2)The duration of the term may be 2(two) years at one stretch or as decided by the Department of
Tourism, Government of Mizoram from time to time.
3)The constitution, name, term, powers and functions of the committee(s) will be as notified from
time to time by the Department of Tourism, Govt. of Mizoram, in line with new developments
from the Ministry of Tourism, Govt. of India.
4)The Committee(s) will convene at least once quarterly and furnish their resolutions and action
taken report to the Director of Tourism Department through the District Nodal Officer concerned
(SDO,Sadar/Civil).
5)The decision of the Secretary, Govt. of Mizoram, Tourism Department shall be final in matters
of disagreement or disputes related to terms listed above.

3.To determine the na ture/ext ent of management contr act (total/partial) for each unit.
4.To prioritise the units to be handed out for management contract and carry out the disinvestment
programme in a pha sed manner.
5.To determine the amount of return to be submitted by the selected party to the Government.
6.To monitor the process of disinvestment and recommend measures to pr otect the interests of the
Government, the public and any government servant affected by such disinvestment.
7.To ensure that Government properties affected by the disinvestment process are properly disposed of.

Now, therefore, the Governor of Mizoram is pleased to amend The Mizoram Recognition of Tour
Operators Rules, 2011 notified vide No.F.21014/3/2009-TOUR dt. 25.05.2011, as follows:-Short title,1. (1) The Rules maybe called ‘The first amendment (2016) to The Mizora m Recognition
extent andof Tour Operators Rules, 2011’

(2) It shall extent to the whole of the state of Mizoram.
(3) They sha ll come into force from the date of their publication in the officia l Ga zette.
Amendment ofIn point no. 4 (Conditions for Recognition) serial no. xiii may be added and serial no.
point No. 4(i), (ii) and (iv) shall be substituted as follows :-
i. The applica tion for grant of recognition shall be in the prescribed form as at
Annexure - ‘A’ and submitted in duplicate with two (2) copies of passport size
photos duly attested by Gazetted Officer.
ii. The Tour operator should have a minimum paid up capital/ capital employed of
Rs. 2.00 lakh duly supported by the latest Bank Account OR the Tour Operator
should be financia lly sound for which Financial soundness cer tificate should be
submitted along with the application for grant of recognition.
iv. There should be at least 1 (one) qualified staff having Diploma/Degree in Travel
and Tourism from recognized University, India Ins titute of Tour ism & Tr avel
Management (IIT TM) or an institution approved by All India Council Technical
Educa tion (AICTE).
xiii. Serial No (iv), (v) and (vii) may be relaxed by the Tourism Department,

