In exercise of the powers
conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Public
Health Engineering Department (Group ‘B’ posts) Recruitment Rules, 2009 notified in the Mizoram
Gazette extraordinary issue number 374 dated 27.07.2009 and the Mizoram Public Engineering Department
(Group ‘B’ posts) Recruitment Rules, 2009 notified in the Mizoram Gazette Extraordinary Issue Number
61 dated 18.02.2009 except as respects things done or omitted to be done before such supersession, the
Governor of Mizoram hereby makes the following rules regulating the method of recruitment and the
conditions of service of the post of Chemist and Bacteriologist under Public Health Engineering Department,
Government of Mizoram namely :-

Engagement of empanelled land Survey Firms & Empanelment of Survey Firm for carrying out Land Survey Work

In supercession and partial modification of this
Department’s Notification even no. dt. 27.01.2023, the competent authority is pleased to notify the
“Terms & Conditions and scope of work for engagement of empanelled land Survey Firms” and “The
Eligibility Criteria for empanelment of Survey Firm for carrying out Land Survey Work” under Land
Revenue & Settlement for outsourcing land demarcation works as per Annexure -1 and II appended
herewith respectively.

ANNEXURE-II
ELIGIBILITY CRITERIA FOR EMPANELMENT OF SURVEY FIRM FOR CARRYING
OUT LAND SURVEY WORK
1. The Survey Firm(s) shall be agency or firm of company or sole proprietorship or partnership firm
or limited liability partnership firm or society or institution or university registered under the
Indian Company Act, 1956 or the Indian Company Act, 2013 or the Partnership Act, 1932 or
Limited Liability Partnership, 2008 or Society Registration Act (whichever is applicable). All
subsidiary/holding/associate/affiliates in India shall be treated as one entity.
2. The Firm(s) shall be able to perform survey works by means of Total Station and DGPS.
3. The Firm(s) should have all total station survey equipment along with man-power and appropriate software.
4. The Firm(s) should have technical, financial and managerial capabilities.
5. The ‘Firm(s) should have annual financial turn-over with a minimum of Rs. 2.00 lakhs.
6. The firm(s) should have technical persons of minimum qualification of Diploma in Surveying
Course having a minimum of 2 (two) years of experience.
7. The Firm(s) should not have been blacklisted by any Central/State Government/Public Sector
Undertakings or a Corporation or any other Autonomous Organization of Central or State Government.
8. The Firm(s) should not be involved in any litigation that may have an impact of affecting or
compromising the delivery of services as required under this Expression of Interest and later on
RFP stage and in execution of agreement.

In the exercise of the powers conferred by the
proviso to article 309 of the Constitution and in supersession of the Mizoram Food, Civil Supplies and
Consumer Affairs Department (Group ‘B’ posts) Recruitment Rules, 2019 notified in the Mizoram
Gazette extraordinary issue number 265 dated 25.04.2019, except as respects things done or omitted to
be done before such supersession, the Governor of Mizoram hereby makes the following rules regulating
the method of recruitment to the post of Junior Accounts Officer under Food, Civil Supplies & Consumer
Affairs Department, Government of Mizoram namely :-

Ch. Kapliana

Whereas SI(AB) Ch. Kapliana
has applied for changing his name to C. Kapliana in a prescribed Deed for changing his name.
Whereas, he stated that his name was written as Ch. Kapliana at the time of recruitment as per
his service record;
Whereas, he further stated that his full name is written as C. Kapliana in his voter’s ID, Aadhaar
card, Bank Account,etc.
Whereas after careful consideration, his case is found satisfactory and that no foul play is involved
in his application.
Now, therefore, permission is granted for change in his name from Ch. Kapliana to C. Kapliana
in his service record.

