Regularization of Contract Employees Scheme, 2008 and on the recommendation of the Mizoram Public
Service Commission vide letter No. 16/A/2019-MPSC dated 29.10.2020 conveyed by DP&AR(GSW)
vide I.D.No.A.32013/7(2)/2019-P&AR(GSW) dated 04.11.2020 and subject to production of Medical
Fitness Certificate and Police Verification, the Governor of Mizoram is pleased to regularize the service
of 2(two) Contractual Assistant Professors to Assistant Professor (Stage-1) in the Level 10 of Pay
Matrix in accordance with UGC Regulations, 2018 with effect from the date of issue of this Notification.
As provided under the Govt. of Mizoram Regularization of Contract Employees Scheme, 2008
dated 06.08.2008 and its subsequent amendments read with Mizoram Government Employees (Counting
of Past Service) Rules, 2020 dated 28.05.2020, past services rendered by the following contract employees
on contract basis shall be regulated by the above mentioned provisions in service matters such as pay,
leave, pension and placement to higher grade/promotion.
As provided under Clause 11.0 of UGC Regulations, 2018, they will be on probation for a
minimum period of 1 (one) year extendable by a maximum period of l(one) more year in case of
unsatisfactory performance and non- fulfillment of other conditions as prescribed by the Government
from time to time.
The newly regularized Assistant Professor (Stage-1) as shown below shall continue and report
to the place of posting as shown against their name :-

method of recruitment to the post(s) ofEntomologistunder Health & Family Welfare Department,
Government of Mizoram namely :-
1.Short title and(1) These rules may be called the Mizoram Health & Family Welfare
commencement.-Department (Group ‘A’ post) Recruitment Rules, 2020
(2) They shall come into force from the date of their publication in the
Official Gazette.
2.Application.-These rules shall apply to the post(s) specified in Column I of the
Schedule annexed to these rules.
3.Number of posts,The number of the said post(s), classification and level in the pay
classification and level inmatrix or pay scale attached thereto shall be as specified in Column
the pay matrix or pay scale.- 2 to 4 of the said Schedule.
4.Method of recruitment,The method of recruitment, age limit, qualifications and other
age limit and othermatters relating to the said post shall be as specified in Column 5
qualifications.-to 13 of the said Schedule.
5.Disqualification.-No person –
(a) who has entered into or contracted a marriage with a person
having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a
marriage with any person,
shall be eligible for appointment to the said post(s); VOL - XLIX Aizawl, Wednesday 11.11.2020 Kart ika 20, S.E. 1942, Issue No. 674
Provided that the State Government may, if satisfied that such
marriage is permissible under the personal law applicable to such
person and to the other party to the marriage and that there are
other valid grounds for doing so, exempt any such person from the
operation of this rule.
6.Training andEvery officials recruited under these rules shall undergo such
Departmentaltraining or pass such Departmental Examination as may be prescribed
Examination.-from time to time.
7.Power to transfer.-Notwithstanding anything contained in these rules, the State Governmen t,
in public interest, shall have the right and power to transfer any
officials, so recruited under these rules to any other post or position
which is equivalent in rank or grade.
8.Power to relax.-Where the State Government is of the opinion that it is necessary
or expedient so to do, it may, by order and for reasons to be recorded
in writing, in consultation with the Mizoram Public Service Commission
through the Department of Personnel & Administrative Reforms,
relax any of the provisions of these rules with respect to any class
or category of persons.
9.Saving.-Nothing in these rules shall affect reservation, relaxation of age
limit and other concessions required to be provided for the Scheduled
Castes, the Scheduled Tribes, the Ex-servicemen and other special
categories of persons in accordance with the order issued by the
Government of Mizoram from time to time in this regard.

following r ules regulating the method of recruit ment to the post(s) of Inspector/Stenographer Grade-II,
Uniformed Cadre under Mizoram Home (Police) Department, Government of Mizor am, namely:

commencement -(Group ‘B’ posts) Recruitment Rules, 2014.
(2) They shall come into force from the date of their publication in the
Official Gazette.

