chairman of the group, whereas Deputy Director (P) shall be Member Secretary of the Committee.
10.In the event of retirement or termination of service of a member for any reason he/she will
cease to be the member of the Committee.
11.In the event of transfer of a member, he/she will continue as member of the group.

1. INTRODUCTION
Pig rearing is a traditional occupation adhering to the society since past beyond memory. The practice
still today, is that almost every household are keeping pigs as backyard farming. Mizoram have the
potential to take piggery to a more profitable enterprise with the right approach with its available
resources. In 1973 improved pure breeds like pure large white Yorkshire, Duroc were introduced for
the first time for crossbreeding, resulting a higher yield and improved performances. But these breeds/
crossbreeds have been developed without following any systematic and scientific breeding programme
which results in Inbreeding problems and poor performances overtime even under iptimum feeding
condition. Due to haphazard breeding practice in rural areas indigenous non-descript pig breeds of
Mizoram was declining. The bulk of indigenous germplasm are with poor growth rate and productivity
but they have some genetically inherited good traits like dark coat colur, good mothering ability, early
ma turity, tolerance and resistance to para sites and diseases a nd low nutrient requirement. Thus,
conservation of this indigenous breeds was utmost important. So to address the above issues and to
develop pig breeds/crossbreeds that are appropriate, adabtable and productive even in smaller context
in Mizoram, a scientific intervention in assessing the profile of existing breeds, correlating them with
production performance and identifying the desired breed(s) for Mizoram are very much necessary
for the state. This can rightly contribute in framing a breeding policy for the state. Thus, in aiming at
improving the genetic of the existing swine population of the state in the interest of the pig rearing
framers economic sustainability. The Govt. of Mizoram Department of Animal Husbandry and
Veterinary, do hereby develop a pig breeding policy know as the “Mizoram Pig Breeding Policy”. 2. JURIDICTION AND DEFINITION
It shall be called the “MIZORAM PIG BREEDING POLICY” which shall become effective from
the date of publication in Government Gazette and follow up notification. The Mizoram Pig Breeding
Policy shall be effective all over the state of Mizoram.
DEFINITION :
Breed :A group of animals related by descent and similar in most characters like general
appearance, features, size, configuration, etc. are said to belong to a BREED.
Animal Breeding :The science of animal breeding is defined as the application of the principles
of genetics and biometry to improve the efficiency of production in farm animals. Animal breeding in
this case - contextually, is producing improved breeds of domesticated pigs by improving their genotypes
through selective mating.
Mizo Indegenous Pigs :Any or all the animals classified under the term, swine, that has been
inherently in existence indigenous within the state and reared as domestic pigs by the people of Mizoram.
3. STATE PROFILE
3( a ) Geographic, agro-climatic conditions and demographic pattern :
Mizoram is the 23rd state of Indian Union on 20th February, 1987 with a total area of 12,087 square
kms located in North Eastern region. It is a landlocked state whose southern parts shares 722 kms
long international borders with Myanmar and Bangladesh, and northern part share domestic borders
with Manipur, Assam and Tripura. The state aslo has about 871 kms of national highways, with NH-
54 and NH-150 connnecting it to Assam and Manipur respectively. It is also a growing transit point for
trade with Myanmar and Bangladesh.
Mizoram is land of rolling hills, valleys, rivers and lakes. As many as 21 major hill ranges or peaks of
different heights runs through the length and breadth of the state with plains scattered here and there.
It has a population of 1,091,014 with sex ratio of 976 females per thousand males higher than the
national ratio of 940. The literacy rate of Mizorm in 2011 was 91.33 per cent and second best among
all the states of India. About 52% of Mizoram lives in urban areas.
Mizoram has a mild climate, being relatively cool in summer 20 to 29 degree Celsius with winter
remperatures ranging from 7 to 22 degree Celsius. The region is influenced by monsoons, raining
heavily from May to September with little rain in the dry season with average state tainfall of 254 cms
per annum. It has the 3rd highest total forest cover 1,594,000 hectares and highest percentage area
(90.68%) covered by forests among the states of India (Acc to 2011 Forest Survey of India).
Administrative division of Mizoram consists of 8 districts out of which 2 Districts are again divided
into 3 Autonomous Districts, 23 sub-divisions, 26 RD Blocks and 853 villages. All districts are classified
under hill and tribal district categories.
3(b) Livelihood :
Mizoram is a highly literate agrarian economy, but suffers from slash and burn Jhum or shifting
cultivation, and poor crops yields. About 20% of Mizoram’s population lives below poverty line with
35% rural poverty. Agriculture has traditionally been a subsistence profession in Mizoram. It is seen
as a means to generate food for one’s family, ignoring its potential for commerce, growth and prosperity.
Rice remains the largest crop grown in Mizoram by gross value of output.

3(c) Pig statistics

Livestock Census 2012 is 242507 of which 21103 are

3(d) Pig Rearing System
Pig farming in Mizoram is typically divided into two systems-backyard pog farming seen in the villages
nd intensive farming seen in operated farms. The village and traditional farming is characterized by
small numbers of pigs reared by the subsistence farmers, either in a small confined pigsty constructed
usually with locally available materials wood and bamboo gathered near the house.
Famers of this region has evolved a self-sustainable local resource based production system, in which
pigs are mainly dependent on local vegetation, crop residues and kitchen waste. This system aims to
get medium output from nearly zero input and mostly based on the locally availabe resources. Feeds
consist of mainly kitchen wastes, Vegetables - rice, maize, and wild weeds, leaves, and yams. Oil
cakes, floor, grains are used to supplement for fattening.
