In supersession of Environment, Forests
& Climate Change Department’s Notification of even No. dt. 18.07.2023 and in compliance of NGT
Order dt. 17.03.2021 passed in O.A.No.462/2018 (earlier O.A.No.l1/2018(SZ) - D.V. Girish -vrs-
Union of India & ors. in the matter of undertaking study on carrying capacity of eco-sensitive zones, the
Governor of Mizoram is pleased to constitute Joint Committee comprising of the following members
with immediate effect and until further order:
1. Chairman - Commissioner & Secretary to the Govt. of Mizoram
Environment, Forests & Climate Change Department.
2. Members - i) Principal Chief Conservator of Forests, Mizoram.
ii) Member Secretary, Mizoram Pollution Control Board.
3. ‘Member Secretary - Chief Wildlife Warden, Mizoram.
The Joint Committee shall determine the mode of carrying out such study. The Committee may
associate institutions and experts as necessary to assess the carrying capacity of the Eco-Sensitive Zone
of Protected Areas.

As per the provisions of Govt. of
Mizoram’s O.M. No. A. 47012/1/2016-P&AR(GSW) dt. 17.1.2017 and after execution of a Deed in
prescribed form, the name of Pu Lalnunthara, Work Charged Electrical Worker, Generation Division,
Power & Electricity Department, Mizoram is hereby changed to Pu H.C. Lalnunthara with immediate
effect.
His name shall henceforth, be read as H.C. Lalnunthara in all his service related matters and
other official documents.

In exercise of the power conferred by section
21 of Rights of Persons with Disabilities Act, 2016, the Governor of Mizoram is pleased to notify Equal
Opportunity Policy for Persons with Disabilities under Social Welfare, Tribal Affairs, Women & Child
Development Department with effect from the date of publication in the official gazette of Mizoram as
mentioned below:
The Department of Social Welfare, Tribal Affairs, Women & Child Development (SWTAWCD)
is committed towards creating an inclusive and accessible work environment that ensures that persons
with disabilities have the same opportunities for employment and professional development as their nondisabled
counterparts. The Department also aims to eliminate all forms of unlawful discrimination

In exercise of the powers conferred by Section 77 of the Mizoram Urban & Regional Development Act, 1990 and with the approval of the Council of Ministers obtained by circulation on 15.2.2024, the Governor of Mizoram is pleased to notify the Mizoram Urban Areas Building Regulations, 2024 for general information.

Terms of Reference:
1. The Chairperson and the Members of the Search Committee shall hold office from the date of
appointment and shall be eligible for re-appointment. The Selection Committee may, where it is
of the view that the continuance of a member of the Search committee is not expedient in the
public interest, after giving him an opportunity of being heard, remove such member before the
expiry of his term as per Rule 3 of the Mizoram Lokayukta Rules, 2016.
2. The Search Committee shall cease to exist after submitting its recommendation as per Rule 3 of
the Mizoram Lokayukta (Amendment) Rules, 2024.
3. A member of the Search Committee shall be entitled to a sitting fee of Rs. 1500/- for each day for
attending the meeting of the Search Committee as per sub-rule (1) of Rule 4 of the Mizoram
Lokayukta Rules, 2016.
4. A member of the Search Committee shall be entitled to a Travelling Allowance and daily allowance
as are admissible to a Secretary to the Govt. of Mizoram for attending the meeting of the Search
Committee as per sub-rule (2) of Rule 4 of the Mizoram Lokayukta Rules, 2016.

conferred by the proviso to article 309 of the Constitution, the Governor of Mizoram hereby makes the
following rules regulating the method of recruitment to the post of Hostel Superintendent(Mizoram
Hindi Training College) under Higher &Technical Education Department, Government of Mizoram

following rules to amend the Mizoram Higher & Technical Education Department (Group ‘C’ posts)
Recruitment Rules, 2014 (hereinafter referred to as the principal rules), namely;