Application-These rules shall apply to the posts specified in column 1 of the
Schedule-I annexed to these rules.
3.
Number of posts,The number of the said post(s), their classification, P ay Band and
classification, pay bandGrade pay/pay scale attached thereto shall b e as specified in columns
and grade pay/pay sca le -2 to 4 of the said Schedule.
4.
Method ofThe method of recruitment to the said posts, age limit, qualification and
recr uitment, ageother matters relating thereto shall be as specified in columns 5 to 14
limit, qualifications, etc-of t he said Schedule.
Provided that the upper age limit prescribed for direct recruitment
may he relaxed in the case of candidates belonging to the Scheduled
Castes/the Scheduled Tribes and other special ca tegories of persons
in a ccordance with the or ders issued by the Central Government or
the Government of Mizoram, as the case may be from time to time.
5.
Disqualification-No person-
(a) who has entered into or contra cted a marriage wit h a person
having a spouse living; or - 2 - Ex-198/2014
(b) who, having a spouse living, has entered into or contracted a
marr iage with any other person, shall be eligible for appointment to
the said post(s);
Provided that the Governor may, if satisfied that such marriage is
permissible under the personal law applicable to such person and to the
other party to the marriage and that there are other gr ounds for doing so,
exempt any such person from the operation of this r ule.
6.Training andEvery Government servant recruit ed under these rules shall u ndergo such
Departmental training or pass such Departmental Examination(s) as may be prescribed
Examination-fr om time to time.
7.
Powers to transfer-Notwithstanding anything contained in these rules, the Governor of Mizoram,
in public interest, shall have power to tr ansfer any officer(s) so recruited
under these rules to any other post or position which is equivalent in rank or
grade.
8.
Power to relax-Wher e the Governor is of the opinion that it is necessary or exp edient s o to
do, he ma y, by order and for reasons to be recorded in writing and in
consultation with the Mizoram Public Service Commission through the
Department of Personnel & Administrative Reforms, relax a ny of the
provisions of these rules with respect to any cla ss or category of persons.
9.
Reservation andNothing in these rules shall affect reservation relaxation of age limit and
other concess ions-other concessions required to be provided for the Scheduled C aste /the
Scheduled Tribes and other categories of persons in accordance with the
orders issued by the Centra l Gover nment or the Government of Mizoram
from time to time in this regard.
10.
Repea l and Savings-All rules pertaining to t hese posts fra med by the Government of Mizoram
under Notification No.A.12018/l/81-APT(B) dt 17.8.1992 shall stand
repealed from the commencement of these r u les,
Provided that any order ma de, or anything done or any action taken
under the r ules so repealed or under any general orders ancilla ry thereto,
shall be deemed to have been made, done or taken under the corresponding
provisions of these r ules.

April, 2014. In exer cise of the powers conferred
by the proviso to Article 309 of t he Constitution of India, the Governor of Mizoram is pleased to make the
following rules regulating the method of recruitment to the post(s) of Enforcement Assistant under Health &
Family Welfare Department, Government of Mizor am, namely :-
1.Shor t title and(1) These Rules may be called the Mizoram Health & Family Welfare
CommencementDepartment (Group ‘C’ post, Non Gazetted) Recruitment Rules, 2014.
(2) They shall come into force from the date of their publication in the
Official Gazette.
2.
ApplicationThese rules shall apply to the posts specified in Column 1 of the
Schedule-I annexed to these rules.
3.
Number of posts,The number of the said post(s), their classification, Pay Band and Grade
classification, pa y ba ndPay/pay scale attached thereto sha ll be a s specified in columns 2 to
and grade pa y/pay scale4 of the said Schedule.
4.
Method of r ecruitment,The method of recruitment to the sa id posts, age limit, qualifica tion
age limit,and other matters relating thereto shall be as specified in columns 5
qualifications, etc.to 14 of the said Schedule.
Provided that the upper age limit prescribed for direct recruitment
may be relaxed in t he case of candidates belonging to the Scheduled
Castes/the Scheduled Tribes and other special ca tegories of persons
in a ccordance with the or ders issued by the Central Government or
the Government of Mizoram, as the case may be, from time to time.
5.
DisqualificationNo person-
(a ) who, has entered into or contracted a marr iage with a person
having a spouse living; or - 2 - Ex-192/2014
(b) who, having a spouse living, ha s entered into or contracted a
marriage with any other person, shall be eligible for appointment
to t he said post(s);
Provided that the Governor may, if satisfied that such
marriage is permissible under the personal law applicable to
such person and to the other party to the marriage and that
there are other grounds for doing so, exempt any such person
from the operation of this r ule.
6.Training and DepartmentalEvery Gover nment s ervant recruited under these rules s hall undergo
Examination.such training or pass such Departmental Exa mination(s) as may
b e pr escribed from t ime to t ime.
7.
Powers to trans ferNotwithstanding anything contained in these rules, the Governor of
Mizoram, in public interest, shall have power to transfer any officer(s)
so r ecruited under these rules to a ny other post or position which is
equivalent in rank or gr ade.
8.
Power to relaxWhere the Governor is of the opinion that it is necessary or expedient
so to do, he may, by order and for reasons to be recorded in writing
thr ough the Depar tment of Personnel & Administra tive Refor ms,
relax any of the pr ovisions of these rules with respect to any class or
category of persons.
9.
Reservation and otherNothing in these rules shall affect any reservation relaxation of age
concessionslimit and other concessions required to be provided for the Scheduled
Castes/the Schedu led Tribes and ot her ca tegor ies of persons in
accordance with the orders issued by the Central Government or
the Government of Mizoram from time to time in this regard.

