In exercise of the powers
conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Home
(Forensic Science Laboratory) Department (Group ‘C’ posts) Recruitment Rules, 2016 notified in the
Mizoram Gazette extraordinary issue number 442 dated 28.10.2016, except as respects things done or
omitted to be done before such supersession, the Governor of Mizoram hereby makes the following
rules regulating the method of recruitment to the post of Forensic Attendant under Home Department,
Government of Mizoram namely :-

In exercise of the powers conferred by section
168A of the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereinafter referred to as the said
Act) read with section 20 of the Integrated Goods and Services Tax Act, 2017 (13 of 2017), and section
21 of the Union territory Goods and Services Tax Act, 2017 (14 of 2017) and in partial modification of
the notifications of the Government of Mizoram, Taxation Department, No. 35/2020-State Tax, dated
the 8th July, 2020 issued vide No.J.21011/2/2020(a)-TAX and No. 14/2021-State Tax, dated the 11th June,
2021 issued vide No.J.21011/7/2021-TAX and No. 13/2022-State Tax, dated the 21st July, 2022, issued
vide No.J.21011/7/2021-TAX, and No. 09/2023-State Tax, dated the 24th April, 2023 issued vide
No.J.21011/7/2021-TAX, the Governor of Mizoram, on the recommendations of the GST Council,
hereby, extends the time limit specified under sub- section (10) of section 73 for issuance of order under
sub-section (9) of section 73 of the said Act, for recovery of tax not paid or short paid or of input tax
credit wrongly availed or utilized, relating to the period as specified below, namely:-
(i) for the financial year 2018-19, up to the 30th day of April, 2024;
(ii) for the financial year 2019-20, up to the 31st day of August, 2024.

State Tax (Rate) No. 1/2024

In exercise of the powers conferred by subsection
(1) of section 9 and sub-section (5) of section 15 of the Mizoram Goods and Services Tax Act,
2017 (6 of 2017), the Governor of Mizoram, on the recommendations of the GST Council, hereby
makes the following further amendments in the notification of the Government of Mizoram, Taxation
Department, No.1/2017-State Tax (Rate), dated the 7th July, 2017, published in the Mizoram Gazette,
Extraordinary, vide VOL-XLVI, Issue No.316 dated the 11th July, 2017, namely:-
In the said notification, -
(A) in Schedule I - 2.5%, -
(i) against S. No. 165, in column (2), for the entry, the entry 2711 12 00, 2711 13 00, 2711 19
10 shall be substituted;
(ii) against S. No. 165A, in column (3), for the entry, the entry 2711 12 00, 2711 13 00, 2711 19
10 shall be substituted;
2. This notification shall come into force with effect from the day of 4th day of January, 2024.

In pursuance of order issued by Ministry of
Information and Broadcasting, Government of India vide D.O. No.N-45001/01/2020-DAS dated
25.10.2023, the Governor of Mizoram is pleased to constitute District Level Monitoring Committee to
Monitor Violation of Programme and Advertisement Code under the Cable Television Network (Regulation)
Act, 1995 consisting of the following members for a period of 5(five) years with immediate effect:-
a) District Level Monitoring Committee
i) District Magistrate/Deputy Commissioner - Chairman
ii) District Superintendent of Policc - Member
iii) Principal of one of the Women’s Colleges in the - Member
District (to be selected by the Chairman).
iv) Representative of a leading NGO working for - Member
children’s welfare (to be nominated by the Chairman).
v) Representative of a leading NGO working for - Member
women’s welfare (to be nominated by the Chairman).
vi) One academician from the field of communications/ - Member
Psychology (to be nominated by the Chairman).
vii) One representative from electronic media - Member
(to be nominated by the Chairman).
viii) District Information/Public Relation Officer. - Member Secretary
b) Role of the District Level Committee
1) To provide a forum where the public may lodge a complaint regarding content aired over
any television distribution platform (cable, DTH HITS or IPTV), private FM Channels and
Community Radio Stations operating in the District and take action on the same as per
procedure prescribed herein.
2) To keep a watch on the content carried by the television distribution platform operators at
local level that it is in conformity with the prescribed Programme and Advertisement Codes
and to ensure,, through Authorized Officers, that no unauthorized channels are carried and
local content if aired by the television distribution platform operators is restricted to
information about local events and is presented in a manner which is balanced, impartial
and not likely to offend or incite any community.

