Terms and conditions for the Mizoram Resource Mobilization Committee (MRMC)
On reconstitution of the Mizoram Resource
Mobilization Committee (MRMC) vide Notification No. G.17014/2/2014-FEA dated 14/12/2023, the
Governor of Mizoram is pleased to notify the following terms and conditions for MRMC.
1. The Terms of Reference of the MRMC shall be as follows:-
a) The MRMC shall function as an advisory body to the Government on all matters relating to
Mobilization of Resources on State’s Own Tax and Non Tax Revenue and shall make
recommendation for realization of more revenues by the state.
b) The MRMC shall make an assessment of Government expenditure and review certain
items so as to reduce the expenditure of the State Government and may make appropriate
recommendation for austerity measures.
c) The MRMC shall also study and suggest the possibilities of converging schemes, projects,
programmes etc. of all kinds funded by the Central Government and other sources with
those of the ones funded and implemented by the State Government.
d) The MRMC shall study and make recommendations on disinvestment policy, and also on
outsourcing and privatization of various functions of the Government.
e) The MRMC shall also take up any other functions which may be assigned to it by the State
Government from time to time.
f) The MRMC shall undertake Manpower Assessment of various Government Departments,
and shall also make recommendations for Administrative Reforms in the Government.
2. The Chairman of MRMC may associate any pensioner or officer working under the Government
of Mizoram as co-opted members as and when required.
3. The Finance Department, Government of Mizoram shall extend secretarial support to the MRMC
and the expenditure of MRMC shall be borne by Finance Department (FMU).
4. The non-official members shall be given a sitting allowance of ` 1000/- per sitting and transportation
allowance of ` 500/- per sitting.