June, 2013. In exercise of the powers conferred by
the proviso to Article 309 of the Constit ution of India , the Governor of Mizoram is pleased to make the
following rules regulating the method of recruitment to the post(s) of Councellor (Career) under Social
Welfa re Depart ment, na mely :-
1.Short Title and(1) These Rules may be called the Mizoram Socia l Welfare Department
Commencement(Group ‘C’ Post) Recruitment Rules, 2013.
(2) They shall come into force from the date of their publication in the
Official Gazette.
2.ApplicationThese rules shall apply to the posts specified in Column 1 of the
Annexure-I annexed to these rules.
3.Number of posts,T he nu mb er o f t he s a id p os t (s ), t hei r cla s s ifica t ion, a nd t h e p a y s ca le/
classification, pay bandattached thereto shall be as specified in columns 2 t o 4 of t he sa id
and grade pay/scale of paySchedule.
4.Method of recruitment,The method of recruitment, age limit, qualification and other matters
age limit,relating to the said post shall be as specified in columns 5 to 14 of
qualifications, etc-the a for esaid schedule.
5.DisqualificationNo person-
(a ) who has entered int o or contracted a marr iage with a person
having a spouse living; or
(b) who, having a spouse living, has entered into or contract ed a
marriage with any other person, shall be eligible for appointment
to t he said post(s);
Provided that the Governor may, if satisfied that such
marriage is permissible under the personal law applicable to such - 2 - Ex-313/2013
person and to the other party to the marriage and that there are
other grounds for doing so, exempt any person from the operation
of this rule.
6.Training and DepartmentalEvery Government servant r ecr uited under these rules shall undergo
Examination.such training or pass such Departmental Examination as may be
pres cribed from time to t ime.
7.Powers to transferNotwithstanding anything contained in these rules, the Governor
of Mizoram, in public interest, shall have the right and power to
transfer any officer so recruited under these rules to any other post
or position which is equivalent in rank or grade to any place/Department.
8.Power to relaxWhere the Governor is of the opinion that it is necessary or expedient
so t o do, he may, by order and for reasons to be recorded in writing
and in consulta tion with the Mizoram Public Service Commission
through the Department of P ersonnel & Administrative Reforms,
relax any of the pr ovisions of these rules with r espect to any class
or category of persons.
9.Reservation andNothing in these rules shall affect reservation, relaxation of age
concessionslimit and other concessions required to be provided for the Scheduled
Castes /the Schedu led Tr ibes and ot her ca tegor ies of persons in
accordance with the orders issued by the CentralGovernment or
the Government of Mizoram from time to time in t his regards.

:Column 3, 4 & 12 of the First Schedule of the Principal
Rules shall be substituted by the following, namely:-
