which t he Gover nor ma y hereafter decide. PART - III INITIAL CONSTITUTION, RECRUITMENT, ETC. 8.InitialAt the commencement of these Rules, the following persons shall be members of- 3 -Ex-508/2013 Constitutionthe service and the past services rendered in any of the posts specified in the schedule appended to these R ules shall be counted as service under these Rules for all purposes: (a)Persons appointed under the Mizor am PWD, PHE, P ower & Electricity Deptts (Group B posts) Recruitment Rules, 1976 (b)Persons appointed under the Mizor am PWD, PHE, P ower & Electricity Deptts (Group A posts) Recruitment Rules, 1979. (c)Persons appointed under MES Rules, 1995 a s amended from time to time (d)Persons appointed under MES Rules, 2001 as amended from time to time; (e)Persons appointed for Minor Irrigation under Agriculture Department (Group A p osts) R ecruitment Rules 197 7 & 198 7 as amended from time to time, Agriculture Department (Agri. Engrs) Group A Post Recruitment Rules 1990 & Agriculture Department Gr oup A Posts (Agricultural Engineering) Recr uitment Rules 1998 as amended fr om time to time and Minor Irriga tion Deptt. (Group A Posts) Recruitment Rules 2009 and Recruitment Rules 2010 as amended from time to time. Provided that no person shall be considered for inclusion under this r ules who does not qualify for appoint ment under the rules mentioned at (a ) to (e) of Rule 8 ab ove. 9.Recruitment to theRecr uitment/Appointment to various Gra des of the Service and fixta tion Serviceof P ay etc. after the commencement of t hese Ru les sha ll be r egula ted as per P art V of these R ules. 10.Nationality(1)No person shall be qualified for appointment to the Service unless he is a citizen & domicileofIndia as defined in Articles 5 to 8 of t he Constitution of India. (2)A candidate, in whose case a certificate of eligibility is necessary, may be admitted to an exa mination or interview condu cted by the Commission on his furnishing proof that he has applied for a certificate. 11.Qualification forNo person shall be appoint ed to the service by direct recruitment unless - direct recruitment: a)He/she holds an Engineering Degree or equivalent qualification in the appropriate line from any Indian University/Institution or Foreign University/ Institution recognised by the Government. OR He/she has passed Section A and B of the Associate Membership of the Ins titution of Engineers (India ) and possessing Certificate to that effect from the said Institution. b)He/she produces fr om the Medical Authority a certificate of mental and physical fitness in all respects for outdoor duties. c)His/Her cha racter a nd antecedents are such as to qualify him/ her for such service. Pr ovided t hat any person who is dismissed or dischar ged fr om service under the Government or any other organization for misconduct or who is convicted of any offence involving moral t urpitude shall be disqualified for recruitment.- 4 - Ex-508/2013 12Age Limit for(1)The age limit for direct recruitment shall be not less than 21 years direct recruits :and not more than 35 years on the first day of the month of recr uitment with the relaxation of 5 years in case of candidates belonging to Scheduled Caste or Scheduled Tribes or any other backward classes as laid down by the Government. (2)The age recorded in the Birth Certificate issued by competent authority or High School Leaving Certificate or equivalent examination shall b e accept ed as final. If date of birth is recorded in HSLC/CBSE or equivalent examination certificate that will be accepted as final. (3)In case of candida tes possessing the required qualification, who has already been in the service of the Government, Semi Govt . of autonomous or organizations, the upper age limit may be relaxed up to the extent of continuous r egular service render ed by t hem. (4)In exceptional circumstances, the appointing authority may condone overage of a candidate to the extent necessa ry on the merit of each case. 13.Physical(1)A ca ndidate for direct recruitment shall be of sound health both fitnessmentally and physically a nd shall be free from organic defect or bodily infir mity likely to interfere with the efficient performance of his duty. (2)A Ca ndidate for direct recruitment shall be required to undergo medical exa mination befor e appointment to the service as ma y be decided by the Government from time to t ime. 14.Disqualification for:Any attempt on the part of a candidate to obtain support for his Examination andcandida ture by any means ma y be held by the Commis sion to Interviewdisqualify him for admission/selection to the examination/interview. 15.Penalty for:A candidate who is or has been decla red by the Commission guilty of misconductimpersonation or of submitting fabricated document (s), which has/ have been t ampered with or of ma king statement (s) which is /are incorrect or false or suppressing material information or of using or attempting to use unfair means in the examination hall/interview or otherwise resor ting to any other ir regular or improper means for obtaining admission to the examination or interview, in addition to rendering himself/herself liable to criminal prosecution, may be - (a)deba rred permanently or for a specified period : (i)by the Commission from admission to any examination or appearance at any interview held by the Commission or for consideration for selection, and (ii) by the Government fr om Employment u nder them and also (b)liable to disciplinary action under the appropriate rules, if she/he is a lready in the service under the Government. 