In exercise of the powers
conferred by the proviso to article 309 of the Constitution and in supersession of the Government of
Mizoram Agriculture Department (Group ‘C’ posts) Recruitment Rules, 1977 notified in the Mizoram
Gazette Extraordinary Issue No. 21 dated 27.05.1997, except as respect things done or omitted to be
done before such supersession, the Governor of Mizoram hereby makes the following rules regulating
the method of recruitment to the post of Laboratory Assistant under Agriculture Department, Government
of Mizoram namely

Whereas C/274 B. Lalhmuchhuaka of 3rd Bn.
MAP applied for change of his name as B. MS Dawngliana in a prescribed Deed for changing his
name.
Whereas he stated that his name was written as B. Lalhmuchhuaka at the time of recruitment as
per his service record;
Whereas the further stated that he wrote his full name as B. MS Dawngliana in his voter’s ID,
Bank Account,etc.
Whereas after considering the case, it was satisfied that no foul play is involved in his application.
Now, therefore, the permission is granted to change his name to B. MS Dawngliana

In exercise of the powers conferred
by the proviso to article 309 of the Constitution, the Governor of Mizoram is pleased to make the
following rules to amend the Mizoram Health Service Rules, 2009 (hereinafter referred to as the principal
rules) notified vide No.A.12018/18/2003-P&AR(GSW) dated 16.02.2010 and published in the Official
Gazette Extraordinary Issue number 33 dated 17.02.2010 as follows, namely:-
1. Short title and Commencement.-
1) These rules may be called the Mizoram Health Service (Amendment) Rules, 2024
2) They shall come into force from the date of publication in the Official Gazette.
2. Amendment of schedule-V.-
In the principal rules, entries in schedule-V under rules 26 shall be substituted as follows, namely:
“The method of promotion and other qualifications, experience and the minimum qualifying service
in the immediate lower grade or, lower grades for appointment or promotion of officers to the

Terms of Reference
1. The Policy Coordination Committee will consist a team of experts in policy matters and government
programmes. The Committee members will, be entitled to TA/DA at the rate admissible to Addl.
Secretary to the Government of Mizoram while performing duties assigned by the Committee and
Co-opted members will be entitled TA/DA at the rate admissible to Under Secretary, Govt. of
Mizoram while performing duties assigned by the Committee.
2. The Committee members shall be entitled to sitting allowance at the rate of Rupees One Thousand
per sitting or as may be decided by the Government from time to time.
3. The Committee will play a coordinating role with various departments to implement government
policies and programmes to achieve the core policy of convergence of the present government.

In exercise of the powers
conferred by the proviso to clause (3) of article 320 of the Constitution, the Governor of Mizoram is
pleased to make the following regulations further to amend the Mizoram Public Service Commission
(Limitation of Functions) Regulations, 1994 specifying matters in which it shall not be necessary for the
Mizoram Public Service Commission to be consulted, namely:-
1. Short title and commencement:
1) These regulations may be called the Mizoram Public Service Commission (Limitation of
Functions) (Amendment) Regulations, 2024
2) They shall come into force from the date of publication in the Offical Gazette.
2. Amendment of regulation 3.-
In the Mizoram Public Service Commission (Limitation of Functions) Regulations, 1994
(hereinafter referred to as the principal regulations), entries in clause (a), (l) and (m) of regulation
(3) shall be substituted as follows, namely:
“(a) Appointment through direct recruitment by the Governor or by an authority other than the
Governor in respect of Group ‘C’ and Group ‘D’ posts.
Provided that the recruitment of all posts for the establishment of Zoram Medical
College shall stand exempt from consultation with the Commission
“(l) Appointment through absorption by the Governor or by an authority other than the Governor in
respect of Group ‘C’ and ‘D’ posts save as otherwise expressly provided in the recruitment rules.
(m) Appointment through regularisation of Contract/Work-charged/Muster Roll/Provisional
Employee/officiating or ad hoc employees by the Governor or by an authority other than the
Governor in respect of Group ‘C’ and ‘D’ posts save as otherwise expressly provided in the
recruitment rules”
4. Amendment of regulation 4.- In the principal regulations, entries in clauses (d) of regulation 4
shall be substituted as follows, namely:
“(d) Promotion through limited departmental examination from Group ‘D’ to Group ‘C’.”