Mizoram Tourism Policy 20141.Preamble:
Tour ism industry accounts for more than 11% of the global GDP and more than 8% of the World
Trade Employment. Today, no countr y or even a sta te in a country can afford to remain ignorant of tourism
industry as an important economic sector. In the background of very high level of unemployment among the
educated people in Mizoram, we also can no longer afford to keep the Sta te isolated and to remain depr ived
of t he benefits of tourism industry. Mizoram Government, therefore, consider s tourism as a n impor tant
sector for the prosperity of t he State and as possible major engine of economic growth and employment creation.
The State Government has framed the Tourism Policy 2014 with a view to placing Mizoram on the
tour ism map of the world as one of the leading tourist destinations and as a pivot of economic and social
development in the State.
2.Vision: To develop tourism in a sustainable and integrated manner so as to make
Mizor am a major national a nd international dest ina tion.
Mission: To promote Mizoram as an a ttra ctive tourist dest ination by developing t he
tourism infrastructure and facilities, specially focussing on eco and adventure tourism including
through PPP, substantially contributing to the economic growth of the state.
The Tourism Policy 2014 has been adopted as below -
3.OBJECTIVES:
1. The thrust of the policy is to act ively promote Eco-tour ism.
2. Promotion of Tourism Industry with a comprehensive approach and which will not be in conflict
with the social, religious and cultural va lues of the host community.
3. To create conducive environment for the growth of Tourism Industry by imparting awareness
of the scope and the positive impacts of tourism industry to both the rural and urban population.
4. To upgrade and develop manpower skills with a view to providing requisite expertise to the
youth so as to render them fit for employment in this industry.
5. To promote Public Private Partnership in development and management of Infrastructure
Project such as -
a ) Tour ism Infrastructures/facilities.
b) Development of new tourist destinations.
c) Star rated hotels.
d) Theme par ks.
6. To enhance and monitor the growth of tourism by way of registration and formulation of
guidelines for the tourism sector.
7. To encourage private sector participation for cr eation of quality tourism infrastructure and to
ensure better management of tourism projects. This will include Public Private Partnership,
long term lease, and priva te investment for the development of star ra ted hotels.
4. Plan of Action- The State Government will follow the b road plan of a ction as laid down below -
1. To ensure services accepta ble standard, a ll matters relating to establishment, management,
upkeep and related matters of hotels and restaurants will be brought within the administra tive
cont rol of Tourism Department and other bodies created for tourism development.
2. The Government will initiate steps to ensure simple and easy mode of entry to the State for
genuine tourist with a view to enable mor e influ x and thereby r esult in economic benefit for the
peop le. 3. The government will streamline and improve the system of registration of for eigners/tourist in
order to ma ke the procedur e more simple. For this purpose, tourist registration and informa tion
centre will be opened at Lengpui Airport and other designated points of entry for the facilit y of
issue of IL P and for for eign registration.
4. A benchmark survey of all the pot ential a reas of tourist attraction for the entire state will be
undertaken. Based on this survey Tourism Master Plan will be prepa red.
5. Efforts will be made to cr eate an efficient and professionally competent manpower base in
tour ism sector to provide services of acceptable standard.
6. Adequate mar keting and publicity of Mizor am as a n attractive destination will be arra nged
through professiona l agencies.
7. Development of tourism infrastructure, destination and circuits through public private partnership
and under private sector will be encoura ged.
8. The state government will encoura ge and support creation of standard training facilities in the
government as well as non government sector for the development of Human Resource
Development (HRD).
9. Services of Competent Consultants will be engaged for tourism development.
10. The Government will endeavour to develop cultural theme park/tourism par k which will depict
the traditional lifestyle, handlooms and handicr afts, music and other arts of the people.
11. Eco-tourism Board may be set up with Environment & Forest as the Nodal
Department where in strategies on non-pollution, employment opportunities, nature
conservation and s ustaina bility on Eco-t ourism will be focu sed on. A definite
distinction maybe made between eco-tourism and nature tourism. Provisions of
National and State Acts and Rules related to the management of forest and
preservation of Wildlife will be made applicable whenever necessary.
5.Administra tive Management:
Mizoram Tourism development Board, a non statutory body has been formed under the Chairmanship
of Chief Minister to formulate policies, guidelines for development and promotion of tour ism.
Mizoram Tourism Development Agency (MTDA) will be set up which will act as a catalyst,
trendsetter and a prime mover for promotion of domestic and foreign Tourism in the State. The MT DA will
develop, promote and execute various projects and schemes to facilitate and accelerate the development of
tourism in the State. The MT DA shall play a pioneering role in the State to develop and open new destinations
for tourist and provide healthy competition to pr ivate sector. T he Agency will function under the over-all
guidance of the Mizoram Tourism Development Board which will ensure inclusion of professionally competent
persons in the Agency.
6.Role of Government:
Tour ism in Mizoram will be agovernment-led, private-sector drivenandcommunity welfare-
oriented.The parental role of the government should be to ensure the following perimeters:-
1) an environment of peace and stability,
2) an assurance of safety and security,
3) a fr iendly host society,
4) accessible tourist attractions,
5) a sound int egrated system of physical infrastructures s uch as interna l transport system, hotels
and restaur ants, entertainment and recreational centres, shopping and communication facilities
with tourist amenities and trained tourist guides.
6) plan tourism development as part of overall a rea development strategy.
7) ensu re the compatibility between the type of tourism and socio-economic milieu of the State.