16.Disqualification: (1)No person who has more than one wife living sha ll be eligible for for Appointmentappointment to any post under these rules. Provided tha t if any candida te is a llowed to marry more than one wife at a time under the personal law applica ble to such- 5 -Ex-508/2013 candidate and the other party to the ma rriage and the Government satisfied about the permissibilit y of such marr iage they shall not be disqualified by reason of such marriage. (2)No person who is in service of the Government and other Government undertaking shall be eligible for appointment in service unless he/she produces a discharge certificate from his/her previous employer. (3)The appointing authority may institute such inquiries as he/she may deem necessary as to the particular of any candidate in respect of nationality, age, character, conduct, antecedents etc. and if the resu lt of such inquiry in his opinion is unsatisfactor y in any of these aspects, the candidate may be declared disqualified with an intimation to the Commission. (4)No person shall be appointed to the Service who, after such medical examination as the Government ma y prescribe, is not found to be in good mental or bodily health and free from any mental or physical defect likely to interfere with t he discharge of the duties of the Service. PART - IV APPOINTMENT, PROBATION, CONFIRMATION, ETC. 17.Appointment(1)Subject to the provision of Rule 11 and subject to the availability of to the service:vaca ncy or vacancies, appointment t o the service shall be made by the Governor in a ccordance with the order of na mes arra nged in the merit list by the Commission which shall be notified in the Gazette. (2)A person recruited under Sub-rule (6)(a) of Rule 22 shall join within 45 (forty five) days from the date of issue of the order of appointment, failing which and unless the Governor extends the period, the appointment s hall be deemed to be cancelled. (3)All appoint ments to the service shall be made to the appropr iate grades of the service and not against specific posts. (4)All appointments to the service in the higher grades or time scale of pay shall be made only by promotion in accorda nce with the appr opriate provisions under these rules. (5)Notwithstanding anything contained in sub-rule (4) above the Governor may withhold the appointment of a member to the Senior Grade till he/s he - (a) is confirmed in the service or (b) passes the prescribed Departmental examination(s) 18.Probation :(1)A member of the service recruited under sub-rule (6)(a) of Rule 22 s hall be on probation for a period of 2 (two) years, which may be extended by the Governor for good and sufficient reasons to be r ecorded in writing for a fur ther period as may be decided by the Government in the individual ca ses. (2)A person on probation sha ll be liable to be discharged from the service at any time without assigning any reason thereof during the period of proba tion- 6 - Ex-508/2013 a)P rovided that if he holds a lien on a ny perma nent post under the State or the Central Government, he shall be liable to be reverted to that post. (b)Provided further that a person who holds a lien to any permanent post under the State or the Central Government may, if he so desir es, dur ing the period of probation, have the option to revert back to his parent Department after giving such notice as may be pr escribed by the Gover nor. 19.Confirmation :A member of the ser vice who ha s successfully completed his probation p eriod to the satisfaction of the Appointing Authority shall be confirmed in the service; Provided that once a member of the service has been confir med in the entry grade, he shall not be required to be confirmed in each gr ade or post of the service; Provided also that a person who ha s been confirmed in any grade or post of the Government befor e being appointed as member of the service sha ll be deemed to have been confirmed in the service. 20.Seniority:(1)The seniorit y inter-se of the members of the service at its initial constitution shall be as determined by the Government in accordance with the orders and instructions in force before the commencement of these r ules. (2)The seniority int er-se of t he members of t he service a pp oint ed after the commencement of these rules shall be determined by the Government from time to time in accordance with such determina tion of seniority regu la tions a s ma y be ma de by the Government. 21.Tr aining:A member of the service shall be required to undergo such training and pass such depar tmental examina tions a s may b e prescr ibed by the Governor fr om time to time. The departmental examina tion required for promotion to higher grade shall be condu cted by the Mizoram Public Service Commission as per rules & regulations laid down by the Governor in consultation with the Commission. P A R T - V TIME SCALE OF PAY, PROMOTION, INITIAL FIXATION OF PAY ETC. 22.Time Scale of:The time scale of pay and conditions of promotion to higher grades Pay, Recruitmenta dmis s ib le t o t he memb er s of t he s er vice s ha ll b e a s follows s u b ject & Promotion toto r evision by the Governor from time to time:- Higher Grades ( 1 ) Supertime Grade- A : Pay Band-4 in the sca le of Rs.37,400-67,000/- with Grade Pay Rs.9,500/- p.m To fill up va cancy(cies) in this Grade, a member of the ser vice - 7 -Ex-508/2013 in the Sup ert ime Grade-B who have completed 2 year s of regular service in the grade failing which officer in the Supertime Grade B who have completed 25 years of r egula