further to amend the Mizoram Salaries, Allowances and Pension of Member of the Legislative
Assembly Act, 1999.
It is enacted by the Mizoram Legislative Assembly in the Seventy-fifth year of the Republic of
India as follows ;-
Re-constitute the State Level Steering Committee for implementation of BNS, 2023, BNSS, 2023 and BSA, 2023
In supersession to this Department’s notification
vide No. A. 45011/1/2023-LJE dt. 08.02.2024 and in the interest of public service, the Governor of
Mizoram is pleased to re-constitute the State Level Steering Committee for implementation of Bharatiya
Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023 and Bharatiya Sakshaya Adhiniyam,
2023 with the following composition with immediate effect: -
Chairman - Chief Secretary, Government of Mizoram
Member Secretary - Commissioner & Secretary, Home
Members - 1) Director General of Police, Mizoram
2) Secretary, Law & Judicial Deptt.
3) Secretary, Information & Communication Technology Department

would be coordinated by the Home Department. Accordingly, all files, documents, records etc. pertaining
to the issue shall be transferred by Law & Judicial Department to Home Department on priority.

Re-constitute the Mizoram State Managing Committee for the management and administration of the Special Fund
In pursuance of clause 8 of the Scheme for
Administration of Special Fund for Reconstruction and Rehabilitation of ex-servicemen notified by the
Government of India, Ministry of Defence vide Notification No. S.R.0.234 dated 27.09.1966, the Governor

The Mizoram Tourism Department (Group ‘A’ posts) Recruitment Rules, 2024
In exercise of the powers
conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Tourism
Department (Group ‘A’ posts) Recruitment Rules, 2015 notified in the Mizoram Gazette extraordinary
issue number 566 dated 6.11.2015, except as respects things done or omitted to be done before such
supersession, the Governor of Mizoram hereby makes the following rules regulating the method of
recruitment to the posts of Director, Joint Director and Deputy Director under Tourism Department,
Government of Mizoram namely :-
In exercise of the powers

the State and, who requests for voting by postal ballot paper and subject to the verification of his request
by Returning Officer concerned, would be a class of persons to give his vote by postal ballot in the
current General Elections to the House of the People and Legislative Assemblies of Andhra Pradesh,
Arunachal Pradesh, Odisha & Sikkim, 2024 and bye elections to 26 Assembly Constituencies in 13
States (as per Annexure) to be notified under Section 30 of the Representation of the People Act, 1951,
as per the provisions in Part-IIIA of the Conduct of Elections Rules, 1961, as amended vide Ministry of
Law & Justice, Govt. of India, Notifications SO No. 3786(E), dated 22nd October, 2019, SO No.3778(E),
dated 23rd August, 2023 and SO No. 995(E), dated 1st March, 2024.

26.04.2024, 29.04.2024 and 07.05.2024 under Section 30 of the Representation of the People Act, 1951,
as per the provisions in Part-IIIA of the Conduct of Elections Rules, 1961, as amended vide Ministry of
Law & Justice, Govt. of India, Notification SO No. 1964(E), dated 19th June, 2020 read with the
directions and guidelines issued by the Election Commission on the subject.

General Election to the Lok Sabha and Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim, 2024 and Byeelections to 26 Assembly Constituencies in 13 States
1. Whereas, Section 61 of the Representation of the People Act, 1951 provides that with a view to
preventing personation of electors, so as to make the right of genuine electors to vote under section 62 of
that Act more effective, provisions may be made by rules under that Act for use of Electors Photo
Identity Card for electors as the means of establishing their identity at the time of polling; and
2. Whereas, Rule 28 of the Registration of Electors Rules, I960, empowers the Election Commission
to direct, with a view to preventing personation of electors and facilitating their identification at the time
of poll, issue of Electors Photo Identity Card to electors bearing their photographs at State cost; and
3. Whereas, Rules 49H (3) and 49K (2) (b) of the Conduct of Elections Rules, 1961, stipulate that
where the electors of a constituency have been supplied with Electors’ Photo Identity Card under the
said provisions of Rule 28 of the Registration of Electors Rules, 1960, the electors shall produce their
Elector Photo Identity Card at the polling station and failure or refusal on their part to produce those
Elector Photo Identity Card may result in the denial of permission to vote; and
4. Whereas, a combined and harmonious reading of the aforesaid provisions of the said Act and the
Rules, makes it clear that although the right to vote arises by the existence of the name in the electoral
roll, it is also dependent upon the use of the Elector Photo Identity Card, where provided by the Election
Commission at State cost, as the means of establishing their identity at the time of polling and that both
are to be used together; and
5. Whereas, the Election Commission made an Order on the 28th August, 1993, directing the issue of
Electors’ Photo Identity Card (EPIC) to all electors, according to a time bound programme; and
6. Whereas, Electors’ Photo Identity Card have been issued to approximate 100% electors in the
country, and
1. Whereas, Section 61 of the Representation of the People Act, 1951 provides that with a view to
preventing personation of electors, so as to make the right of genuine electors to vote under section 62 of

in column (2) of the Table given below comprised within the corresponding States or Union territories,
as the case may be, of Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Madhya Pradesh, Maharashtra,
Manipur, Meghalaya, Mizoram, Nagaland, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh,
Uttarakhand, West Bengal and Andaman &Nicobar Islands, Jammu & Kashmir, Lakshadweep and
Puducherry, as specified in column (1) of the said Table, to elect the Members in accordance with the
provisions of the said Act and of the rules and orders made thereunder:
Whereas it has been decided to hold a general

in column (2) of the Schedule below, in the States or Union Territories mentioned in column (1), of the

WHEREAS, the President of India has, by notification issued under sub-section (2) of Section 14
of the Representation of People Act, 1951 (43 of 1951) and published in the Gazette of India on the 20th
March, 2024 (Wednesday), been pleased to call upon each of the parliamentary constituencies, specified
in column (2) of the Schedule below, in the States or Union Territories mentioned in column (1), of the
Schedule to elect members to the House of the People, in accordance with the provisions of the said Act
and of the rules and orders made thereunder;

the 27th March, 2024 (Wednesday), as the last date for making nomination for Arunachal
Pradesh, Assam, Chhattisgarh, Madhya Pradesh, Maharashtra, Manipur, Meghalaya,
Mizoram, Nagaland, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh,
Uttarakhand, West Bengal, Andaman and Nicobar Islands, Jammu and Kashmir,
Lakshadweep and Puducherry;
(b) the 30th March, 2024 (Saturday), as the date for scrutiny of nominations for Bihar and the
28th March, 2024 (Thursday), for scrutiny of nominations for Arunachal Pradesh, Assam,

(c) the 02nd April, 2024 (Tuesday), as the last date for withdrawal of candidatures for Bihar
and the 30th March, 2024 (Saturday), as the last date for withdrawal of candidatures for
C. Vanlalchhanhimi
On at taining the Degree of
Bachelor of Medicine & Bachelor of Surgery from the Government Medical College, Nagpur in
respect of Pi C. Vanlalchhanhimi, MCS, Sub-Deputy Commissioner, Serchhip District, it is hereby
notified to all concerned that the name of Pi C. Vanlalchhanhimi, MCS shall henceforth be written
as ‘Dr. C. Vanlalchhanhimi’ on all official correspondences and necessary entries shall be made
in her service records.