Although the local small, indigenous pigs have been steadily replaced with improved crossbreds over
the years, pig production is still largely traditional. The traditional methods involves feeding different
porages combined with garden and kitchen waste all cooked with firewood.
Feeding of balanced concentrates feeds, protein rich feeds, required mineral and vitamins mixture are
still not a common practice due to financial constraints and lack of managemental knowledge. Thus,
this traditional methods of pig rearing do not provide adequate nutritional requirement of the pigs wich
hamper the growth rate and health of the pig as a whole.
3(e) Characteristics of major pig breeds
(i) Large white Yorkshire (purebred):
It is a native breed of U.K. imported to India from U.K, New Zeland, adn Australia. It is
large in size with a long and slightly dished face. Body is covered with fine white hairs,
free from curls. Skin is pink in colour and free from wrinkles with long and moderately
fine coat. Ears are thin, long and slightly inclined forward and fringed with fine hair.
Neck is long and full to the shoulders with deep and wide chest, shoulders are not too
wide. Back is slightly arched, and loins are long and broadwith a well developed wide
rump. Ham is fleshy extending upto hocks. Tail is set high. Pa sterns are strong and
straight with clean feet. It has the capacity to thrive well under different climatic conditions
that is why it is extensively use for crossbreeding and breed upgradation.
(ii) Hampshire (purebred):
This breed has been developed in the U.S.A and is now one of the world’s mos important
breeds. The Hampshire is a black Hog with a white band around the body at the shoulder
including the front legs and feet. The head, tail, legs and back are black. The ears are
erect and the face is longer and straighter compared to other breads. Hampshire sowsare very prolific, have extra longevity, and make goodmothers. T hey have been used
extensively in crossbreeding because of their good carcass quality-popular for their lean,
meatey carcasses. They were noted and criticized for their large size, but admired for- 3 -Ex-390/2017 their prolificacy, hardy, vigour, foraging ability and outstanding carcass qualities. Sows
give birth to a large litter of 10 piglets with 1 kg birth weight, but some sows have been
known to have litters of up to 16 piglets. A boar weigh 230 kg to 340 kg and sows around
200 to 290 kg.
(iii) Large White Yor kshire cr oss :
This breeds ar e frequently cros sed with local variet y to gener a te a compos ite br eed
called improved breeds that are considered an upgradation form with a good blend of
superior exotic germ plasm. LWY X have good mothering ability and good prolificacy
with average litter size of 7 numbers which increases following subsequent farrowing.
Artificail Insemination was introduced in 1997 which gains well acceptance due to its
advantages factors over Natural Boar Services. LWY boar semen have been used
extensively for A.I purpose in the state.
(iv) Hampshire cross local :
They are black in colour with the typical white belt covering the soulder portion including
the forelimbs extending till the pastern. It is most preferred by the locals sand are very
popular in the state. It attains puberty at 8 months of age. Sows exhibit strong maternal
instinct with exceptional nursing ability. Average litter size at first farrowing is 6 nos
which increases in the range of 7-12 during subsequent farrowing. The adult live weight
of local Hampshire X is 140 kg for breeding boars and 120 for that of sows.
(v) Burmese Black (BB) crosses :
It is a very common breeds in Mizoram mainly imported from Myanmar and Manipur. It
is preferred by the local due to its colour, good litter size, good mothering ability. But due
to the recent outbreaks of PRRS the import of this breed have been restricted.
(vi) Zo Vawk (Indigenous breed)
This is a small size breed found in Mizoram. They are predominantly black in colour with
pot bellied appearance. The mature body weight ranges between 40 to 50 kg and litter
size about 5 to 8 nos. These pigs are mainly raised in backyard and semi-intensive system.
They have good mothering ability, early maturity, tolerance and resistance to parasites
and diseases and low nutrient requirement.
This breeds/varieties are yet to be characterized with proper scientific intervention.
There is a gradual decrease in the population of Zo vawk/Mizo local due to heightened
interest of farmers towards fast growing crossbreds pigs so conservation of this breeds
with proper strategy is gravely important.

6. CONNSTRAINTS AND LIMITATIONS
Pigs have a deep Socio-economics and cultural importance to the livelyhood of the Mizos. Pork is the
most favoured meat among the “Mizos” and there is evidence of increased Pig rearing and consumption
of Pork which is mainly met from local farmers, there is an increasing demand of Piglets every year.
Mizoram have a pig population of 242507 (2012 Livestock Census). The Pork consumption population
claimed is 75% of the population and the requirement is considered 25gm/day. Thus, Pork requirement/
annum is 7322812 MT.- 6 - Ex-390/2017 Despite the efforts given by the A.H & Vety Department to promote Pig Farmers to rear Sows, most
of the farmers intend to rear fatteners which result in non or less production of Piglets within the
State. However as the demand gap. Thus, the following are constraints and limitations identified for
slow pace of developement in Pig husbandry in the State -
1.Huge gap between needs and supply of piglets.
2.High cost of balanced and commercial Feeds.
3.Shortage of animal/pig resource based Farmers, no parental stocks. Replacement of stocks
could not be made in department farm due to non-availability of fund, as all revenues earned
are accounted to Government Account.
4.High housing cost and specific housing pattern not available.
5.Poor pig productivity/potential.
6.Prevailing notified and unnotified diseases. The Porcine Reproductive and Respiratory Syndrome
(PRRS) which is an emerging Viral Disease that invade the pig population of Mizoram since
March, 2013 had greatly affected the pig population with high mortality. The Department had
conducted survey among the 16 Pig Multiplication centres where the erconomic loss of the
farmer is very huge and accounted to a less or more than Rs. 146.00 lakhs Absence of research
on the subject with sufficient technical inputs and lack of support on the public is the main feature.