r continuous service calculated from the date of entry in to the Junior Grade of the Service shall be eligible for promotion by Selection Method. ( 2 ) Su pert ime Gra de – B : Pay Band-4 in the sca le of Rs.37,400-67,000/- with Grade Pay Rs.8,900/- p.m To fill up vacancy(ies) in this Gr ade, memb er s of the ser vice in t he Selection Gr ade who have rendered 5 years regula r ser vice in the Grade failing which member of the service in the Selection Gr ade who have completed 20 years regular continuous service calculated from the date of entry in to the Junior Grade of the Service out of which at least 2 year s shall be in the Select ion Grade shall be consider ed for promotion by Selection Method 3 ) S election Gr a de :Pay Band-4 in the sca le of Rs.37,400-67,000/- with Grade Pay Rs.8,700/- p.m. To fill up vacancy(ies) in this Grade, member of the Service in the Junior Administrative Grade who have rendered 5 years regu la r ser vice in the gr ade, failing which officer on regular service in the Junior Administrative Gra de who have completed not less than 15 years of regular continuous service calculated fr om the date of entry in t o the Junior Gr ade of the Service out of which at least 2 years in the Junior Administrative Grade shall be considered for promotion by select ion method. - 8 - Ex-508/2013 Provided tha t 92% of the sanct ioned posts shall be reserved for Gradua te Engineers and 8% for Non-Graduate Engineer s. Provided further that the reservation system shall be discontinued after all the present incumbent Non-Graduate Engineers in JAG as on the date of commencement of these r ules get promotion, dead, r etired or quitted the S ervice by any means. (4 ) Junior Adminis-Pa y Ba nd – 3 in the scale of trativeGradeRs.15,600/- 39,100/- with Grade (N on-Functiona l)Pay Rs.7,600/- p.m. . Members of the S ervice in the Senior Grade who have completed 12 years regular continuous service calculated fr om the date of entr y into the Junior Grade of the Service, out of which 5 years shall be in the Senior Grade shall be eligible for promotion t o JAG (Non- Functional). The ceiling limit for JAG has been fixed at 23% of the effective str ength of the post in t he Junior Grade and Senior Grade of the Mizoram Engineer ing Service. Provided that 80% of the posts shall be reserved for Graduate Engineers and 20% for Non-Graduate Engineers. Provided further that the reservation system shall be discontinued after all the present incumbent Non-Graduate Engineers in Senior Grade as on the date of commencement of these rules get promotion, dead, retir ed or qu itted the Service by any means. - 9 -Ex-508/2013 (5) Senior Grade:Pa y Band – 3 in the sca le of Rs.15,600/-Pay 39,100/- with Grade Pay Rs.6,600/- p.m To fill up vacancy(ies) in this Grade, members of the Service in the Junior Grade who have completed not less than 5 year s continuous regular service in the Junior Gra de and ha ve passed Departmental Exami- nations in Engineering and Accounts conducted by the Mizoram Public Service Commission shall be eligible for consideration for pr omotion by Selection Method. Provided that 80% of the posts shall be reserved for Graduate Engineers and 20% for Non-Graduate Engineers. Provided further that the reservation system shall be discontinued after all the present incumbent Non-Graduate Engineers in Junior Grade as on the date of commencement of these rules get promotion, dead, retir ed or qu itted the Service by any means. (6) Junior Grade :Pa y Band – 3 in the sca le of Rs.15,600/-Pay 39,100/- with Grade Pay Rs.5,400/- p.m Vacancies in this Grade shall be filled in the manner laid down below :-a ) By Direct R ecruitment : 1) 65% of tota l duty posts in Junior Grade of each Cadre/Wing of the Service shall be filled up b y direct recruit ment of Graduate Engineers of appropria te line of Engineering as per Sub Rule (2) of Rule 4 through Competitive Examination and personal interview conducted by Mizoram Public Service Commission in accordance with the Mizoram Engineering Service (Competitive Examination) Regulations 2013. Out of 65% of post reserved for direct recruitment, 3% shall be reserved for persons with disabilit ies.- 10 - Ex-508/2013 2) For direct recruitment to the post of Junior Grade, the Government sha ll send requisition t o the Commis sion separ ately for each Cadr e/Wing indica ting (i) number of vaca ncies to be filled up by direct recruitment and (ii) the appr opriate line of Engineering. Number of Vaca ncies t o be filled for each line of Engineering may be decided by the Government in consultation with the Department concerned on need ba sis. 3) The Commission shall prepare and forward to the Government a lis t arranged in order of merit of the ca ndidates who have qualified in the exa mina tion and int erview. 4) The inclusion of ca ndidate’s name in the list sha ll confer no right to appointment unless the Governor is satisfied after such inquiry as may be considered necess ary that the candidate is suitable in a ll respects for appointment to the service before an a ctual offer of a ppointment is ma de. 5) A competitive examination for direct recruitment to the Service shall be held at such intervals a s the Governor may, in consulta tion with the Commission, determine from time to time. T he dates on which and the places at which the examination shall be held be fixed by the Commission. b ) By Promotion : 1) 35% of tota l duty posts in the Junior Gr ade of each Ca dre/ Wing of the Service shall be filled up by promotion from Junior Engineer or Draftman Grade I by selection method, who have completed 5 years regular service as Junior Engineer/ Dr aft ma n-I and have passed Departmenta l Examina tion in Engineering and Accounts unless exempted by special or general or der. 23.Transfer &(1) The Government may fill in any ex-cadre Engineering posts from members Postingof t he Cadre on deputation. (2) Members of the Service shall be liable t o be tr ansferr ed and posted to a posts outside the C adre under the Government which is equivalent in rank or Grade as the Governor may consider necessary. 