The Mizoram Direct Recruitment (Conduct of Examination) (Amendment) Guidelines, 2024
In the interest of public service,
the Governor of Mizoram is pleased to make the following guidelines to amend the Mizoram Direct
Recruitment(Conduct of Examination) Guideline, 2018 (hereinafter referred to as the Principal Guidelines)
notified vide No.A. 12026/1/2017-P&AR (GSW), dt. 09.02.2018 and published in the Mizoram Gazette
Extraordinary Issue No. 69 dt. 15.02.2018, namely: -
1. Short title and commencement .- (1) These Guidelines may be called the Mizoram Direct Recruitment (Conduct of Examination) (Amendment) Guidelines, 2024.
(2) They shall come into force from the date of their publication in the
Official Gazette.
2. Amendment of paragraph
33.- In the Principal Guidelines, in paragraph (33) entries under sub-paragraph (11) shall be substituted, namely;
“(11)Marks awarded to a candidate appearing in the Personal
Interview shall not be less than 30% of the total marks allotted for
interview and generally not more than 90% of the total marks
allotted for interview.”

The Guidelines for Empanelment of Firms for engagement and execution of various works, 2024
Whereas the ‘Mizoram Public Procurement
Rules, 2020’ for the sake of Mizoram Transparency in Public Procurement was framed vide Notification
No. A.47011/1/2014-F.Est, dated 10.02.2020 and published in the Mizoram Gazette under VOL - XLIX
dated 12.02.2020 vide Issue No. 92.
And whereas engagement of Firms empanelled by Finance Department, Govt. of Mizoram in
respect of non-works Departments has been provided by following Rule 95, 96, 98 and 99 of the said
Rules.
Now, therefore, in line with the provision under Rule 92(4) of the ‘Mizoram Public Procurement
Rules, 2020’ the Government of Mizoram hereby makes the following guidelines namely:-
1. Short Title and commencement :-
(1) These guidelines may be called the ‘Guidelines for Empanelment of Firms for engagement
and execution of various works, 2024’.
(2) It shall come into force from the date of publication in the Official Gazette.
2. Applicability :-
Subject to the provisions contained in the ‘Mizoram Public Procurement Rules, 2020’, these
Guidelines shall apply to all non-works Departments having Technical Wing with Technical personnel
under the State Government of Mizoram excluding Autonomous District Councils.
3. Definitions :
(i) ‘Cancellation’ means termination of the empanelment of any Firm under these Guidelines.
(ii) ‘Clause’ means Sl. No. assigned to various provisions provided in these guidelines.
(iii) ‘Department’ means any Department under the Government of Mizoram.
(iv) ‘Employer’ means any non-works Department under the Government of Mizoram which
employs empanelled Firms.
(v) ‘Empanelment Board’ means a Board to select Consultancy Firms for empanelment
constituted under Clause 12 of these Guidelines.
(vi) ‘Empanelled Firm’ means any firm empanelled by the Govt. of Mizoram under these guidelines.

Guidelines for Tariff Based Competitive Bidding (TBCB)
In the interest of Public Service, the Governor of Mizoram is pleased to notify the Guidelines for Tariff Based Competitive Bidding (TBCB) Guidelines for Intra State Transmission Projects in Mizoram as enclosed in the Annexure to this Notification with immediate effect and until further orders.
This issues with the approval of JERC for Manipur and Mizoram vide No.F.20019/13/24-JERC dt.09.05.2024.
In the interest of Public Service, the Governor of Mizoram is pleased to notify the Guidelines for Tariff Based Competitive Bidding (TBCB) Guidelines for Intra State Transmission Projects in Mizoram as enclosed in the Annexure to this Notification with immediate effect and until further orders.

In pursuance of the Resolution no. 3 of the Third Sitting of General Purposes Committee held on 31st July, 2024, the Governor of Mizoram is pleased to notify Social Welfare, Tribal Affairs, Women & Child Development as Nodal Department for Ruangphurh (Assistance for Transportation of Bodies of Deceased Persons within Mizoram) to be effective from 1st September, 2024.
Guidelines and related Form is annexed.

1. Serial No. 2 of the Guidelines: "Ruang phurhna lirthei hman man hi ruang phurh tanna hmun leh ruang dahna khaw inkara Motor hman man (kal lam leh haw lam) a ni ang a. Ruang phurh tanna leh a dahna hmun inkar hi 20km aiin a hnai tur a ni lo."

Guidelines for procurement of Computer Hardware, Software, Cloud Hosting Services & Networking Equipment
To maintain uniformity in the procurement process, mitigate risks associated with technology deployments, promote user-centric interoperable digital solutions and standardization of initiatives under the Government, the following Guidelines shall be followed by all Department / Autonomous Bodies / PSUs / Societies under Government of Mizoram for online related initiatives. They are intended to be implemented in conjunction with existing procurement rules and regulations, ensuring consistency and coherence across all levels of the State Government.
