Khawbung. The Government of Mizoram, Department of Power & Electricity, in pursuance of Section 10(3) of the Electricity Act, 2003 published the salient features of the scheme as under. SALIENT FEATURES OF THE SCHEMEThe scope of the work includes 30km 33KV Single Circuit Transmission Line, Khuangleng to S. Khawbung. LOCATION:Between Khuangleng to S. Khawbung. ESTIMATE COST:The estimated cost is Rs. 282.00 lakhs. BENEFITS:The project will enable transmission of grid power to S. Khawbung and its surrounding villages and supply better quality of power and improve voltage regulation for S. Khawbung and its surrounding areas. Also this will enable better reliability for evacuation of power generated from Lamsial Small Mini Hydel Project and Tlawva Small Mini Hydel Project. POWER FOR PLACING TRANSMISSION LINES TOWER ETC.For placing transmission lines, towers, wires, equipments and appliances for the Transmission and Distribution of electricity or for transmission of telephone/telegraphic communications necessary for the purpose of undertaking, executing and operation of the scheme. The Government of Mizoram, therefore, orders that the Department of Power & Electricity shall in accordance with the provision of Section 67, 68 and 69 of the Electricity Act, 2003 have and shall exercise all the power of the Transmission/Telegraphic lines established or maintained. Also notice is hereby given, inviting licenses and other persons interested who are likely to be affected to make representation on the scheme to the undersigned within a period of 2 (two) months with effect from the date of its publication in the official gazette for consideration. Obituary of Pu D.N.Paudyal, MPS, (Junior Grade), Assistant Principal, PTC, Thenzawl s/o Punakar Paudyal (L)

OBITUARY No. A-19018/284/2008-HMP, the 21st March, 2012.The Government of Mizoram has learnt with deep sorrow the sad and untimely demise of Pu D.N.Paudyal, MPS, (Junior Grade), Assistant P rincipa l, PTC, Thenza wl s/o Punakar Paudyal (L) on 20th March, 2012. Born on 27th July, 1956, Pu D.N.Paudya l joined Government service a s Sub-Inspector of Police on 1st December 1981; he was promoted to Inspector of Police on 20th September, 1995. He was then promoted to the Junior Grade of Mizoram Police Service (MPS) on 29th August, 2008. He served the Mizora m Police in various capacities with utmost sincerity and devotion to duty and endeared himself to the officers and staff and always proved himself to be a conscientious and hard working officer. He was posted as SDPO Tlabung on 29th August, 2008; Asstt. Commandant 1st IR Bn(attached to SDPO Vairengte) on 16th June, 2009; and then as Assistant Principal, PTC on 11th August, 2009 and he continues to hold this post till he breathes his last. The Gover nment of Mizoram places on record its appreciation of the sincere services rendered by P u D.N.Pa udyal and conveys its heart-felt sympathy and condolence to the bereaved family. No. G. 20011/1/2000-HM(HG), the 28th March, 2012.In order to curtail Government expenditure and to ensure uniformity and also to regulate deployment of MAP/IR Bn/Home Guards in establishments outside the purview of the State Government, it has been decided to lay down the following guidelines for compliance by all concerned with immediate effect and until further orders. (i)Requisition for deployment of MAP/IR/Home Guards by any agencies not under the State Government should be submitted in prescribed template at Annexe ‘A’ to the Home Secretary, Government of Mizora m. (ii)The Requisitioning Authority should invariably enclose an authorization issued by the competent authority in his/her organization for such requisition. (iii)The Requisitioning Authority should also invariably enclose an underwriting clearly stating that they would abide by the terms and conditions in regard to costs of deployment, other expenditure etc. for such deployment framed by the State Government. (iv)The rate of deployment costs will b e char ged per head based on actuals of security personnel deployed in the establishment. The rate will be exclusive of POL and repairs/depreciation value of vehicles/equipment and also costs of transportation/movement of security personnel beyond 8km of their station. (v)The requisitioning Authority should bear all costs for providing suitable and adequate accommodation and other facilities such as adequate supply of water, power etc. for the detachments/contingents deployed. (vi)In case of agencies such as MRB and MCAB in which the State Government is one of the stakeholders, the costs of deployment of security personnel in the agencies will be charged at 50% of the rates of deployment charges or as notified by the State Government from time to time. (vii)DGP or CG, MRHG will raise the bill for deployment charges on behalf of the State Government to the requisitioning authority on quarterly basis by the end of the month following a quarter i.e. July, October, January and April. (viii) Payment received from the requisitioning authority within 90 days from the date of issue of bill will get a rebate of 2.5% of the bill value. Delay would attract a cumulative quarterly penalty rate of 2.5% of the outstanding bill amount raised. (ix)All requisitioning Authorities will maintain that sufficient provisions are incorporated in their budgets to facilitate regular payment of deployment charges. - 2 - Ex-168/2012 (x)The current system of payment of bills for deployment costs by the Requisitioning Authority in bank drafts will continue. Bank draft received by DGP and CG, MRHG from Requisitioning Authority should be forwarded to Finance Department (EA) without delay to enable them to credit them into Government account with intimation to Home Department. In exercise of the powers conferred by the proviso to Article 309 of the Constit ution of India , the Governor of Mizoram is pleased to make the following rules relating to recruitment to the post(s) ofLDC under Mizoram Sta te Infor mation Commission, Government of Mizor am, namely :- 1.Short Title and(1) These Rules may be called the Mizoram State Information Commission Commencement(Group ‘C’ posts) Recruitment Rules, 2010. (2) They shall come into force from the date of their publication in the Official Gazette. 2.ApplicationThese rules shall apply to the posts specified in Column 1 of the Schedule annexed to these ru les. 3.Number of posts,The number of the said post(s), their classification, Pay Band and classification andGrade pay/pay scale attached thereto shall be as specified in columns 2 scale of payto 4 of the said Schedule. 4.Method of recruitment,The method of recruitment, age limit, qualification and other matters age limit,and otherrelating to the said post(s), shall be as specified in columns 5 to 14 qualifications, etcof the aforesaid Schedule. Provided that the upper age limit prescribed for direct recruitment may be relaxed in t he case of candidates belonging to the Scheduled Castes/the Scheduled Tribes and other special ca tegories of persons in a ccordance with the or ders issued by the Central Government or Government of Mizora m from time to t ime. 5.DisqualificationsNo person- (a ) who has entered int o or contracted a marr iage with a person having a spouse living; or - 2 - Ex-180/2012 (b) who, having a spouse living, has entered into or contract ed a marr iage with any other person shall be eligible for appointment to t he said post(s); Provided that the Governor may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are ot her grounds for doing so, exempt any s uch person from the operation of this rule. 6. Training andEvery Government servant recruited under these rules shall undergo Departmentalsuch training or pa ss such Departmental Examination as ma y be Examinationpres cribed from time to t ime. 7.Powers to transferNotwithstanding anything contained in these rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officer or officia l, so recruited under these rules to any other post or position which is equivalent in rank or gr ade. 8.Power to relaxWhere the Governor is of the opinion that it is necessary or expedient so t o do, he may, by order and for reasons to be recorded in writing andin consulta tion with the Mizoram Public Service Commission through the Department of Personnel and Administrative Reforms, relax any of the pr ovisions to these rules with r espect to any class or category of persons. 9.Reservation and otherNothing in these rules shall affect reservation and other concessions concessionsrequired to be provided for the Scheduled Castes/the Scheduled Tribes and other categories of persons in accordance with the orders issued by the Central Government or the Gover nment of Mizoram from time to time in this regard.