24.Fixation of: (1) On first appointment to the service in the Junior Grade, the initial pay of a initial paymemb er of t he service sha ll be fixed at the minimum of time s cale unless under the Fundamental Rules or a ny rules for the time being in force his pay has to be fixed at a higher stage. (2) On a ppointment to the next higher grade of the service, the initial pa y of a member of the service in the time scale shall be fixed in accordance with the pr inciples gover ning su ch fixa tion under the Fundamental Rules or a ny other rules for the time being in force. 25.Increment :(1) The first increment admissible to a member of the service in the Junior Grade time scale shall accrue on the successful completion of the probation period.- 11 -Ex-508/2013 (2) The Governor may withhold, such time as he may direct, a n increment or increments due to a su bstantive member of t he service who ha s fa iled to pass depa rtmenta l examination(s) within such t ime as the Governor may, by general or special order, prescribe; but withholding such incr ement shall have no cumulative effect. 26.Promotion to: (1) Promotion from lower grade to higher gra de after the commencement higher gradesof these rules shall be made by the Governor from the confirmed memb ers of the service on the bas is of their int er-se s enior ity mainta ined under Rule 20 and on the basis of the recommendation offered by the Commis sion; Provided tha t all promotions shall be recommended by the Commission strictly on the basis of merit-cum-seniority of the members of the ser vice after having satisfied wit h the reports on his/her integrity, character and performance subject to the provision of qualifying service pr escribed in Rule 22. (2) Whenever any vacancy/vacancies arise(s) to be filled up by promotion, the Controlling Aut hority shall fur nish to the Commission through the DP&AR the following documents and informations:- (a ) Grade and number of posts to be filled. (b) List of officers in order of seniority eligible for promotion (separate list for promotion to different grades and cadres/ wing to be furnished) indicating the grade and cadre/or wing to which the case of promotion is to be considered. (c ) Fina l up-to-date seniorit y list of the concer ned rade(s) (d) Annual Confidential R eports/Annual Performance Appraisal Repor ts of eligible candidates of preceding years as may be required, duly reviewed and a ccepted by the authorities concerned. ( e) Vigilance Department’s letter on cases pending or otherwise against the candidates and report fr om the Department concerned about disciplinary ca ses pending against them. (f) Any other documents and informa tion as may be considered necessary by the Commission. (3)The Controlling Authority shall simultaneously request the Commission to r ecommend within one month a list of Officers found suitable for promotion in order of merit in respect of promotion to each grade or cadr e in which recr uitment is to be made by promotion. (4)The select list shall remain valid for 12 (twelve) months fr om the date of a pproval by the Government or till such further time as ma y be extended by the Governor, limited to six months. (5)The promotion shall be in accordance with the list finally approved by the Government. PART - VI MISCELLANEOUS 27.Resignation :A member of the service may, at any time, resign from service by giving notice for the period as may be prescribed under gener al rules framed or adapted by the Government from time to time.- 12 - Ex-508/2013 28.DischargeA temporary or officiating member on expiry of such appointment shall be lia b le or Reversionto be discharged or reverted to the lower grade or feeder cadre of the service, to his/her original service, if :- (a ) he/s he fails to qualify in or successfu lly complete any training as may be prescribed by the Government from time to t ime, or fails to render satisfactory service during tenure of service in the cadre, and (b) it is found on subsequent verification or inquiry that he/she was initially not qualified for the appointment or that he/she furnished any fraudulent or incorrect and fabricated information with regard to his/her appointment. 29.Incentive to the: The member of the service who obta ined higher technical educational memb er squalification than the prescribed qualification for direct recruitment under Clause (a) of Rule 11 shall be given incentives as follows : (i) Post Gradua te Diploma– 1 increment (ii) Post Gradu ate Degr ee– 2 increments (iii) Doctorate Degree– 3 increments Provided that the advance increment(s) shall not affect the inter-se- seniority of t he members of t he service. 30Leave, Pens ionIn respect of leave, pension, discipline and other conditions of the service not and other mattersexpr essly provided for in these r ules, the members of t he service shall be governed by the general rules in force as adapted by the Government fr om time to time. 31.Mode ofA member of the service shall be liable to be posted to hold a ny post under the deployment :Government or autonomous body anywhere within the State of Mizoram or a nywhere in India in public interest. (2)They shall come into force from the date of their publication in the Official Gazette. 