7.Lack of knowledge, extension works, management skill. The traditional practice followed is to
feed pigs with forages, wild leaves, shurbs, herbs collected from locally available areas combined
with kitchen and garden waste which is cooked and fed as a wet slop which is coked and fed
as a wet slop which is found to be nutritionally inadequate for optimum production. Concentrates
feeds are too expensive for the local farmers.
8.No organized breeding anfrastructure, Absence of designed breeding programme and planning
results in inbreeding.
7. OUTLINE OF STATE BREEDING POLICY FOR MIZORAM
Mizoram have potential to take piggery a more and in technical approach by application of the right
instrument. The concept designated is a two way, adopting the Farm Policy and the Farmers.
The following are taken into account in the Breeding Policy -
(i) Pig Population Dynamic is 9% with a density of 1035
(ii) Litter size
(iii) Litter Index
(iv) Economics
(v) Feed Conversion Ratio
(vi) Preference and likes of the Local
Objectives :
(i) Genetic improvement through delective breeding.
(ii) Conservation and maintenance of indigenous pig germ plasm.
(iii) Genetic improvemrnt by crossbreeding and gradually.

C . BREEDING WIT H EXOTIC GERM PLASM:
1.Import of germ plasm of Large White Yorkhire, Landrace and Hampsire from sources
which are free from scheduled Diseases.
2.Import of Live Animals may be considered at regular intervals at a first primary strategy
with import of Semen as a secondary option, in improving and upgrading herd Quality.
3.As programme for breed-specific nucleus herd imprivement may be developed for
subsequent programmes.
BREEDING PLAN:
(A) Nucleus Farm:
1.Nucleus farm may be of pure exotic breed, well-developed crossbred or pure indigenous
breed.
2.Crossbred animals of desired level of exotic inheritance should be maintained. In case of
nucleus herd of pure animals, mixing/crossing of germplasm must be restricted.
3.Minimum 30 breedable sows unit should be maintained with a sex ratio 1:3 and thus 10
sires (2 sires from each 5 unrelated sire lines) need to be maintained by each of the unit.
4.Selection of male animals should be based on weaning weight (best 25%) and 8 month
body weight (b est 5%), based on two stage sequential selection. Selection of female- 8 - Ex-390/2017 animals should be based on dam’s litter size at birth (>7) and weaning weight (best 25%)
and number of functional tests (at least 6 pairs of functional tests).
However, these can be changed as per performance of local crossbred animals.
5.Centralized data recording system may be initiated. Generation wise genetic evaluation
may be carried out to the estimate the response to selection. The overall genetic gain due
to selection, selection differential and heritability may also be calculated.
6.Inbreeding should be avoided. Replacement of boars need to be done at regular interval
of 2 years of productive herd life. Sire exchange programme among the farms will also
be help ful to r educe the inbreeding effect. Culled ma le anima ls shou ld b e ca stra ted
before selling to avoid indiscriminate breeding.
7.Three numbers of farrowing per sow need to be recorded. Three farrowing per sow
should be completed in 2 years.
8.Weightage of selection need to be given on litter size and weight at birth and weaning.
9.Besides routine productive, reproductive, adaptive and carcass traits lifetime production
traits may also be recorded.
(B) Multiplier and Farmers’ Farm :
1.Breeding plan for multiplier and farmers’ field should be separate with that of nucleus
farm. They are only to make inter-se-matingamong the developed crossbred animals.
No indiscriminate crossbreeding is allowed at farmers’ field.
(C) Mating system:
All the breeding propagation activity should follow Artificial Insemination (Al) practice. To
achive the target the State level Multiplier farm must have a training center for the local farmers
including modest facility/laboratory for semen collection, evaluation and preservation.
(D ) Capacity building:
1.Training of farm managers/large scale entrepreneurs on breeding mangement.
2.Regular/refresher training for technical personnel, para-vets and livestock service provider.
3.Training on semen collection and AI for farmers/service provider.
(E ) Entrepreneurship development and Industrial development may be explored to promote Piggery
and Piggery Products.
(F) Pig Farming Policy and Guidelines may be developed which will result on organized Pig Farming.
This can be implemented and executed through Municipal Corporation.
8. CONCLUSION
The Mizoram Pig Breeding Policy will aim at improving pig production system under changing climate
scenario by improves scientific method of production. It will also target at improving socio-economically
weak communities including women folk in terms of sustainable livelihood security. It is also expected
to meet the current demand supply gap of pork in the state and opoening new entrepreneuship and
export of pork and pork products. Since, the pig rearing system is dynamic and pig population structure

2.The terms of the Board shall be 3 (three) years or as the Government may decide.

MIZORAM (ANIMAL SLAUGHTER HOUSES) RULES, 2016
In exercise of the powers conferred under sub-section 4 of section 3 with section 18 of the Mizoram
Animal Slaughter Act 2013, the Governor of Mizoram is pleased to make the following rules, namely :-
CHAPTER I
PRELIMINARY
1 . Short title, extent and commencement.
1.These rules may be called the Mizoram (Animal Slaughter Houses) Rules, 2016.
2.They shall extend to any such city or towns where sla ughter houses are est ablished or as the
Government may, by notification in the Official Gazette, specify.
3.They shall come into force from the date of its publication in the Official Gazette.
2 . Definitions.
(1) In t hese r ules, unless the context other wise requires,
(a) ‘Act’ means the Mizoram Animal Slaughter Act, 2013 (Act No. 6 of 2013).
