In exercise of the powers conferred
by the proviso to article 309 of the Constitution and in supersession of the Mizoram Public Health
Engineering Department (Group ‘A’ posts) Recruitment Rules, 2009 notified in the Mizoram Gazette
extraordinary issue number 213 dated 27.06.2008 except as respects things done or omitted to be done

constitute a Search Committee to prepare a panel of persons to be considered for appointment of Member
(Judicial), Mizoram Lokayukta as follows:

Terms of Reference:
1. The Chairperson and the Members of the Search Committee shall hold office from the date of
appointment and shall be eligible for re-appointment. The Selection Committee may, where it is
of the view that the continuance of a member of the Search committee is not expedient in the
public interest, after giving him an opportunity of being heard, remove such member before the
expiry of his term as per Rule 3 of the Mizoram Lokayukta Rules, 2016.
2. The Search Committee shall cease to exist after submitting its recommendation as per Rule 3 of
the Mizoram Lokayukta (Amendment) Rules, 2024.
3. A member of the Search Committee shall be entitled to a sitting fee of Rs. 1500/- for each day for
attending the meeting of the Search Committee as per sub-rule (1) of Rule 4 of the Mizoram
Lokayukta Rules, 2016.
4. A member of the Search Committee shall be entitled to a Travelling Allowance and daily allowance
as are admissible to a Secretary to the Govt. of Mizoram for attending the meeting of the Search
Committee as per sub-rule (2) of Rule 4 of the Mizoram Lokayukta Rules, 2016.

On the recommendation of the Selection Committee
and in the interest of public service and as per the powers conferred under Section 4 (1) of the Mizoram
Lokayukta Act, 2014 as amended from time to time, the Governor of Mizoram is pleased to appoint
Pu Lalmalsawma, IAS (Rtd.) as Chairperson, Mizoram Lokayukta with effect from the date of joining
the post for a period of 5(five) years or till attaining the age of 70 years, whichever is earlier from the
date on which he enters upon his office.
The terms and conditions of service of Pu Lalmalsawma, IAS (Rtd.) on his appointment as
Chairperson, Mizoram Lokayukta will be governed by the Mizoram Lokayukta Act, 2014 and the
Chairman, Lokayukta, Mizoram (Terms and Conditions of Service) Rules, 2019 as amended from time

THE MIZORAM WATER RESOURCES (MANAGEMENT AND REGULATION) ACT, 2024

ACT
To provide for the establishment of institutional mechanism within the State of Mizoram for effective management, protection, conservation, development, equitable distribution, regulation, conjunctive judicious and efficient use of the state water resources with the objective of ensuring water, food and ecological security.
WHEREAS growing population, urbanization, unplanned constructions, unplanned extractions of groundwater, shifting cultivation and other forms of land use and activities in the catchment areas of the rivers has resulted in the depletion and scarcity of water resources;
AND WHEREAS it has become necessary to consolidate the law relating to the management, conservation, protection and improvement in the physical integrity of water resources thus ensuring sustainability of water resources keeping in view the intra and inter-generational needs and to harmonize all laws pertaining to water resources and to provide for matters connected therewith or incidental thereto.
It is enacted by the Legislature of the State of Mizoram in the Seventy- Fifth Year of the Republic of India as follows, namely :-

THE MIZORAM LOKAYUKTA (AMENDMENT) ACT, 2024

further to amend the Mizoram Lokayukta Act, 2014.
It it enacted by the Legislative Assembly of Mizoram in the Seventy Fifth Year of the Republic of
India as follows, namely:-
1. Short Title, Extent and Commencement.-
(1) This Act may be called the Mizoram Lokayukta (Amendment) Act, 2024
(2) It shall have the like extent as the Principal Act.
(3) It shall come into force on the date of publication in the Official Gazette.
2. Amendment to section 3.-
In sub-section (3), the following clause shall be added-
“(c) A person appointed as Chairperson or Member of Lokayukta shall, before entering upon his
office, make and subscribe before the Governor, an oath or affirmation in the form as prescribed/
set out in the Schedule”.
3. Amendment to section 4.-
(1) In sub-section (3), the following second proviso shall be added-
“Provided further that the Selection Committee may also consider any person other than
the persons recommended by the Search Committee”.