2.Amendment of Regu la tion 4 : For Regulation 4(b) of the Principal Regulations, the following shall be substituted, namely :- “Every person making an application for a license shall s ubmit two (2) p assport size photographs along with the applica tion Form”. 3.Amendment of Regu la tion 4 : For Regulation 4(c) of the Principal Regulations, the following shall be substituted, namely :- “Every person applying for license shall comply with the provisions of these Regulations and shall a lso abide by the conditions stated in Form-III;” 4.Amendment of Regulation 13 : For Regulation 13 of the Pr incipal Regulations, the following shall be substituted, namely :- “An applica tion for renewal of a license should be submitted in FORM-IV on payment of Rs. 10 before first day of the month in which the license expire, and the procedure for renewal is the same as that for granting of license. The license shall be deemed to be in force during the pendency of the disposal of the renewal application;” [Provided that any application for renewal of a license submitted after the period prescr ibed in t hese regulations shall be accompanied by a la te fee of Rs. 1 0/- for every day of delay] 5.Amendment of Regulation 21 : For Regulation 21 of the Principa l Regulations, the following shall be substituted by : “Whosoever commits any offence by failing to comply with any provision of the Act or of these regulations or any direction lawfully given to him or any requisition lawfully made upon him under the provision of the Act or under these r egulations, sha ll be punished with - 2 - Ex-513/2013 minimum fine of Rs. 500/- which extend upto Rs. 5,000/- provided that such fine is subject to revision by the Board of Councillors from time to time”. 6.Amendment of Form I, II & III : Form I, II & III of the Principal Regulations shall be substituted by a new Form-I, II & III and a new Form-IV for renewal of license is added; 7.Amendment of Schedule-I & II : Schedule I & II of the Principal Regulations shall be substituted by a new Schedule I & II. F or fulfilling this mandate, the MSTP has, therefore, been dr afted in line with the National Training Policy, 2012 wit h a view to matching individuals’ competencies with t he jobs they have to perform and bridge competency gaps for current and future r oles through training. Structures described in the Policy broadly cover Training Objectives, Training Covera ge from the top level t o the cutting edge level, Tra ining Target, Trust Areas, Role of Departments, Role of ATI, For eign Training etc. Appointment of a Tr aining Manager as a nodal person has also been stipulated in the Policy for implementation of the training function in a particula r Department. The Mizoram State Training Policy, 2013 requires that each organization adopts a systematic approach to training and classify all posts with a clear job description and competencies required. Accordingly, the Mizoram State Tr aining Policy, 2013 was formulated in consultation with Law & Judicial Department and Finance Department, Government of Mizoram. The Council of Ministers; Government of Mizoram has now approved the Mizoram Sta te Training Policy, 2013. And in exercise of the powers conferred by Article 309 of the Constitution of India, the Governor of Mizoram is therefore, pleased to notify the Mizoram State Training Policy, 2013 and the policy is hereby circulated for adoption by all Departments of Government of Mizoram. Accordingly, each Department may issue necessary orders for implementing the Policy. DP&AR(Trg) would issue suitable guidelines from time to time to facilitate the implementation of MSTP, 2013. This Policy shall come into force on the 1st October, 2013. M. S athiya va thy, Addl. Chief Secretary to the Government of Mizoram. - 2 - Ex-515/2013 MIZORAM STATE TRAINING POLICY, 2013.1. VISIONWith the changing r ole of Government in t he dyna mic political a nd socio-economic environment and the rising expectation of the people for rapid development, Government employees pla y a pivotal role in realizing the goals of the Government. The process can be greatly accelerated by training the employees to adequately equip them for enhanced efficiency, effectiveness, sensitivity and r esponsive beha vior towards the people. The role of tra ining in improving per formance of the government is most crucial and important. This calls for a sound and conscious training policy in the Sta te especially since the National Training Policy already stands formulated by the G overnment of India in 1 996. 2. MISSIONThe endeavor of the Government is to impa rt need-based training to employees so as to develop the right attitude, necessary skills, duty consciousness, competence and self-motivation to take on the chal- lenges in their work and a dopt innovative approa ches for excellent delivery a nd promotion of the public welfare. 3. THE NEEDThe recent past ha s seen a paradigm shift in the economic, politica l, social and technological sce- narios in t he State warranting a fresh look at the Huma n Resou rces Development and Training spheres to make a forma l decla ration in the form of a document in broad terms, its objectives, strategy, content and modalities to be followed in the field of training. 