Mizoram State Project Monitoring Committee

In the interest of Public Services, the Governor
of Mizoram is pleased to constitute Mizoram State Project Monitoring Committee comprising of the
following members with immediate effect and until further orders.
Chairman :- Pu Lalduhoma, Chief Minister, Mizoram
Vice Chairman :- Pu R.Lalrinawma, IRS(Rtd)
Secretary :- Er.Vanlalruata Sailo
Mebers :- 1) One member from MKHC
2. One member each from INC,MNF,BJP,ZPM
3. One member each from CYMA, MUP, MHIP, MZP, MSU
(Other members will be appointed in future depending on requirement)
The Committee shall be entitled to sitting allowance at the rate of Rupees One Thousand only per
sitting or as may be decided by the Government from time to time.
The Committee member shall be entitled to TA/DA at the rate admissible to Joint Secretary to
Government of Mizoram while performing duties assigned by the Committee.
Terms of reference:-
1. The Committee shall have the power to inspect and monitor any projects it deems necessary,
leveraging the Integrated Programme Evaluation & Monitoring System dashboard for the purpose.
2. Quality Control Division under PWD will be at the disposal of the Committee as and when required.
3. The Committee shall be supported/assisted in its mandate by the Programme Implementation,
Monitoring & Evaluation (PIME) Unit under the State Institute for Transformation, Planning &
Programme Implementation Department.
4. The Committee shall take steps to ensure timely Completion of Projects.
5. The Committee may, if absolutely necessary, recommend revision of estimates of works / projects
based on the site inspection report.
6. The Committee shall take up other functions as may be assigned to it from time to time and submit
recommendations to the Government.

Executive Committee (Mizoram) for Khelo India University Games (KIUG)

even No. dated 10.01.2024, whereby a committee was constituted for organizing the Khelo India
University Games, 2023 in Mizoram, the competent authority is pleased to order that the nomenclature

of Notification of even no. dated 22nd January, 2024, the Governor of Mizoram is pleased to appoint
Pu R.Lalrinawma, IRS(Rtd), Mission Vengthlang, Fairwinds as Vice Chairman, Mizoram State
Project Monitoring Committee (MSPMC) with immediate effect and until further orders.
Upon his appointment as Vice Chairman, Pu R.Lalrinawma,IRS (Rtd) shall enjoy the rank and
status of Minister of State and shall receive a salary of Re 1/- (One Rupee only) per month.
Salary & allowance and all other Expenditures shall be borne by Planning & Programme
Implementation Department.

Er. Vanlalruata Sailo, Durtlang Leitan as Secretary, Mizoram State Project Monitoring Committee (MSPMC)

of Notification of even no. dated 22nd Jauary, 2024, the Governor of Mizoram is pleased to appoint
Er. Vanlalruata Sailo, Durtlang Leitan as Secretary, Mizoram State Project Monitoring Committee
(MSPMC) with immediate effect and until further orders.
Upon his appointment as Secretary, Er. Vanlalruata Sailo shall enjoy the rank and status of
Secretary, Government of Mizoram and shall receive a salary of Re 1/- (One Rupee only) per month.
Salary & allowance and all other Expenditures shall be borne by Planning & Programme
Implementation Department.

Champhai Master Plan-Development Plan

Whereas the State Government in
exercise of the powers conferred under sub-section (1) of Section 18 of the Mizoram Urban & Regional
Development Act, 1990 as amended from time to time has approved Champhai Master Plan/Development
Plan 2021-2041 as per text and map etc.
2. Now therefore, in exercise of the power conferred vide sub-section (4) of the section 18 of the
Mizoram Urban & Regional Development Act, 1990 as amended from time to time, the Governor of
Mizoram is pleased to publish the approved Champhai Master Plan/Development Plan.
3. Hence, in exercise of powers under sections 22, 25 & 27 of the Mizoram Urban & Regional
Development Act, 1990, the Master Plan/Development Plan shall come into operation and shall be
binding for all Government & Semi-Government Department and Local Authorities/Village Councils
functioning within the planning area in respect of land development, building regulation & control and
co-ordination with effect from the date of publication of this Notification in the Official Gazette.
4. Copies of the approved Champhai Master Plan 2021-2041 are available and may be obtained from
the office of the Joint Director, Town & Country Planning Office, UD&PA, MINECO, Aizawl.

