The Mizoram Value Added Tax (Amendment) Rules, 2024
In exercise of the powers conferred by section 81 (1) of the Mizoram Value Added Tax Act, 2005 (Act No. 1 of 2005), the Government of Mizoram hereby makes the following rules further to amend the Mizoram Value Added Tax Rules, 2005, namely:-
1. Short title, extent and commencement.- (1) These rules may be called the Mizoram Value Added Tax (Amendment) Rules, 2024.
(2) It shall have the like extent as the principal rules.
(3) They shall come into force on the dated of publication in the official gazette.
2. Insertion of Rule 17A.- In the Mizoram Value Added Tax Rules, 2005 (hereinafter referred to as the principal rules, after rule 17, the following rule 17A shall be inserted as follows, namely:-
“17A (1) Every registered dealer shall, in addition to the VAT return furnished by him in Form 5 under Rule 17, furnish the details of Cess levied for Social Infrastructure and Services and Road Maintenance in Section C of the said Form.
(2) The Cess shall be deposited in a separate, distinct and exclusive Head of Account to be created.
(3) Budget provisions shall be made and shown separately under the expenditure Heads of Account of the Departments concerned with the activities related to Social Infrastructure and Services and Road Infrastructure.
(4) All the projects proposed should have concurrence/approval of the concerned Line Department in the State Government which will operationalized and maintain the project after its completion.
(5) Departments will submit their proposals to Finance Department to sanction projects out of respective cess funds.
(6) Road Maintenance Cess will be utilized fully by the Mizoram Road Fund Board for maintenance of various roads.
(7) Social Infrastructure and Services Cess shall be utilized for following purposes. This list is not exhaustive is only indicative.
(a) Human resources development infrastructure: Construction of School,additional classrooms, hostels, computer literacy centres/digital education centres, science laboratories in schools, basic support infrastructure, drinking water units, toilets in schools, slow learner centres. Degree Colleges, higher institutes of technical studies such as Medical, Nursing Colleges, Agriculture Colleges, etc.

Extension of the Consultancy Works of 14 (fourteen) Consultancy Firms
Whereas 14 (Fourteen) Consultancy Firms to execute ‘Information & Communication Technology/IT Project Implementation’ for non-works Departments under the Govt. of Mizoram have been empanelled as Grade ‘A’, ‘B’& ‘D’ in line with Rule 92, 95, 96, 98 and 99 of the ‘Mizoram Public Procurement Rules, 2020’ vide Notification No. A.46011/1/2024—F.Est/189-190 dated 22.08.2024.
And whereas while works Departments can execute infrastructural Development works etc. they cannot implement ‘Information & Communication Technology/IT Project Implementation’ for want of Expertise to execute such works.

Guidelines for Grant of Permission for Scientific Research in Protected & Other Forest Area in the State of Mizoram
In supersession of Environment, Forests & Climate Change Department’s Notification of even no. dt.07.08.2023 and in exercise of the powers conferred by sections 12, 17 (B) and 28 of the Wildlife (Protection) Act, 1972, and in the interest of public service, the Governor of Mizoram is pleased to notify the Guidelines for Grant of Permission for Scientific Research in Protected Areas and Other Forests outside Protected Areas in the State of Mizoram, which shall come into force with effect from date of publication in the official Gazette and shall remain in operation till such time the State Government may consider deem fit and proper, as follows:
GUIDELINES FOR GRANT OF PERMISSION FOR SCIENTIFIC RESEARCH IN PROTECTED AND OTHER FOREST AREAS IN THE STATE OF MIZORAM
Scientific Research in basic ecology, conservation biology and the social sciences (in so far as they seek to understand the socio-economic dynamics of the impact of people and forests on each other) is vital for better understanding of the current status of various species and their habitats, the structure and functions of ecosystems, the ecology of species, and their interaction with human society. Knowledge generated from scientific research is essential for wildlife and forest managers to identify the appropriate conservation and field management strategies. Such knowledge is also necessary for identifying sustainable and eco-friendly livelihood options for people living in and around forests which can reduce human footprint in wildlife habitats.
The case for such scientific knowledge is particularly strong in Mizoram as it is one of the most biological diverse states of India and a globally important biodiversity hotspot. Yet there is ^yery little information available on the state’s rich wildlife heritage. Even complete species inventories are not available for most areas of the state let alone more detailed studies of ecological conservation requirements of individual species.
As per guidelines of the National Wildlife Action Plan (2017-2031), research projects to identify/measure biological diversity, monitor the status of indicator/flagship/threatened species of /flora and fauna, study their breeding biology, and the socio-economic aspects of conservation should be given priority even within Protected Areas. Such research is needed for identifying high diversity value areas, for developing ecosystem and landscape-level management strategies, and to overcome specific management problems in Protected Areas.

On submission of Deed for change of name by Pu Rorelliana, Peon, Khawbung RD Block, it is hereby notified that the name of the official should henceforth be read as Rorelliana instead of Rorelliana Chawngthu as per O.M issued by DP & AR (GSW) vide No.A.47012/1/2016-DP&AR (GSW) Dated 17.01.2017.

and in the interest of public service, the competent authority is pleased to constitute Agricultural Market
Assurance Fund Implementing Agency comprising of the following members with immediate effect and
until further orders.

Terms of Reference :
1) The Implementing Agency will be the executing body of AMAFMB and will function as one of the
cells/wings under the Directorate of A&FW Department headed by the Managing Director.
2) All files shall be submitted to the chairman/co-chairman of AMAFMB through Secretary, A&FW
Department & Member Secretary, AMAFMB.
3) Prior approval of the chairman, AMAFMB through Secretary, A&FW Department & Member
Secretary, AMAFMB shall be taken on all financial matters.
Appropriate Assisted Reproductive Technology and Surrrogacy Authority/Appropriate Authority
In supersession of this Department’s
Notification No. B.17011/6/2022-HFW(ART)/53 dated the 10th March, 2022 and in the interest of public
service, the Governor of Mizoram is pleased to re-constitute the ‘Appropriate Assisted Reproductive
Technology and Surrogacy Authority/Appropriate Authority’ under sub-section (2) of section 12 of the
Assisted Reproductive Technology (Regulation) Act, 2021 and under sub-section (2) of section 35 of the
Surrogacy (Regulation) Act, 2021 comprising of members as given below for the state of Mizoram for the
purpose of the Assisted Reproductive Technology (Regulation) Act, 2021 and the Surrogacy (Regulation)
Act, 2021 with immediate effect and until further order

passed by the Third Session of the Ninth Mizoram Legislative Assembly held on 21st August, 2024 as
required under Article 371(G) of the Constitution of India, the Governor of Mizoram is pleased to order
Adoption of The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 in the State of Mizoram with immediate effect.