4. COMPETENCY FRAMEWORKCompetencies encompass knowledge, skills and behavior which a re required in an individual for effectively performing the functions of a post. S ome of the competencies pertain to leadership, financial mana gement, people management, information technology, project management and communication. The other set of Compet encies rela te to the professional or specia lized skills, which ar e relevant for specia lized functions such as building roads, power projects, taking flood control measures, civil aviation, medical care etc. A fu ndamental principle of the competency framework is that each job should be per formed by a person who has the required competencies for that job. Training has usually been based on the duties tha t are to be performed in a par ticular post. F or a competency-based approach, it would be necessar y to classify the dis tinct types of posts a nd to indicate the competencies require for performing work in such posts. Once the competencies are laid down, an individual’s development can be mor e objectively linked to the competencies needed for the current or fu ture jobs. Career progression and pla cement need to be based on ma tching the individual’s needs to addr ess the gap between the existing a nd t he requ ir ed competencies to develop their competenc ies. 5. TRAINING OBJECTIVESThe objectives of tr aining are:- 1)To develop professional knowledge and skills for impa rtial a nd efficient Civil Service, pr oper ethics and commit ment to work t hat is responsive to the needs of the citizens. 2)The competency framework as a tool to ensure that Civil Servants have the requisite knowledge, skills and attitude to effectively perfor m the functions they are entr usted with. 3)To increase Job sa tisfact ion and facilitate career progress ion. 4)To motivate and enable all public servants to contribute positively to the tr ansforma tion of the society, economy and polity. 5)The success of training lies in a ctual improvement in t he performance of Civil serva nts. 6. TRAINING COVERAGETraining would be imparted to all rungs of the Civil Services starting from the lowest and cutting-edge to the highest in policy making. For the purpose of appropria te training design, the Civil Services shall be divided into five levels: a ) The lowest operating level at the cutting-edge, who are mostly members of the Group ‘D’ and Group ‘C’to focus on functional skill and attitudinal orientation. b ) The junior management level of Group ‘B’ Non- Gazette and Gazette viz. Head Assistants / Assistants and equivalent Grades:to enha nce pr ofessiona l knowledge and skills, commitment t o work a nd job satisfact ion. c ) The supervisory level of Group ‘A’ entry grade viz. Superintendent and its equivalent P osts:to focus on their supervisory and personal mana gement r oles involving coor dination, coaching, counseling skills, interpersonal relations and a role of model funct ion. d ) The middle management level of Class 1 Ga zette viz. Under Secretary / Deputy Director / Deputy Secretary/ Joint Director:to focus on professional excellence, leadership, deep perception of int er-relatedness of issues and project management. e ) The top mana gement level viz. Addl. Secretary / Director and Joint Secretary and above:to focus on policy analysis, str ategic planning, lateral thinking, policy formula tion and project monitor ing and project management. 7. TRAINING TARGETAll categor ies of Civil Servants will be provided with training to equip them with the competencies for their current or future jobs. Such training will be imparted: a)Indu ction tr aining at the time of entry into service. b)Foundation training at the time of movement of personnel from the existing Group to the next higher Group in case of Promotion, c)In-S ervice training through appr opriately designed modules based on the aforesaid object ives at suitable interva ls in the cour se of their car eer, at least once in ten years, which should be linked to their promotion / eligibility to avail MACP Scheme through amendment in their respective Service Rules / MAC P Scheme wher e such linkage is not there. d)Priority will be given to the training of front-line- staff, including training on Soft Skills to impr ove customer or ientation as well as quality of service delivery to the Citizens. e)Exposure to major development issues or new techniques t hrough short duration courses and seminars. f)It shall be compulsory for every Civil Servant t o attend Computer Tra ining Pr ogrammes to pick up the working knowledge of Computer Operation. g)No Government serva nt should be nominated for tra ining after attaining the age of 56 years. h)It shall be obligatory for the Controlling Authorities to relieve the selected employees for training on full time basis. 8. TRAINING METHODOLOGYTraining may be imparted at the Administrative Training Institute or at the work places or decentralized basis at District, Sub-Divisiona l levels or by distance learning. The pedagogical tools would depend on the target group. However, all available modern methods of t raining like lecture, group discussions, project work, audio visual materia ls, printed ma terials, case studies/ learning by doing, brain storming etc. 9 . THRUST AREASa ) Rules and Procedures: Government s ystems of personnel administr ation continue to focus largely on the rules and procedures governing the recruit ment, r etention and career development of the civil service.