State Tax No. 3/2024

In exercise of the powers conferred by section
l48 of the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereinafter referred to as the said
Act), the Governor of Mizoram, on the recommendations of the Council, hereby rescinds the notification
of the Government of Mizoram, Taxation Department, number 30/2023-State Tax, dated the 16th August,
2023 issued vide number No.J.21011/7/2022-TAX, except as respects things done or omitted to be done
before such rescission.
2. This Notification shall come into force from 1st day of January, 2024.

State Tax No. 4/2024

In exercise of the powers conferred by section 148 of the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereinafter referred to as the said Act), the Governor of Mizoram, on the recommendations of the Council, hereby notifies the following special procedure to be followed by a registered person engaged in manufacturing of the goods, the description of which is specified in the corresponding entry in column (3) of the Schedule appended to this notification, and falling under the tariff item, sub-heading, heading or Chapter, as the case may be, as specified in the corresponding entry in column (2) of the said Schedule, namely:-
1. Details of Packing Machines.– (1) All the registered persons engaged in manufacturing of the goods mentioned in Schedule to this notification shall furnish the details of packing machines being used for filling and packing of packages in FORM GST SRM-I, electronically on the common portal,within thirty days of coming into effect of this notification.
(2) Any person intending to manufacture goods as mentioned in the Schedule to this notification, and who has been granted registration after the issuance of this notification, shall furnish the details of packing machines being used for filling and packing of packages in FORM GST SRM-I on the common portal, within fifteen days of grant of such registration.
(3) The details of any additional filling and packing machine being installed at the registered place of business shall be furnished, electronically on the common portal, by the said registered person within twenty four hours of such installation in PART (B) of Table 6 of FORM GST SRM-I.
(4) If any change is to be made in the declared capacity of the machines, the same shall be furnished, electronically on the common portal, by the said registered person within twenty four hours of such change in Table 6A of FORM GST SRM-I.
(5) Upon furnishing of such details in FORM GST SRM-I, a unique registration number shall be generated for each machine, the details of which have been furnished by the registered person, on the common portal.
(6) In case, the said registered person has submitted or declared the production capacity of his manufacturing unit or his machines, to any other government department or any other agency or organisation, the same shall be furnished by the said registered person in Table 7 of FORM GST SRM-I on the common portal, within fifteen days of filing such declaration or submission:

GIS-Based Master Plan Formulation for Aizawl City under AMRUT

Land Acquisition - Construction of Sectionalizing Valve (SV) stations

Whereas it appears to the Government of
Mizoram that land specified in the Schedule shown below (herein after referred to as the “said land”) is
likely to be needed for public purpose, i.e for construction of Sectionalizing Valve (SV) stations.
And whereas land is required for the project falling within the purview of sub-section (2) of
section 40 of the Mizoram (Land Acquisition, Rehabilitation and Resettlement) Act, 2016 (hereinafter
called the Act):
Now, therefore, the Government hereby notifies under sub-section (1) of section 11 of the Act that –
1. The said land is likely to be needed for the purpose specified above;
2. The acquisition of the said land is exempted from undertaking of the Social Impact Assessment
studies as provided under section 9 of the Act;
3. The Deputy Commissioner/ Collector of Mamit District shall conduct Preliminary Survey of the
land for the said project so as to acquire the minimum area required for the project, if not already
done, as provided under section 12 of the Act, and shall also update all records of lands within the
land to be acquired within 2 (two) months from the date of publication of this Notification, prior to
publication of Declaration by the Government.
4. Any person interested in any land within the notified area may file his or her objection to the
Collector within sixty days from the date of publication of this notification as provided under
section 15 of the Act as regards –
(a) The area and suitability of land proposed to be acquired;
(b) Justification offered for public purpose.
5. The Additional Deputy Commissioner, Mamit District is appointed as Administrator for the purpose
of rehabilitation and resettlement of the affected families, if any.