8) involve community-based-organizations, local bodies and youth clubs in planning and development
of tour ism,- 3 -Ex-239/2014 9) ensure the availability of trained manpower,
10) Undertake research, prepa re master plans, formulate ma rketing strategies and organize tourism
festivals.
7.Role of p rivate Sector :
There will be a positive institutional relationship between government and private players with a
marked professional orienta tion in the organization of tourism as business opportunity. Libera l incentives
will be assured to the extent possible without compromisingthe standards, equity and ethics set by
the Governmentto attract private investment and participation in facilities such as:
-eco tourism
-transport
-accommodation
-restaurants
-entertainments
-shopping
-sight-seeing
-packaged tour
8.TOURISM PRODUCTS / DESTINATION:
The state will focus on available assets to develop va rious t ourism products/attractions a s follows:-
*Eco-tourism:Mizoram offers an excellent exp osure t o the s ubtropical forests.This makes it an ideal a rea for developing
eco-tourism activities like jungle safaris, trekking, rock climbing, forest trails, nature walks, angling camping
etc. All these activities are to be condu cted in a manner that promotes awareness of the environment and
helps mainta in the ecological bala nce.
*Village/Rural Tourism:Village/rura l tourism will be encouraged to ensur e influx of tourists a cross the state and to open up new
areas for tourism. A few villages will be chosen as model villa ges for projecting life in rural Mizoram as part
of tourism experience. Tourists appreciate the ethnic variety, cultural attributes and lifestyle of people in
rura l areas and the concept of Model village will resu lt in socio-economic benefits of tourism r eaching the
rural areas.Department of Art & Culture may be collaborated with to ensure originality at
the time of construction of Model Village.
*Adventure Tourism:Mizoram has an immense pot ential for adventure t ourism related activities such as Aerosports, Trekking,
Rock Climbing, River Rafting, Angling and many ot her types of adventure activit ies. In order to ensure the
safety of pa rticipa nts in such act ivities, Basic Minimum Standards of safety will be notified as per the
guidelines issued by the Ministry of Tourism, Govt. of India.
*Culture and Heritage Tourism:The rich cu lture heritage of Mizoram depicting the different cultures and tr ibes ar e added attract ion for the
promotion of cultural tourism. The components of cultural tourism ar e fairs and festivals, herita ge tour ism,
art a nd craft, films and village tourism. F airs and festivals play an important role in the promotion of cultural
tourism. Emphasis will be given to promote festivals like Chapchar Kut, Thalfavang Kut, Anthurium Festivals, etc.
*Religion Tour ism:Mizoram is known for Christianity. Plenty of visitors from foreign countries and other pla ces of India visit
Mizoram on religious ground. Therefore, tourism product involving religious destinations has to be developed.- 4 - Ex-239/2014 *Nature Tourism:Mizoram is prominently rich in nature. It has hills which offer the most potential tourist attractions. Mizoram
has a large forest covered area which is known for its flora and fauna. There are a number of wildlife and
bir d sanctuaries which could be promoted for na ture tourism. Mizoram is one of the Hot-spots of the
Biodiversit y world a nd hence, it has a great potential for researchers, educationists, students and nature lover s.
*Film Shooting:Mizoram has potential for being a preferr ed locale for film shooting. T he State Policy will focus on this
emerging ar ea of commercia l tourism. Adequate support and encouragement will be provided by the State
to tap this emerging potential.
*Health/Herbal Tourism:The State will focus on p romotion of health and herbal tourism by involving private ventu res in large scale
plantation of medicinal/herbal plants and development of healt h spa a nd resorts.
9. Other Initiatives:
1.Tour ism Security:To ensure safe tra vel the Government shall exercise closer supervision
and a specialized wing of the Police will be created to provide mor e secur ity to visitor s/tourists.
2.Incentives for the Tourism Industry:Incentives to encoura ge priva te investment in
tour ism infrastructure will be pr ovided as follows:
a ) Initially a corpus fund of Rs.l cr ore will be set aside under the administrative control of
Mizoram Tourism Development Agency for the purpose of giving incentives to priva te investors.
b) General investment subsidy for the establishment of new hotels a nd eco-tourist centres will
be granted in accordance with the Mizora m Industrial P olicy 2014.
c ) Other incentives like subsidy on water, power, IT utilities and cooking gas will also be considered.
3 . Tourist Information and Reception Centers:Establishment of Tourist Information and
Reception Centres to provide relevant infor mation to the tourists/visitor s if necess ar y for
promotion of tourism. The government shall endeavour to set up C entres at important places
like Guwahati, New Delhi, Kolkata and Silchar, the entry points for tourists coming to Mizoram.
4 . Promotion and investment through PPP mode:
a ) The present day policy of the Government is to encourage private participation. The S tate
will encour age PPP model, specifically for the management and maintenance of existing
infrastructures under Tourism Department.
b) The Government will encour age development of tourism infrastructure in the form of joint
venture and take necessar y measures to provide requir ed funding.
5 . Regulation of Quality, S afety and Securit y:
To ensure sustainable tour ism industry, the State will set up a quality regulatory mechanism for
furtherance of the aims and objectives of this policy. A system of certification of the qualit y of
services will be formulated. The regula tions will lay down standards for va rious services and
government facilities and incentives will be extended only to those who fulfil the norms. The
accr edited hotels, restaura nts, ta xis, buses, etc., will be allowed to use the logo of the Mizoram
Tour ism on payment of a roya lty.
6 . Hu man Res our ce Develop ment:
The state is in short supply of trained manpower in the hospitality sector. Comprehensive plans
will be dra wn up to create a pool of tr ained manpower. Government will encourage the private- 5 -Ex-239/2014 sector to set up new institutions by providing s uitable incentives. To meet the requirements of
small establishments outside the cities and towns who do not have access to trained manpower,