- 3 -Ex-515/2013 b)Information Technology: In view of the growing importance of IT, the training programmes should contain significant inputs on IT application in the promotion of departmental performa nce. c)Decentralized Planning & Development: The uniqueness of Mizoram lies in its homogeneous society with a strong community based orga nization. Training programmes should focus on the conceptua l and experimental aspects of decentralization and people’s pa rticipation. d)Government Machinery&Management: To improve the functioning of Government Departments a nd agencies, training progra mmes should give sufficient focus on understanding and applica tion of modern management concepts besides focu sing on the rules and procedures. e)Ethics and values To build friendly and healthy administrative environment, training programmes should adequately emphasize on ethics and value ba sed administration and on all emergent issues in t he society. f)Project monitoring and management This is perceived to be weakest link in the administrative system that has been largely responsible for the runaway costs and time overruns in most of the prestigious projects. Frequent training programmes will be undertaken to build a large pool of employees trained in the latest techniques of project monitoring and management. g)Office Etiquette for Group‘ D’ 10. FOREIGN TRAININGForeign tra ining fills a crucial gap in the tr aining system. It provides opportunities for officers to gain exposure to the latest thinking on different subjects in some of the leading Institutions of the world. It exposes them to exp eriences and best pract ices of different countries with differing models of development and governance. Since 2001, the scheme of Domestic Funding for Foreign Training (DFFT ) has become the main source under which officers ar e now sent for foreign training. There is a need to continue and strengthen the DFFT scheme as well as other similar schemes of various cadr e contr olling a uthorit ies so that officers have the opportunity to attend both long- term and s hor t- t er m pr ogr a mmes t o develop in- dep t h compet encies in a r ange of su b ject s / a r ea s or s p ecific s p ecialized subjects. This is particularly important for officers who are likely to hold positions at the senior most levels of Government where they need to b e aware of, and take into account, the broader globa l context in policy formulation as well as international best practices. Foreign Training shall be under the Sponsorship of the Government of India or other approved Foreign Funding Agencies. 11. IMPLEMENTATION AND COORDINATION: A St ate Training Council shall be constituted for giving overall direction for the implementation of the Mizoram State Training Policy, 2013 which will consist of :- 1)Chief Secretary-Chairman 2)Secretary, DP&AR-Member - Secret ary 3)Secretary, Planning Deptt.-Member 4)Secretary, R.D. Depptt..-Member 5)Secreta ry, UD&PA Deptt.-Member 6)Secretary, Health Deptt.-Member 7)Secretary, H&TE Deptt.-Member 8)Secretary, LE & IT Deptt.-Member - 4 - Ex-515/2013 A Tr aining Coordination Committee may be formed at the working level for monitoring the implementation of the Mizoram State Training Policy. 2013 and taking appropriate steps to facilitate implementation consisting of the following and this committee will meet bi- annua lly. 1)Commissioner & Secretary, DP&AR- Chairman 2)Additional/Joint. Secretary, DP&AR- Member- Secretary 3)Director ATI- Member 3)Director, SCERT- Member 4)Director, SIRD- Member 5)One Senior Faculty each from ATI & SIRD - Member 6)SIO, NIC- Member 7)Principal Informatics Officer, ICT.- Member 12. ROLE OF DEPARTMENTSEach Department shall adopt a systematic approach to training and shall: 1)Appoint a Training Manager not below the rank of Superintendent who will be the Nodal Officer and responsible for the implementation of the Training functions in that Department; 2)Prepare an Annual Training Plan based on the competencies required a nd training needs for all the categories of employees within the Department for the development of t heir competencies; 3)Classify all posts with a clear Job descr iption and competencies required; 4)Incorporate an appr opriate provision in any new s cheme to ensure that suitable training is impa rted for its proper implementation a nd sustainability; 5)Where feasible, use the services of the Administrative Tra ining Institute in developing the Annua l Training Plans, outsourcing training, and/or providing advisory or consultancy services to the Department; 6)allocate at least 0.5 per cent of its salary budget to enable each Department to meet training requirements; 7)Incorporate a separ ate section in the Department’s Annua l Repor t on tr aining a nd capa city building act ivities underta ken during the year. 8)Make the immediate supervisor responsible and accountable for the training of the Staff working under him. 13. ROLE OF STATE ADMINISTRATIVE TRAINING INSTITUTE:The state Administrative Training Institute shall be Apex Training Institute of the state as recommended by the National Tra ining P olicy, 2012 and empowered to play a lead role in coordinating training across sectors and depar tments. Further, the ATI should ha ve the requisite sta ff/manpower, infrastructure and fina nces for effective and efficient implementation of the Mizor am State Training Policy, 2013. It shall: 1)Conduct appr opriate training courses to a ddress Training Needs of Government Employees at all levels. 