The name of Pu Lalawmpuia, Junior Engineer
under Hnahthial Power Sub-Division, Power & Electricity Department is hereby changed to Pu J.H.
Lalawmpuia with immediate effect. Henceforth, his name shall be read as Pu J.H. Lalawmpuia in his
service and all other official documents.

In the interest of public services and as
approved by the Council of Ministers in its meeting held on 5th Feb. 2024 conveyed vide. No. J.
11011/1/2024-POL Dt 05.02.2024, the Governor of Mizoram is pleased to notify ‘The Mizoram

Terms of Reference:-
1. The Committee shall study and frame the draft bill of the ‘Sialkal Range Development Council
Bill, 2023’ to be tabled before the Council of Ministers.
2. The Committee shall submit the draft bill within 3 (three) months of its constitution.
3. The Committee may invite any other official to its meetings or seek the advice/comments of such
official to aid in the framing of the bill if it deems necessary.

In pursuance of the decision of the
Council of Ministers in its meeting on 5th February, 2024 under Agenda Item No. 2, the Governor of
Mizoram is pleased to order that enhancement of Dearness Allowance to the employees of the
Government of Mizoram shall be done only with the approval of the Council of Ministers.

In pursuance of the provision of Section 21 of the Representation
of the People Act, 1951 (43 of 1951), and in supersession of its Notification No. 434/MIZ-HP/2014
dated 14th March, 2014, the Election Commission of India hereby designates, in consultation with the
State Government of Mizoram, the Deputy Commissioner, Aizawl District, as the Returning Officer
for Mizoram (ST) Parliamentary Constituency.

In Exercise of the powers conferred by Sub-Section (1) of Section
22 of the Representation of the People Act, 1951 (43 of 1951), and in supersession of its earlier Notification
No. 434/MIZ-HP/2014 dated 14th March, 2014, the Election Commission hereby appoints, in consultation
with the state Government of Mizoram, the following officers as specified in column (2) of the Table
below, as the Assistant Returning Officer of Mizoram (ST) Parliamentary Constituency in the State of Mizoram.

Whereas the ‘Mizoram Public Procurement
Rules, 2020’ for the sake of Mizoram Transparency in Public Procurement was framed vide Notification
No. A.47011/1/2014-F.Est, dated 10.02.2020 and published in the Mizoram Gazette under VOL - XLIX
dated 12.02.2020 vide Issue No. 92.
And whereas engagement of Firms empanelled by Finance Department, Govt. of Mizoram in
respect of non-works Departments has been provided by following Rule 95, 96, 98 and 99 of the said
Rules.
Now, therefore, in line with the provision under Rule 92(4) of the ‘Mizoram Public Procurement
Rules, 2020’ the Government of Mizoram hereby makes the following guidelines namely:-
1. Short Title and commencement :-
(1) These guidelines may be called the ‘Guidelines for Empanelment of Firms for engagement
and execution of various works, 2024’.
(2) It shall come into force from the date of publication in the Official Gazette.
2. Applicability :-
Subject to the provisions contained in the ‘Mizoram Public Procurement Rules, 2020’, these
Guidelines shall apply to all non-works Departments having Technical Wing with Technical personnel
under the State Government of Mizoram excluding Autonomous District Councils.
3. Definitions :
(i) ‘Cancellation’ means termination of the empanelment of any Firm under these Guidelines.
(ii) ‘Clause’ means Sl. No. assigned to various provisions provided in these guidelines.
(iii) ‘Department’ means any Department under the Government of Mizoram.
(iv) ‘Employer’ means any non-works Department under the Government of Mizoram which
employs empanelled Firms.
(v) ‘Empanelment Board’ means a Board to select Consultancy Firms for empanelment
constituted under Clause 12 of these Guidelines.
(vi) ‘Empanelled Firm’ means any firm empanelled by the Govt. of Mizoram under these guidelines.
