T he Government of India , MORTH (Minis try of Road Transport & Highwa ys), as per amended Rule 50 of the Central Motor Vehicle Rules, 1989 introduced a new plate for display of registration marks on all motor vehicles (commercial as well a s priva te). The new plate has a number of unique in-built security featur es a nd with these featur es a nd specifica tions, the display plate HSRP (High Security Registr ation Plates), is to be affixed on all the a lready registered vehicles within two years fr om date of start of the new system. Now in pursuance of sub clauses (x) (xc) and (xi) of clause 4 of the Motor Vehicles (New High Security Registration Plate) Order 2001 a nd directions vide (i) Order dated 30 .11.04 in W.P. (c) No.41 of 2003-Association of Registration Plates Vs UOI & Ors., (ii) order dated 08 May 2008, 05 May 2009 and Judgments Dt.7.4.2011, 30.08.11, 13.10.11 & 8.12.11 of the Hon’ble Supreme Court in Writ Petition (civil) No.510 of 2005-MS Bitta Versus Union of India and Ors, (ii) vide Orders dated 16.13.08 in Writ Petition (Civil) No. 581 of 2008-All India Private Vehicle Owners Association, Vs. UOI and Ors., and (iii) vide Orders dated 5.1.09 in Writ Petition (Civil) No.201 of 2008 S.H.K. Vishweshwar Vs UOI, the Stat Government hereby authorize M/s Shimnit Utsch India P vt. Ltd. to supply High Security Registrations Plates of such specifications as prescribed in rule 50 of the Central Motor Vehicle Rules, 1989 in the State of MIZORAM in respect of all types of motor vehicles (inclusive of already r egistered and newly registered). This Government Order shall be deemed to have come into effect from 27 th April 2012. All vehicles to be registered on or a fter 27th of April 2012 shall be required to affix HSRP, Vehicles registered pr ior to this date shall be required to affix HSRP within two years thereafter as per the schedule mentioned below. As per Government regulation, all the new vehicles will have to affix new high security r egistra tion plates on their vehicles a t the time of registr ation of the vehicle. No registration documents will be issued unless the vehicles owner s have obtained the new HSRP and submitted proof of the same. In case of already registered vehicles, the replacement of the old plates has to be completed within two years from the date of implementation. In or der to ensure smooth r eplacement of the old plates, the Transport Department will enforce the following phased progra m of replacement for different vehicles. Vehicles of a n series can a lso come at any time before their allotted schedule. All the commercial vehicles will have to replace the existing old plates with the new HSRP at the time of payment of taxes/r enewa l of permits. No permit sha ll be renewed unless the old pla te ha s been replaced with the new HSRP. All vehicles owner applying to DT O’s for any change in documents such as ownership etc. will have to immediately switch over to HSRP before any such p ermission is given. All vehicles plying on the road fitted with lookalike HS RP’s/Anti Theft Regist ration Plates/Smart Number Plates or plates with lookalike features such as Hologram/IND mark/ “INDIA” inscr iption etc. shall immediately within 1 month from the appointed date replace their Registration plates to HIGH SECURIT Y REGISTRATION PLATES issued only through the Registering Authority. Henceforth from the date of issuance of this order all t hese lookalike HSRP plates a re declared as forged license plates and the use of these will be termed as illegal and will attract penalties as per law. Note 3: Any vehicle owner not complying to the above schedule sha ll be deemed to have violated provisions of Section 39 of the Motor Vehicle Act and their vehicles shall be deemed to be plying without registration and liable to action in terms of Section 53, 54 and 192 of the said Act. Deta iled pr ocedure/application form for fixation of the HSRP as also the cost of the HSRP to be paid directly to the manufactur er can be obtained dir ectly fr om the manufacturer ’s Affixation Sta tion etc. On submission of the form and payment of the fees the Vehicle owners will be given a pa rticular date a s to when the HSRP shall be affixed onto the vehicle. Base on that da y the vehicle ownner will have to come to the DTO premises to get the HSRP affixed. All vehicle owners are requested to cooperate in proper implementation of the scheme of HSRP which is in the overall interest of all concerned. It may also be noted that not-adherents to the above orders is an offence in term of various provisions of the Motor Vehicles Act, 1988. By Order, etc. H. BE it enacted by Parliament in the Sixty-second Year of the Republic of India as follows:- 1.(1) This Act may be called the Chartered Accountants (Amendment) Act, 2011. 2.(2) In the Cha rtered Accountants Act, 1949 (her einafter referred to as the principal Act), in section 2,- (i) in sub-section (1),- (a) after clause (c), the following clause shall be inserted, namely:- ‘(ca) “firm” shall have the meaning assigned to it in section 4 of the Indian Partnership Act, 1932, and includes,-Short title and commencement. C-500.(i) the limited liability partnership as defined in clause (n) of sub-section (1) of section 2 of the Limited Liability Partnership Act, 2008; or (ii) the sole proprietorship, registered with the Institute;’; (b) after clause (ea), the following clauses shall b e inserted, namely:- ‘(eb) “partner” shall have the meaning assigned to it in section 4 of the Indian Partnership Act, 1932 or in clause (q) of sub-section (1) of section 2 of the Limited Liability Partnership Act, 2008, as the case may be; (ec) “partnership” means- (A) a partnership as defined in section 4 of the Indian Partnership Act, 1932; or (B) a limited liability partnership which has no company as its partner;’; (c) after clause (ha), the following clause shall be inserted, namely:- ‘(haa ) “sole pr opr ietor ship” means an individua l who engages himself in the practic of accountancy or offers to perform services referred to in clauses (ii) to (iv) of sub-section (2);’; (ii) in sub-section (2),- (a) after the words “chartered accountants in practice”, the words “or in partnership with members of such other recognised professions as may be prescribed” shall be inserted; (b) in theExplanation, for the words “ a firm of such chartered accountants”, the words “a firm of such chartered accountants or fir m consisting of one or more chartered accountants and members of any professional body having prescribed qualifications” shall be substituted. 3. In section 25 of the principal Act, in sub-section (1), the following Explanation shall be inserted, namely:- ‘Explanation.- For the removal of doubts, it is hereby declared that the “company” shall include any limited liability partnership which has company as its partner for the purposes of this section.’ 6 of 2009 9 of 1932 6 of 2009 9 of 1932 Amendment of section 25.

(4) To administer the procedur es to enter int o agreement with other agencies, home and abroad for and on behalf of the School. (5) To execute and approve detailed plans and programmes prepared and suggested for the furtherance of the objectives of t he Schools. (6) To determine the pr ocedures, terms and conditions to affiliate the Schools a nd any institutions having objectives similar to those of the Schools or to recognize other Institutions. (7) To effectively implement the Curricula, Syllabi etc. a s laid down by the Education Department either by the State Govt. or the Central Govt.