(b) “Authority” means the Government of Mizor am or a ny officer authorized by it on its
behalf;
(c ) “Butcher” means the butchers holding va lid license issued by the Licensing Author ity;
(d) “Cattle pound” means any place or room or shed or enclosure where animals are herded

( e) “Fee” means any amount fixed for payment as fees;
(f) “Fine” means any a mount of fine imposed by the author ity;
(g) “For ms” means any form prescribed for the enforcement of these rules;
(h) “Gazette” means the Official Gazette issued by the Gover nment of Mizor am from time
to t ime;
(i)“Ins pector” means the Veterinary Officer under the Anima l Husba ndry and Veterinary
Depa rtment, or any staff author ized to function as such;
(j)“License” means the license issued by the Author ity;
(k) “Licensing Authority” means the officer authorized to issue license under these rules;
(1) “Light” means any type of light, electricity, candle, etc;
(m) ‘Magistrate’ means any officer who have been invested with such powers, either executive
or judicial or both by the Government;
(n) “Mea t” means the meat of s uch animals as specif ied in t hese ru les;
(o) “Occupier” means the person authorized to occupy the slaughter house constructed by
the Government;
(p) “Private” means a person other than a Government official;
(q) “Sla ughter House” means any building or place where the animals are to be killed as
permitted or licensed by the Author ity;
(r ) “Veterinary Officer” means any veterina ry practitioner registered with the Veterinary
Council of India established under the Indian Veterinary Council Act, 1984 (52 of 1984)
serving under the Government of Mizoram.
(s) “War den” means the person or persons appointed t o look after the slaughter house.
(2) Words and expression used but not defined under these rules but defined in the Act shall have
the meaning as respectively assigned t o them in the Act.
CHAPTER II
ESTABLISHMENT AND MANAGEMENT OF SLAUGHTER HOUSE
3 . Establishment of slaughter house.
Under the provision of section 3(4) of the Act , interested persons or parties other than the
Government may set up sla ughter house on the following condition:
(1) Application for license to establish slaughter house in Form 1 of these rules may be submitted
to the Authority by interested per son(s). No person shall establish slaughter house without
obta ining pr ior written per mission from the Author ity.
(2) The Authorit y may issue license for the establishment of the sla ughter house in Form II of
these rules with specific terms and condition to the interested party if in his opinion setting up
of the slaughter house is necessary in the interest of public services.
(3) Interested parties shall obtain t he prescribed applica tion forms from the authority on payment
of a pplication fees and submit it to the Director.
(4) The Authority may reject a ny or a ll the applica tion for the establis hment of a slaughter house
if in its opinion setting up of such esta blishment is contrary to public interest.
(5) The Authorit y may grant combined or separa te license for slaughter house or cattle pound as
the case may be.
(6) License will ordinary be valid for a period of one year and shall b e renewed annually before
the due date on pa yment of renewal fees fixed from time to time. Fa ilure to renew within the
stipulated time will attra ct a fine of rupees One thousand as late fee which shall be cleared at
the time of renewal of license. If license is not renewed after a lapse of one month, it shall be
subject to cancellation. - 3 -Ex-247/2017
(7) The authorit y may, by notification, order cancellation of any license issued under these rules if
in its opinion the establishment creates public nuisa nce by any means or by viola tion of any
order issued by the Author ity.
4 . Recep tion ar ea or r esting gr ounds
(1) The slaughter house shall have a r eception area of adequate size sufficient for livestock subject
to veterinary inspection.
(2) The Veterina ry Officer shall examine thoroughly not more than 12 animals in an hour and not
more than 96 animals in a day.
(3) The Veterinary Officer after exa mining the animal sha ll issue a soundness certificate in the
form specified by the Government for this purpose.
(Form - III)
(4) The reception area of sla ughter house shall have proper ramps for direct unloading of animals
from vehicles and a dequate facility sufficient for feeding and watering of animals.
(5) Sepa rate isolation pens shall be provided with watering and feeding arrangements for animals
suspected to be su ffering from contagious and infectious dis eases, and fra ctious animals, in
order to segregate them fr om the remaining animals.
(6) The resting grounds in slaughter house shall ha ve overhead pr otective shelters.
(7) Ante-mortem and pen area shall be paved with impervious material suitable to stand wear and
tear by hooves.
5 . Lair ages
(1) Every animal after it has been subjected to veterinary inspection shall be passed on to a lairage
for resting for 24 hours before slaughter.
(2) Lair age shall be adequate in size sufficient for the number of a nimals to be aired.
(3) The space pr ovided in the pens of such la irage shall be not less than 2.8 sq.mt. per large animal
and 1.6 sq.mt. per small animal.
(4) The animals shall be kept in such laira ge sepa rately depending upon their type and class and
such lairage shall be so constructed as to protect the animals from heat, cold and r ain.
6 . Slaughter house building.
The different construction of a slaughter house shall be built and maintained by its owner in the
manner specified below, namely:
(1) Plant Building - (a ) Materials used shall be impervious, easily cleanable, and resistant to wear
and corrosion, (b) Materia ls such as wood, plaster board, and porous acoustic-type boa rds,
which are absorbent and difficult to keep clean shall not be used.
(2) Floors - The floor s shall be non-absorbent and non-slippery with rough finish and shall have
suitable gra dient for drainage.
(3 ) Int erior walls - (a ) Int erior walls s ha ll b e s mooth a nd fla t a nd const r uct ed of imp er viou s mat eria ls .
(b) The interior walls sha ll have washable surface up to the height of 2 meters from the floor
so t hat the splashes may be washed and disinfected.
(4) Abattoir shall be provided with distributed artificial light of an overall intensit y of not less than
200 lux at the distances a s may be specified by the authority throughout the slaughter hall and
workrooms and at places where meat inspection is carried out, the overa ll intensity of artificial
light shall be not less than 500 lux.
