T he sponsor shall personally come for the renewal of the Inner Line Pass if the continuous service of the pass holder is required. 4.It shall be the responsibility of the sponsor to furnish information on the whereabouts of the pass holder is called upon to do so by the Deputy Commissioner concerned. 5.The pass holder shall not work under any person other than the sponsor. 6.The pass should be submitted for renewal at least 7 (seven) days before expiry of the pass. 7.The pass holder should produce the pass on demand by the Magistrate/Police Officer/Constable on duty or any Govt. Terms of ReferenceEstablishment:The Mentoring Group for Community Action (MGCA) is a standing committee within the National Rural Health Mission (NRHM), constituted to support and advise the Ministry of Health and Family Welfare (MoHFW) in the implementation and review of the Community Monitoring, NRHM a cross t he country. The adoption of a comprehensive framework for community-based monitoring and planning at var ious levels under NRHM places people a t the centre of the pr ocess of regularly assessing whether the health needs and rights of the community are being fulfilled. T he community monitoring process involves a three way partnership between health care providers and mana gers (health system); the community, community based organizations and NGOs and the Village/Local Council Institutions. Objectives of the C ommunity Monitor ing a nd State Mentoring Gr oup on Community Action:To provide regular and systematic informa tion about community needs, which will be used to guide the planning process appropriately. To provide feedback accor ding to the locally developed key indicators. To provide feedback on the status of fulfillment of entitlements, functioning of va rious levels of the public health system and service providers, identifying gaps, deficiencies in services, and levels of community satisfact ion, which can facilitate cor rective action in a fr amework of accountability. To enable the community and community based organiza tions to become equal pa rtners in the planning process. To increase the community sense of involvement and participation to improve responsive functioning of t he public hea lth system. Responsibilities of the State Mentoring Group on Community Action: 1.Discuss the progra mmatic and policy issues related to access to health care and to suggest necessary changes. 2.Review and contribute to the development of the State Health Plan, including the plan for implementation of NRHM at the sta te level; the committee will suggest and review priorities and overall programmatic design of the State Health Plan. 3.Discuss key issues arising from various district health committees, which cannot be resolved at the district and or block level (especially relating to budgetary allocations, recruitment policy, programmatic design etc.) and initiate appropriate act ion. 4.Discuss administra tive and financial level queries, which need urgent attention. Institute a health rights redressal mechanism at all levels of the health system, which will take action within a time bound manner. 5.Review summary report of the act ions ta ken in response to the enquiry reports. 6.Operationalize and assess the pr ogress made in implementing the recommendations of the NHRC, to actualize the right to health care at the state level. 7.Take proactive role to share any related information received from GOI and will also share achievements at different levels. ORDER 1.Wher eas, Section 61 of the Representation of the People Act, 1951 pr ovides that with a view to preventing impersonation of electors, so as to make the right, of genuine electors t o vote under section 62 of that Act more effective, provisions may be made by rules under that Act for use of Elect ors Photo Identity Card for electors a s the means of establishing their identity at the time of polling; and 2.Wher eas, Rule 28 of the Registration of Elector s Rules, 1960, empowers the Election Commission to direct, with a view to preventing impersonation of electors and facilitating their identification at the time of poll, the issue of Electors P hoto Identity Card to elector s bearing their photographs at State cost; and 3.Whereas, Rules 49H (3) and 49K (2) (b) of the Conduct of Elections Rules, 1961, stipulate that where the electors of a constituency have been supplied with Electors Photo Identity Card under the said provisions of Rule 28 of the Registration of Electors Rules, 1960, the electors sha ll produce their Electors Photo Identity Card at the polling station and failure or refusal on their par t to pr oduce those Electors P hoto Identity Ca rd may result in the denial of permission to vote; and 4.Wher eas, a combined and ha rmonious reading of the afor esaid p rovisions of the said Act and the Rules, makes it clear that although the r ight to vote ar ises by the existence of the name in the electoral r oll, it is also dependent upon the use of the Electors Photo Identity Card, where provided by the Election Commission at State cost, as the means of establishing their identity at the time of polling and that both are to be used together; and 5.Wher eas, the Election Commission made a n Order on the 28th August, 1993, directing the issue of Electors Photo Identity Card (EP IC) to all electors, a ccording to a time bound programme; and 6.Wher eas, Electors P hoto Identity Card has been issued to all registered elect ors in t he State of Mizoram; and 7.Wher eas, the Commission ha s revised the format of the electora l roll in the State of Mizora m to incorporate the photo of t he elect or alongside the other particulars of the elector and the photo electoral roll - 2 - Ex-608/2013 with photos of 100% registered electors will be used during the curr ent general election to the Legisla tive Assembly of Mizoram; and 8.Whereas, the Commission has further directed preparation of‘Authenticated Photo Voters Slip’from the database of photo electoral roll and to distribute these ‘Authenticated Photo Voters Slips’ to the elector s befor e the date of p oll for the cu rrent gener al election to the Legislative Assembly of Miz or am for identification at the polling station on the day of poll; 9.Now, therefore, aft er taking into account all relevant factors and the legal and fact ual pos ition, the Election Commission hereby directs that for the general election t o the Mizoram Legislative Assembly notified on 1-11-2013 - a.All elector s in each of the 40 Assembly Constituencies in the State, have to produce the EPIC for their identification at the polling station before casting their votes; b.Electors who, for some reason, are not able to p roduce EPIC issued to them, shall have to produce the ‘Authenticated Photo Voter Slip’ issued by “ the election machinery for their identification; c.For this purpose, Authenticated Photo Voter Slips shall be distributed to a ll electors, whose photos are a vailable in the elector al roll, a few days before the poll day, d.Retu rning Officer shall put one officer on dut y outside each polling station, dur ing polling hour s, with an additional copy of the Authenticated Photo Voter Slips, so that any elector who has not br ought his/her Authenticated Photo Voter Slip to the polling station, can collect a copy of his Authenticated Photo Voter S lip outside the polling stations; e.If a ny elect or who has been issued EPIC fails to produce his/her EPIC or the Authenticated Photo Voter Slip, then such elector shall collect the duplicate photo voter slip from the officer outside the polling station as given in (d) above and produce the same. f.For those electors whose photogr aph on the EPIC does not match, sha ll have to produce any of the following alternative photo identity documents for establishing their identity - (i)Passport (ii)Driving License (iii)Service Identity Ca rds with photograph issued to employees by Central/ State Govt.
