Those officers who have already been specifically allowed by the Government to reta in residential landline telephone, internet and mobile phone under ‘Other Officers’ in the previous Office Memoranda may reimburse their bills not exceeding Rs. 600/- per month or they may seek approval of t he Government for revision as per their equivalent r ank. Those officers whose nature of wor ks genuinely demands r esidential landline telephone, internet and mobile phone may be cons idered case to case. In such cases, their request ma y be considered by the Government and the ceiling may be decided as per the equivalent ra nk of the officer. Thus, ‘Other Officers’ shall be construed to mean only those officers or class of officers who have been specially allowed by Government of Mizoram, General Administration Department to reimburse residential landline telephone, internet and mobile phone bills, in view of the nature of works / duties assigned to them even though they may not be otherwise entitled to reta in such means of communications. 3.It has come to the notice of the Government that Secretariat Administr ation Department (SAD) has been in receipt of bills from officers for different p eriods. As there are la rge numbers of entitled officers in the Mizoram Secretariat, some of them submitted their bills monthly/bi-monthly while others did quarterly. At times, some bills were lost a t the dak level. In light of the problems encountered by the Secr etariat Administration Depar tment in the current system of reimbursement of the bills, a uniform system of payment similar to that of the payment system of household peons may be adopted for reimbur sement of the telephone including internet and mobile phone bills in r espect of officers posted in the Mizoram Secretariat. Even if the actual bill exceeds the ceiling or is less than the admissible rate, a fixed a mount s hall be paid t o the entitled officer s every month. Thus, irrespective of the actual bills , a fixed sum of money has to be reimbursed to the officer s every month a s per their entitlement. 4.For officers who are included in the entitled class of officers but who are not posted in the Mizoram Secr etariat, the sum of the actua l monthly bills for residential landline including internet and mobile phone bills, not exceeding the ceiling, should be reimbursed by them every month from their resp ective Depa rtments / Offices on production of original receipts / cash memos. Re-imbursement should be made only for those bills which bear the name of the entitled officers concerned and no other name is a dmissible including a bill which bears the name of his / her members of the family. This revision of E ntitlement of residential la ndline telephones including internet and mobile phones shall becomeeffective fr om 1st July, 2019. Government website is a platform on which vital information about the Department are readilyavailable and accessible to citizens for 24x7 hours and it can also serve as mechanism of machinery for thepurposes of delivery of services, transparency, responsiveness, grievance redressal, good governance andachieving paperless office.In the meantime, it has also been found that some Departments currently having their websites arenot maintaning and updating their websites regularly and without following guidelines issued by Govern-ment of India. It is therefore, felt necessary to streamline the management of Government websites in orderto bring uniformity and enhancing the quality of websites and online delivery of information and services ina citizen centric and not of the Government’s perspecitive as follows:1) Every Department under the Government of Mizoram should have their own website in line withthe Guidelines for Government websites. Those who already have their websites should maintain, updateand monitor in accordance with the said guidelines. These guidelines can be downloaded from http://dict. mizoram.gov.in.2) All Government website must use Government sub-domain (mizoram.gov.in, gov.in or nic.in.Educational institutions may use.ac.in or edu.in.3) Every Department should constitute Website Management Team including Website InformationManager. The appointment with specific roles should be intimated to Chief Informatics Officer, Depart-ment of Information Communication Technology, Secretariat Annex-I. Aizawl. No.A. 11019/1/2018-P&AR(ARW)/36-38, the 29th August, 2019.Reference is invited to Office Memorandum No. A. 11019/4/2008-P&AR(ARW)/Pt-IV dated 12.08.2009 wherein it was decided that, other than filling u p of posts on r egular basis, a ll Group A & B posts should thenceforth be filled up on Contract Basis and all Group C & D posts on Muster Roll basis. T he issue of converting the mode of engagement of pre-existing Muster Roll employees against Group ‘B’ posts has been under considera tion of the State Gover nment for some time. Meanwhile, it was also brought to the notice of the Government tha t even a fter the issue of the a for esaid O.M; s ome Dep artments ha d enga ged Mu ster Roll employees against Group B posts in contravention of instructions. In the meantime, the ‘Government of Mizoram Regularisation of Muster Roll Employees Scheme, 2018’ notified vide No. A. 12034/1/2009-P&AR (GSW) dated 12.03.2018 and published in the Mizoram Gazette Extraordinary Issue No. 145 dated 13.03.2018 has repealed the ‘Regularisa tion of Muster Roll Employees Mizoram Scheme, 2000’ and its subsequent amendments. While Group B employees (upto PB 2 + 4,400 GP, pre revised) were included in the previous Scheme, this category of employees have now been excluded from the purview of the ‘Government of Mizor am Regularisation of M uster Roll Employees Scheme, 2018’, which has been made applica ble to Group C & D employees only. The conversion of engagement mode as well as tr eatment of the service render ed by the existing Group B employees currently engaged on Muster Roll basis has been considered b y the Government of Mizoram and it has been decided that, in the interest of public service, the mode of engagement of all Group B employees present ly enga ged on M uster R oll basis shall be converted to ‘Contractual basis’, subject to the following conditions: 1.Muster Roll employees who were engaged with prior approval of DP &AR and Finance Department only shall be eligible for conversion. 2.The post(s) to be considered for conver sion shall be based on the existence of recruitment rules in the corresp onding regular post(s) and finalization of inter-se-seniority in the Muster Roll capacity. 3.Conversion of Group B employees engaged on Muster Roll basis to Contract basis shall be done irrespective of the availability of sa nctioned post(s) for conversion. While Group B employees (upto PB 2 + 4,400 GP, pre revised) were included in the previous Scheme, this category of employees have now been excluded from the purview of the ‘Government of Mizor am Regularisation of M uster Roll Employees Scheme, 2018’, which has been made applica ble to Group C & D employees only.