(5) Abattoir shall be provided with suitable and sufficient means of ventilation to the outside air
and the construction of the slaughter ha ll shall be so arranged that the dressed ca rcasses are
not exposed to direct sunlight. - 4 - Ex-247/2017
(6) Sufficient, safe, potable and cons tant supply of fresh wa ter sha ll be available at adequate
pressure through the premises.
(7) Floor washing point shall be provided preferably for minimum 37 meter square on slaughter
floor and working compartments.
(8) A constant supply of clean hot water shall be ava ilable in the s laughter hall a nd workr ooms
during working hour s and the hot water r equired for frequent sterilizing of equipment shall not
be less than 82 degree Celsius.
(9) The following materials shall not be used in an abattoir, namely -
(a ) Copper and its alloys in equipment used for edible products.
(b) Cadmium in any for m in equipment handling edible products.
(c ) Equipment with paint ed surface in product zone.
(d) Enamel conta iners or equipment is not desir able
(e) Lead
(10) All permanently mounted equipment shall either be installed sufficiently away from walls and
floor (minimum 300 mm) to provide a ccess for cleaning and inspection.
(11) Screens and Insect control - All windows, doorways and other openings t hat may admit flies
shall be equipped with effective insect and rodent screens and Fly chaser fa ns and ducts or air
curtains shall be provided over doorways in outside wall of food ha nding a reas that are used
for dispatch or receiving.
(12) Drainage - (a) All parts of floors where wet operations are conduct ed shall be well drained.
(b) A slope of about 20 mm per metre to drainage inlets shall be provided for usual conditions
and it shall be ensured that the floor slopes uniformly to drains with no low spots, which collect liquid.
7. Slaughter
(1) No a nimal shall be slaughtered in a sla ughter house in sight of other animals.
(2) No animal shall be administered any chemical, drug or hormone before slaughter except drug for its
treatment for any specific disease or ailment.
(3) Every slaughter house shall provide a separate space for stunning of a nimals prior to slaughter,
bleeding and dressing of the carcass.
(4) Dressing of carcasses shall not be done on floor and adequate means and tools for dehiding or belting
of the animals sha ll be provided with means for immediate disposal of hides and skin.
8 . Inspection of Slaughter House.
(1) The Inspection tea m as appointed by Government may, at any time, inspect any slaughter
house or ca ttle pound and its pr emises and give necessary instruction to t he owner or warden
of t he hous e regar ding the standard of hygiene and cleanliness.
(2) The owner or warden shall comply with the advice, instructions, order etc. of the inspecting
official without hesitation. If such instructions are not complied with, the a uthority may impose
a fine of r upees Five Hundred or cancel his license.
9 . Right to management of Government.
(1) No slaughter house shall be managed without the prior permission of the author ity;
Provided tha t in respect of the la nd and buildings owned by the Department, Government may
appoint suit able person or persons to manage or r un the slaughter house constr ucted by the
Government on cont ract ba sis.
(2) Selection of persons to manage the slaughter house sha ll ordinarily be made on public auction
for a period of one year which will be ext endable for another six months. If in the opinion of the
authority, extension of the norma l term is required in the interest of public services, he may
obta in appr oval fr om the Author ity. (3) If the Director is pleased to extend the terms of the warden or manager on payment of the
pres cribed fees, the same may be r ecor ded in writ ing in the lic ense iss ued.
10. Right to issue orders.
Notwithstanding anything contained in these rules, the authority may issue orders, instruction, guidelines
etc. for the effective execu tion of these ru les.
CHAPTER III
ESTABLISHMENT OF MEAT SHOPS
11. Establishment of meat shops.
Meat shops shall be established where only meat duly certified a s fit for human consumption
by the meat inspector and slaughtered in the recognized slaughter house in accordance with the
provisions of these rules shall be sold. Such mea t shops should fulfill the following conditions:
(1) Meat shops should be so constructed that flies and other insects cannot enter the shop. The
floors and walls should b e made of impervious materia ls that can ea sily be cleaned. The shop
along with the other articles such as knives, slabs etc. must be kept clean at all times.
(2) Meat should be suspended by means of hook in such a way that the meat does not touch the
roof, floor, wall or pillars of the shop.
(3) The butcher should display the soundness certificate issued by the meat inspector in a prominent
place where the meat is being sold.
(4) The stamped portion of the meat should be made clearly visible and should be preserved till the
meat is sold out.
(5) Offa l, skin, horns and entrails etc. for which there is provision for sale in the sla ughter house
should not be brought to t he meat shops or kept in for sale.
(6) Trimming, refuses a nd rubbish should be kept in a covered receptacle and should be disp osed
off in manner prescribed by the Author ity.
(7) Meat shops sites/places shall be identified and permit issued by appropriate agency/department
under Government of Mizoram.
CHAPTER IV
LICENSING BUTCHERS AMD THEIR DEPLOYMENT
12. Deployment of butchers.
(1) No person shall deploy any butcher in the slaughter house or houses without the permission of
the Authority.
(2) No person who has not atta ined the age of 18 years sha ll be employed in any manner in a
slaughter house.
(3) No person who is suffering from any communicable or infectious disease sha ll be permitted to
slaughter a nimals to be sold for human consumption.
(4) The owner or the wa rden of the sla ughter house may deploy any number of butcher or flayer
at their own arrangement. The owner or the warden shall submit application in FORM IV to the
Authority giving full particulars of person or persons intended to be deployed as butcher or flayer.
(5) The Director will issue permit/license in Form V to the owner, occupier or war den for the
deployment of such butcher or fla yer on payment of Rupees Twenty Five to the Director as
annual fee. The permit once issued will have a validity of one year which may be extended
annually on payment of the prescribed fees.