2)Move to becoming model of excellence in the quality of the training they impar t through a process of self- assessment and bench-marking; 3)Provide technical assistance and advice in preparation of Annual Training Plans for the Depa rtment a nd outsourcing training (if so required ); 4)Supplement their cu rrent programmes with distance and e- learning courses ; 5)Network wit h other institutions to share learning resources , experience and expertise; 6) Ensure tha t all trainers who join the institute are deputed at the earliest possible opportunit y to undergo programmes for ‘Tr aining of Trainer ’. 7) Maintain database of trained manpower for future reference; 8)Constantly hone and upgrade the skills of trainer s/faculty members in the new and emerging training techniques and methodologies and assess/review their perfor mance as trainer/ facu lty.- 5 -Ex-515/2013 9)Constantly review and develop curricula , course material, content a nd training methodologies to take account of t raining feedback and the needs of clients; 10) Conduct evaluation studies to assess the impact of training programmes conduct ed by it on orga nizational performa nce. 11) Give special focus on behavioral/attitudinal training. 12) Provide advisory and / or consulta ncy service (as applica ble) 14. ROLE OF DEPARTMENT OF PERSONNEL & ADMINISTRATIVE REFORMS(TRAINING WING)The DP&AR (TRG) shall be the Nodal Depa rtment for the implementation / review of the Training Policy and shall issue appropriate guidelines to amplify and facilitate its implementation. It shall: 1)Monitoring the implementation of the Mizoram St ate Training Policy, 2013; 2)Maintain a database of training and development activities undertaken by various Departments through training reports received from the institute/Trainees; 3)Ensure that Training Mana gers ar e appointed in all the Depar tments, build their capacity and work in close coordination with them. 4)Develop a Training Management Information System (T MIS) to facilitate training and development act ivities of the Department. The Department of Personnel & Administrative Reform (Tra ining Wing) should also build up databases of the training resour ces ava ilable such as calendar of tra ining programmes of the State Administrative Training Ins titute, faculty in different su bjects, etc. 6)Undertake benchmarking/evaluation study of Administrative Training Institute under the control of t he Depa rtment to mould them as centre of Excellence. 7)Undertake Training Needs Analysis for the State in consultation with Departments and coordinate with the AT I for a ddressing these training needs. 8)Review the implementation of the Annual Training Plan, and t he functioning of Administra tive Training Institute under the Depa rtment and in particular to look at the- a)Utilization of training capacity. b)Quality of training conducted. c)Adequacy of the physical a nd training infrastructure, fa culty, finances and delegation of powers for carrying out the Instit ute mandate. d)Proper Selection a nd development of facu lty, incentives for them and stability of their tenure. The conduct and character of the selected faculty should be demonstrative the ethics and values taught in the classr oom. For the effective implementation of the Mizoram State Training Policy, 2013 DP & AR (T RG) would need to enhance its own capacity in terms of staff and equipments to be able to pr ovide guidance and handholding support to the Departments and monitoring the progress and the task is completed in a reasonable period in a mission mode. 15. SUPPORT FROM TRAINING DIVISION:The Training Division, DOP T, Government of India continues to have an extremely impor tant role in supporting the development of Training Capacity in the States. It needs to be provided with adequate funds for supporting need based training progra mmes propose by the Sta tes. 16. MANAGEMENT OF TRAINER IN THE STATE ADMINISTRATIVE TRAININGINSTITUTE:As a genera l principle there should be only a small faculty in specialized disciplines in the perma nent employment of the State Administr ative Tr aining Institute. All other faculty members should be taken on deputa tion from va rious services through a rigorous selection process conducted by DP&AR. C/500 of deputation is that only willing officer s with aptitude to teach will opt for the posting in the Administra tive Training Institute who can always be reverted to their parent departments if found unsuitable. Also, the serving officers a re in a better position to r elate to practical problems encountered in the field than the academicians. The faculty members should have adequate opportunities for improving their capabilities and status of t rainer while serving in the Administrative Training Institute. Periodic opportunities for development of knowledge and skills in relevant areas shall be provided to trainers through training programmes in Institutions of excellence. The State government may provide similar major incentives such as 30 percent Training Allowa nce, Option on Rent-Free Accommodation or HRA etc. to the faculty of Group ‘A’ Officers in the State Administrative Training Institute, Mizor am in recognition of the importance of this function and to attra ct a wider range of officers to this function a s proposed by the Sixth Pay Commission and the National Training Policy, 2013. The Faculties of ATI will not claim any honorarium and personal fees for the training organized by ATI. To make postings in the Administr ative Tr aining Institute prest igious a nd lucr ative, monetary and non-monetary incentives may be considered by the Government for the facu lty members. In a ddition, experts in var ious fields from inside and outside the State may be invited to deliver lectures/impart tr ainings from time to time.- 7 -Ex-515/2013