Land Acquisition - Battalion Camping Site

WHEREAS SIA study for acquisition of land
for establishment of Battalion Camping site (BCS) at the village Lengte, Mamit, Mizoram was issued
vide Notification of this office even NO.K.12011/3/2022-REV dated 19.01.2023 & Extension for another
6 (Six) months vide Memo NO.K.12011/3/2022-REV dated 28.06.2023.
AND WHEREAS a Social Impact Assessment study is to be conducted on the proposed area to facilitate
appropriate final decision on the proposal under the Mizoram (Land Acquisition, Rehabilitation &
Resettlement) Act,2016.
AND WHEREAS the expenditure for conducting of SIA study is not yet sanctioned and the SIA study
cannot be completed within six months from the date of notification for SIA study i.e 18.01.2024
NOW/THEREFORE, the Competent Authority, the Mizoram (Land Acquisition, Rehabilitation &
Resettlement) Act, 2016 hereby extend the period for conducting Social Impact Assesment study to
19.07.2024.

Acquired for construction for Bridge along Indo- Bangladesh border road over Khawthlangtuipui

WHEREAS it appears to the Government
of Mizoram that land described in the Schedule shown below is proposed to be acquired for construction
for Bridge along Indo- Bangladesh border road over Khawthlangtuipui (Karnaphuli), Lunglei under Central
Public Work Department.
AND WHEREAS Social Impact Assessment study was conducted as per Section 4 of The Mizoram
(Land Acquisition, Rehabilitation and Resettlement ) Act, 2016 (hereinafter called the MLARR Act,
2016) and Social Impact Assessment report was prepared.
AND WHEREAS meeting for appraisal of the Social Impact Assessment Report by an expert
group was also conducted as per Section 7 of The MLARR Act, 2016. The expert Group recommended
that the proposed land acquisition is purely for the interest and the potential benefit are well beyond the
social cost and adverse social impact. However, diligent care may be taken and due process of law be
followed by competent authorities in acquisition of land.
NOW, therefore, the Government of Mizoram under Section 11 of the MLARR Act, 2016 hereby
notifies that -
1. The said land is likely to be needed for the purpose specified above;
2. The Deputy Commissioner/District Collector of Lunglei District shall conduct Preliminary Survey
of the land for the said project so as to acquire the minimum area required for the project, if not
already done, as provided under section 12 of the said Act, and shall also update all records of
lands within the land to be acquired within 2 (two) months from the date of publication of this
Notification, prior to publication of Declaration by the Government.
3. Any person interested in any land within the notified area may file his or her objection to the
Collector within sixty days from the date of publication of this notification as provided under
Section 15 of the said Act as regards –
a. The area and suitability of land proposed to be acquired;
b. Justification offered for public purpose.

Land Acquisition - Tipa-Laki-Lope-Lopu (TLLL) Road

WHEREAS it appears to the Government
of Mizoram that land described in the Schedule shown below (herein after referred to as the “said
land”) is likely to be needed for public purpose, viz., for Construction of 0 - 40 KM Tipa-Laki-Lope-
Lopu (TLLL) Road by the BRTF under Ministry of Defence, Government of India, for maintenance of
national security along the Indo-Myanmar International Border;
AND WHEREAS, land is required for the project falling within the purview of Section 40 (2) of
the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013 (hereinafter called the RFCTLARR Act, 2013).
AND WHEREAS, the proposed area is to be acquired to facilitate initiation of the land acquisition
proceeding under the RFCTLARR Act, 2013 in compliance with the Hon’ble Gauhati High Court’s
Order dt.02.04.2018 in WP(C) No. 103 of 2017 (Sh. S. Manasia & 20 Ors. -vs- SoM & 4 Ors.)).
Now, therefore, the Government of Mizoram under Section 11 of the RFCTLARR Act, 2013
hereby notifies that -
1. The said land is likely to be needed for the purpose specified above;
2. The acquisition of the said land is exempted from undertaking of the Social Impact Assessment
studies as provided under Section 9 of the Act [read with Section 40 (2) of the Act];
3. The Deputy Commissioner/District Collector of Siaha District shall conduct Preliminary Survey
of the land for the said project so as to acquire the minimum area required for the project, if not
already done, as provided under section 12 of the said Act, and shall also update all records of
lands within the land to be acquired within 2 (two) months from the date of publication of this
Notification, prior to publication of Declaration by the Government.