(6) Permit/license so issued to a butcher is liable to cancellation by the Director at a ny point of
time, if the permit holders misbehaves or violate the direction of the administra tion of the
slaughter house where he is employed.- 5 -Ex-247/2017 CHAPT ER V
SLAUGHTER HOUSE WASTES MANAGEMENT AND SANITATION
13. D i sposal of i nedi bl e meat and w ast es.
The carcass or parts thereof, of animals unfit for human consumption so destroyed, and the
liqu id and solid wastes a nd offa l shall be disposed of in the manner descr ibed here under :-
(1) No a nimal or parts thereof, of animals declared unfit shall be allowed to be sold.
(2) Animals which had been brought to the slaughter house dead or dying or decla red unfit shall be
caused to be destroyed in a humane manner and the carcass destroyed by burning or incineration
as deemed pr oper by the Mea t Inspector.
(3) Offal and other waste products of slaughtered animal shall be processed in the rendering plants
or s ha ll b e s old t o t he p u r cha s er s t o wh om p er mi t s ha ve b een i s s u ed t o p u r ch a s e s u ch ma t er i a ls .
(4) Bleeding ar eas should be clearly identified and blood collect ion should be done immediately so
that its full potential could be utilized.
(5) Solids (skin trimmings, hair, pieces of bones, hooves, hide and skin etc.) should be removed
immediately from the slaughtering a rea.
(6) Adequate compartments for immediate separation and disposal of condemned ma terial must
be provided.
(7) Disposal of the effluents into municipal drains, lake or permanent river shall not be allowed to
avoid contamina tion.
(8) Stinking odour due to degeneration of any tissue materials remaining as a waste in the premises
of the slaughter house sha ll be a voided with the provision of proper ventilation, washing of the
floors with non-poisonous disinfectants or aerobic deodora nts.
CHAP TER-VI
SLAUGHTER HOUSE AND MEAT INSPECTION
14. Ante mortem and post mortem examination.
Animals intended for slaughter shall be thoroughly examined by the Meat Inspector. The Meat
Inspector shall issue certificates to the effect that the animal to be slaughtered is fit for human
cons umption; otherwise, he may reject unhealthy animals for slaughtering. No person shall kill any
animal before ante mortem inspection is conduct ed by t he Meat Inspector.
15. Segregation of healthy and unhealthy animals.
(1) The Meat Ins pector may reject the animal on a nte mortem examination if found unfit for
huma n consumption, he sha ll record in writing t he condition of the animal with clear comments
as to whether such animal should be given treatment or be destr oyed/culled.
(2) Such unfit a nimal shall be marked and segregated from the rest of the healthy animals. The
meat inspector may issue order for killing of the incurable animal at the appointed time and place.
(3) The animal unfit for slaughter but curable by medical treatment shall be taken back by the
owner of the animal and su ch animal shall be slaughtered only a fter issue of a certificate to the
effect that the animal is fit for human consumption after proper medical treatment subsequent
to medication withdrawal time.
16. Stamping of animals.
No a nimal shall be admitted into a slaughter hous e for slaughter unless it is examined, certified,
stamped and registered in Form VI of these rules by the inspector tha t the anima l is free fr om
cont agious diseases and other diseases. A certificate may be issued by the inspector after examina tion
which shall contain the time and date of the examination of the animal and it sha ll be valid for 48
hours only.- 6 - Ex-247/2017 17 . Disposal of u nhealthy a nima l.
The animal unfit for slaughter but cura ble by medical treatment sha ll be taken ba ck by the owner of
the animal a nd such animal shall be slaughtered only aft er issue of a certificate to the effect that the
animal is fit for human consumption after proper medical treatment subsequent to medication withdrawal
times. Animal carcasses found to have diseases/defected as listed in schedule 1 and 2 of these r ules
shall be disposed of in a ccordance with rule 13 of t hese rules.
18. Slaughter of healthy animals.
(1) The animal intended for slaughter shall be kept in the lairage or cattle pound for at least F orty
eight hours before they ar e killed. Feeding of animal except watering within Twenty four hours
immediately preceding its sla u ghter is not p ermissible.
(2) No person s hall sla ughter any animal within a municipal area except in a slaughter house
recognized or licensed by the concerned author ity empowered under the law for the time being
in force to do so.
(3) The animal shall not be slaughtered which-
a.is pregnant, or
b.has an offspring less than three months old, or
c.is under the age of three months or
d.has not been certified by a Veter inary Officer t hat it is in a fit condition to be slaughtered.
19. Marking of healthy meat.
The Meat Inspector shall put appr oved/inedible marks while conducting post mortem exa mination in
some parts of the carcass passed for huma n consumption. The butcher shall display such marks and
the certificate at the time and place of selling such inspected meat. The decision of the meat inspector
shall be final and binding and no appeal shall lie to anyone.
20. Disposal of unfit meat.
Rejected meat unfit for human consumption shall be disposed of in the manner descr ibed in rule 13(2)
of t hese r u les.
21. Disposal of offal.
Offa l and inedible parts of the meat shall be disposed of in the ma nner described in rules 13(3 ) of
these rules.
CHAPTER-VII
SERVICES FEES
22 . Service fees in sla ughter houses.
Subject to r evision from time to time, fees payable to the owner or war den of the sla ughter house
shall be as follows :-

District Animal Husbandry & Veterinary Officer, Saiha on 18.09.2016.
Dr. Padam Bahadur Chhetri was bor n on 01.03.1960 and entered into the Government
service on 29.10.1984 as Veterinary Assistant Surgeon. He was posted as Veterinary Assistant
Surgeon at Lawngtlai and Hnahthial, Ins tructor School of Veterinary Science at Selesih, Sub-
Divisional Veterinary Officer Lawngtlai, Training Associate (KVK) Kolasib,District Veterinary
Officer Kola sib, District Veterinary Officer Saiha, Deputy Director (DI) and District Veterinary
Officer Saiha wher e he served till his final day.
