Any cont ract for the disposal of the said land by sale, lease, mortga ge, assignment, exchange of the status of pass or otherwise or any outlay commenced or improvement made therein without the sanction of the Collector will, under seventh clause of section 24 of the said Act , be disregarded while assessing compensation for such parts of the sa id land as may be finally acquired. The Government of Mizoram, Department of Power & Elect ricity, in pur suance of Section 10(3 ) of the Electricity Act, 2003 published the salient features of the scheme as under. SALIENT FEATURES OF THE SCHEMEThe scope of the work includes 8.0 km 132 KV Single Circuit Transmission Line, Lua ngmual Sub- Station to PHE Water Pumping Station at Dihmunzawl. LOCATION:Between Luangmual to Dihmunzawl. ESTIMATE COST:The estimated cost is Rs. 2200.00 lakhs. BENEFITS:The project will enable transmission of grid power to PHE Wa ter Pumping Station with better quality of power and improved voltage regulation. POWER FOR PLACING TRANSMISSION LINES TOWER ETC.For placing Transmission Lines, Towers, Conductors, Equipments and Appliances for the transmission Telephone/Telegraphic communications necessary for the purpose of under taking, executing and opera tion of t he scheme, Government of Mizoram, therefor e, orders that the Department of Power & Electricity, shall in accordance with the provision of Section 67, 68 and 69 of the Electricity Act, 2003 have and shall exer cise all the power of the Telegraphic lines established or maintained. Training andEvery Government servant recruited under these rules shall undergo Departmentalsuch training or pass such Departmental Examination(s) as may be Examinationpres cribed from time to t ime. 7.Powers to transferNotwithstanding anything contained in these rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officer so recruited under these rules to any other post or position which is equivalent in rank or gr ade. 8.Power to relaxWhere the Governor is of the opinion that it is necessary or expedient so t o do, he may, by order and for reasons to be recorded in writing andin consulta tion with the Mizoram Public Service Commission through the Department of Personnel and Administrative Reforms, relax any of the pr ovisions to these rules with r espect to any class or category of persons. 9.Reservation and otherNothing in these rules shall affect reservation, relaxation of age concessionslimit and other concessions required to be provided for the Scheduled Castes/the Scheduled Tribes and other categories of persons in accordance with the orders issued by the Central Gover nment or the Government of Mizoram from time to time in this regard. Lalnghakliana, Treasury Officer, Aizawl South Treasury on 8 .11.2004 at 9:00 PM. Born on 1.3.1962, he entered into Government service as L.D.C in the office of the E.E.,P.W.D Serchhip on 13.9.1979 and then joined Mizoram Finance & Accounts Service on 16.10.1997 through Limited De- part ment al E xaminat ion while he was holding t he po st o f Audit o r. He served in var io us capacities under the Government of Mizoram. He was posted as Asst. Examiner of Local Accounts in the Directorate of Accounts & Treasuries from 16.10.1997 and a brief stint on temporary posting as Sub Treasury Officer, Champhai from 24.3.1998 to 7.5.1998 after which he was posted as A.E.L.A again followed by his posting as Treasury Officer, Aizawl South Treasury from 30.11.2001 and has been serving there till he breathed his last. He served the Go vernment of Mizoram with utmost sincerity and devotion to duty proving himself an efficient officer. The Government of Mizoram places on record its appreciation of the sincere service rendered by Pu L.M. Lalnghakliana and conveys its heartfelt sympathy to the bereaved family. He was promoted to Divisional Account- ant on 24.10.1975. He was promoted again to the Junior Grade of Mizoram Finance & Accounts Service on 12.7.1991 and posted to Industries Department (Geology & Mining Wing) as Finance & Accounts Officer. He held various posts as indicated below :- Finance & Accounts Offecer, Higher & Tech. Edn. :from 6.1.1993 Asst. Director, Accounts & Treasuries:from 15.11.1994. F.A.O., Environment & Forests:from 1.4.1998 F.A.O., Printing & Stationery.:from 21.8.2001. Promoted to Senior Grade of MFAS on 4.3.2003. Dy. Director of Accounts, RD.:from 4.3.2003. Dy. Director of Accounts, A.T.I.:from 30.7.2003. His last posting was in the Directorate of Accounts and Treasuries as Deputy Director from 26.5.2004 an has been serving there till he breathed his last. He served the Government of Mizoram with utmost sincerity and devotion to duty proving himself and efficient Officer.