Inspite of tremendous tourism attr actions, Mizora m needs a compr ehensive marketing stra tegy
to get more tourists. Abrand imageof Mizoram in the pattern of the ‘Incredible India’ will be
developed, portr aying the state’s uniqueness as a dest ina tion. T he marketing stra tegy will
focus on the key area of this policy -pr omotion of eco-tourism. An interactive webs ite will be
created which will have links to the Ministry of Tourism, all the North East states as well as
service providers in the private sector. T his will provide the prospective tr aveller with all
necessary information.
8 . Collection of Data:
Collection of Data on tourist arrival, nationality, length of stay, expenditure incurred, purpose of
visit, as well as feedback on the products, conditions and experiences is necessar y to ensure

ANNEXURETerms of Reference of State Level Project Management Agency (SLPMA) :ObjectiveMain objective of the appointment of State Level Project Management Agency (SLPMA) is to facilitate the
States in timely and proper implementation of the tourism projects funded by Ministry of Tourism with
special emphasis on involving private sector in the implementation of tourism projects.
Ministry of Tourism will be pursuing following strategies for development of tourism in the country during
12th Five Year Plan.
i.Integrated Development of 9 tourist circuits already identified in the region in the first phase.
ii.Development of about 18 Rural tourism clusters in the region (3 each for Assam and Arunachal
Pradesh and 2 each for other states).
iii.Continuing the existing schemes of development of infrashtructure for destinations and circuits.
The identifications of destinations, circuits and rural cluster to be developed, study of infrastructure gaps,
assessment of investment requirement as per Integrated Tourism Master Plan for NER prepared by M/s
Tata Consultancy Services.
Suitable schemes of development of circuits/destinations/rural cluster alongwith the role of State and Central
Government will be prepared shortly. However, the preparation of DPRs, identification of private investor
for PPP projects and implementation of the projects will the responsibility of the States. Each State will
designate a State Level Nodal Agency which can be State Tourism Department (SLNA), State Tourism
Corporations/Tourism Boards for discharging these activities. To assist SLNA in performing the assigned
activities. Ministry of DoNER/NEC will appoint a SLPMA for each state.
Scope of WorkiPrioritization of projects approved by Ministry of Tourism/Ministry of DoNER/NEC in consultation
with respective SLNA and State Government.
ii.Assist State Level Nodal Agency in preparations of DPRs as per guidelines by MoT.
iii.Assist State Level Nodal Agency in getting approvals from MoT.
i v.Project structuring (capital structuring, implementation framework).
v.Identification of sources of funds from various Government schemes/private.
vi.Conducting Transaction Advisory (TA) for selection of developers for PPP and other projects.
vii.Assistance in financial closure of projects for PPP and other projects.
viii.Conducting TA for selection of Independent Engineer/construction and supervision consultancy.
ix.Monitoring of physical and financial progress (excluding construction supervision).
x.Appraise and monitor efficient and time bound utilization of funds disbursed.
xi.Report on progress of MoT schemes in State covering utilization certificates, quarterly progress
reports.
xii.Any other activity to be assigned by the SLNA/MoT relating to the implementation of projects.
The services being sought from the consultants will depend upon the nature of project, however it is anticipated
that may include :
i.Prepare execution strategy for implementation of projects identified as part of Tourism Circuits,
Rural Tourism Clusters and other schemes supported by Central and State.

ii.Interaction with the market, or conduct of formal market surrounding, to confirm decisions on scope,
timing and packaging of the transaction.
iii.Preparation of bid documents including but not limited to the Request for Qualification, Request for
Proposal, and the Contract for Services.
i v.Preparation of supporting information to assist bidders in preparation of their bids, and where relevant
creation of a data room and management of access to the data room.
v.Support communication with the market and interaction with the market, including managing and
responding to requests for clarification.
vi.Preparation of an evaluation plan, assistance with evaluation and preparation of evaluation reports.
vii.Monitoring and advice on bidder performance against any conditions precedent to financial close,
and
viii.Management of other advisory inputs, and overall management of the transaction team, to ensure a
successful conclusion.
SLPMAs shall be the project management arm of the State Level Nodal Agency (State Government) and
would have to provide technical advice on the quality of output. SLPMA shall also be responsible for technical
works such as DPR preparation, project implementation, monitoring and quality assurance. SLPMAs should
be aware that agencies/departments may have specific requirements, such as for particular levels of