He served the Gover nment of Mizora m for 31 years, 10 months and 21 days with
utmost sincerity and devotion, and endeared himself to all his colleagues. He a lways pr oved
himself to be a conscientious officer.
The Government pla ced on record its deep appreciation of the service rendered by
Dr.P adam Bha hadur Chhetri and convey its heartfelt sympa thy and condolence to the bereaved
fa mi ly .

1. SHORT TITLE AND COMMENCEMENT:
1)These Regula tions may be ca lled the Mizora m Animal Husbandry & Veterinar y Department
(Limited Depart-mental Examination) Regula tions, 2016.
2)They shall come into force with effect from the date of publication in the Mizoram Gazette.
2. DEFINITIONS:
1)In t hese Regulations, unless the context otherwise requires,
a ) “Commission” means the Mizoram Public Service Commission
b) “Constitution” means the Constitution of India
c ) “Limited Departmental Examination” means the examination conducted by the Commission
under these Regulations for filling up of 25% of the sanctioned posts of Veterinary Supervisor
d) “Government” means the Government of Mizoram
e ) “Governor” means the Governor of Mizoram
f) “Vacancies” means vacancies to t he post of Veterinary Supervisor which are declared to
be filled by promotion on the result of Limited Departmental Examina tion
2)All other words and expressions used in these Regulations but not defined shall ha ve the same
meanings respectively a ssigned t o them in the Mizor am Animal Husbandry & Veterina ry
Department (Group ‘B’) (Non-Gazetted post) Recruitment Rules, 2015.
3. HOLDING OF EXAMINATION
1)The examina tion sha ll be conducted by the Commission in the ma nner as laid down in these
Regu la tions.
2)The date on which and the venue at which the examination sha ll be held sha ll be fixed by the
Commission and it shall be conducted at such intervals as the Governor may, from time to time,

4. CONDITIONS OF ELIGIBILITY
In order to be eligible to appear in the Limited Departmental Examination for filling up of vacancies
to the post of Veterinary Supervisor, a candidate must be a citizen of India a nd must satisfy the
eligibility criteria as per the provisions in Column 12 of Annexure-I of the Mizoram Animal Husbandry
& Veterinary Department (Group ‘B’) (Non-Gazetted post) Recruitment Rules, 2015 relating to the
post of Veterinary Supervisor.
5. DECISION ON ELIGIBILIT Y:
The decision of the Commission on the eligibility or otherwise of candidates for admission to the
Examination shall be final and no candidates to whom a certificate of admission has not been issued
by the Commission shall be admitted to the examination.
6 . RESULT:
1)The names of the ca ndidates who ar e considered suitable for appointment as a r esult of the
examination shall be arranged in order of merit. They shall be r ecommended for appoint ment
in order of merit up to the number of appointment required to be made. The order of merit shall
be determined in accordance with aggregate marks obta ined by each candidate; if two or
more candidates obtained equal marks in the examina tion, their names shall b e arra nged
in order of their age i.e. candidate having higher age will come before the ca ndidate with
lower age
2)Selection a t the examination shall confer no right of appointment unless the Government
is satisfied to a ppoint them.
3)The form and manner of communication of the results of the Examination to individual candidates
shall be as decided by the Commission at its discretion.
7. PENALTY FOR MISCONDUCT:
Any candida te(s) who has been declared by the C ommission to be guilt y of
a)Obta ining support for his candidature by any means or
b)Impersonating, or
c)Procuring impersonation by any persons, or
d)Submitting fabrica ted documents which ha ve been tampered with, or
e)Making statement which ar e incor rect or false, or suppressing material information, or
f)Resorting to any other ir regular or improper means in connection with his candida ture in the
examination hall, or
g)Using unfair means in the examination hall, or
h)Misbehaving in the examination hall, or
i)Attempting t o commit or abetting t he Commission of all or any of the acts specified in the
foregoing clause, a s the case may be sha ll, in a ddition to rendering himself liable to criminal
prosecution, be liable
1)to be disqualified by the Commission fr om the examina tion for which he is a candidate
2)to be debar red either permanently or for a specified period
(i) By the State Government fr om any examina tion or selection by them;
(ii) By t he Centr al Government from any employment under them, and
3)to disciplinary action under the appropriate r ules
8. SYLLABUS:
The Limited Departmental Examination for filling up vacancies to the post of Veterinary Supervisor
under Animal Husbandry & Veterinary Department shall be conducted as per the syllabus at
Appendix-I. - 3 -Ex-254/2016
9 . MINIMUM MARKS:
Candidates shall be required to obtain minimum 40 percent ma rks in each of the Pa pers as prescr ibed
under these Regula tions for qualifying in the Limited Departmental Examination.
10. MISCELLANEOUS PROVISION:
If a ny doubt arises about the interpretation of any of the provisions of these Regulations, it shall be
referred to the Governor whose decision sha ll be final.

Obituary of Dr. Vanlaltlana, General Manager, Tanhril
No. A. 21021/1/2008-AH&V, the 30th January, 2016. The Government of Mizoram has learnt with deep sorrow the sad and untimely demise of Dr. Vanlaltlana, General Manager, Tanhril on 30.01.2016.
Dr. Vanlaltlana was born on 1.3.1961 and entered into the Government service on 11.11.1988 as Vety Assistant Surgeon. He was posted as Vety Assistant Surgeon, Vety Dispensary, Tlabung; Manager, Poultry Farm, Selesih; Vety Hospital, Champhai; Vety Surgeon, State Vety Hospital, Lunglei; SDVO, Lawngtlai; Sr. VO, Selesih; Instructor, School of Vety Science, Lungpuizawl and General Manager, Poultry Farm, Tanhril where he served till his final day.
He served the Government of Mizoram for 27 years, 2 months and 20 days with utmost sincerity and-devotion and endeared himself to all his colleagues. He always proved himself to be a conscientious officer.
The Government placed on record its deep appreciation of the service rendered by Dr. Vanlaltlana and convey its heartfelt sympathy and condolence to the bereaved family.

THE MIZORAM PREVENTION AND CONTROL OF INFECTIOUS AND CONTAGIOUS
DISEASES IN ANIMALS(CHECK POST AND QUARANTINE CAMP, MANNER OF
INSPECTION, ETC,) RULES,2015.
NOTIFICATIONIn exercise of the powers conferred by Section 43(1) of the P revention and Control of Infectious and
Contagious Diseases in Animals Act,2009, the Government of Mizor am with the appr ova l of Centr al
Government, hereby makes the following Rules :
1 . Short Title/Extend and commencement:
(1) These Rules may be called the Mizoram Prevention and Control of Infectious and Contagious
Diseases in Animals(Check Post and Quarantine Camp, Manner of Inspection, etc.,) Rules,2015.
(2) They shall extend to the whole of the State of Mizoram.
(3) They shall come into force on the date of their publication in the Gazette of Mizoram.
2 . Definitions :
(1) In t hese Rules unless the context other wis e r equir es :
(a) ‘Act’ means The Prevention and Control of Infectious and Contagious Diseases in
Animals Act,2009.
(b) ‘Section’ means a section of the Act.
(c ) ‘For m’ means a for m appended to t hese Ru les. - 2 - Ex-5/2016
(d) ‘Dir ector ’ means Director of Animal Husba ndry & Veterinary Department, Government
of Mizoram.
(2) Words and expressions used in these Rules and not separa tely defined a bove sha ll have the
same meaning as assigned in the Act.
3.The manner of inspection and the period of detention at a Check Post or at a Quarantine Camp
(1) In order to ascerta in whether the animal is infected with any of the scheduled notified disease,
the animal stopped at the check post or detained in the quara ntine camp sha ll be inspected by
the person in char ge of check post or quarantine camp for the following:
(a ) movement and gait
(b) dull, depressed, normal or excited behaviour
(c) increase in body temperature
(d) ulcer in the mouth, feet or udder
( e) excessive lacrimation, na sal or vagina l discharge
(f) swea ting and shivering
(g) dryness of the skin, alopecia, skin ra shes
(h) weakness
(i)bleeding through natural openings
(j)oedema or swelling in dewlap region or a ny other part of the body
(2) The person in char ge of the check post or quara ntine station shall also collect the necessary
samples for laboratory examination, if required.
(3) The person in char ge of the check post may detain animals at the check post for a period not
exceeding 12 hours for the purpose of inspection, compulsory vaccina tion and identification /
marking etc. For every animals vaccinated at the check post, the animal owner sha ll be given
a va ccination certificate a s requir ed in S ection 9 of the Act.
(4) After examination of the a nimal, the officer in charge shall either allow entry of the animal to
the notified Control Area or Free Area by issuing an Entry Permit in Form A, a ppended with
these Rules; or tra nsport the animals to the Quar antine Camp.
(5) The cost of examining, vaccinating, ear-t agging the animal or of any other activity a t the check
post shall be fixed by the Director from time to time and sha ll be borne by the animal owner.
4 . Form of permit granted by the Officer in charge Check Post or Quarantine Camp
(1) The officer in cha rge of the qua rantine camp shall detain the following animals (a ) which are
suffering from any scheduled notified diseases or
(b) which have come into conta ct with or have been kept in the pr oximity of animal infected
with a scheduled notified diseases or
(c ) Which is tra nsported by the officer in cha rge of the check post as detailed in rule 3(d) or
(d) of t he species (notified under Section 10 of the Act) while exit ing from the infected area
and shall be subjected to a quar antine of 14 days in a Quara ntine Camp.
(2) The officer in char ge of the quara ntine camp shall give an official acknowledgement to the
animal owner for the animals deta ined in the Quarantine Camp. The for m of the Detention
Acknowledgement is appended at For m B.
(3) During quara ntine, the animals shall be ear-tagged bearing a unique number (for cattle, mit hun,
buffalo, sheep, goat and pigs) and branding (for donkey,pony, horses). Animals shall be examined
regularly for any scheduled disease. Animal sha ll be vaccinated against the scheduled disease
and pr ovided with veterinar y tr eatment, if requir ed. If animals ar e vaccinated, the animal
owner shall be provided with a vaccination certificate as requir ed in Section 9 of the Act.
(4) The cost of maintenance and vaccination of the animals during the quarantine shall be fixed by
the Director from time to time and shall be borne by the animal owner. (5) After successful quarantine, the officer in charge, qu arantine camp shall r elease the animals to the
animal owner and also grant the Quarantine Release Permit as per Form C appended with these
Rules, under his s ignatur e. Form C shall also serve as Entry Permit as required in Section 15 (2) of
the Act.
5.Penalty
Any person who cont ravenes any pr ovision of these rules shall, on conviction, be punishable with
fine, which may extend to one thousand rupees, and in case of failure to pay the penalty with
impr isonment for a term, which may extend to one month.
6.If a ny quest ion of interpretation or doubt arises in relation to these r ules, the matter shall be referred
to the Government of Mizoram, La w & Judicial Department whose decision thereon sha ll be final
