In partial modification of the Mizoram Health & Family Welfare Department (Group ‘B’ post) Recruitment Rules, 2023, issued vide Notification No.A.12018/ 16/2020-P&AR(GSW) dt. 17.08.2023 and published in the Mizoram Gazette Extraordinary Issue No. 433 dt. 21.08.2023, the Level of Pay shown in Column 4 of the schedule should be read as “Level-06 in the Pay Matrix ( Rs. 35400 - Rs. 78800)”.

Imposition of a Solatium of one hundred percent for acquisition of land for payment under NH Act, 1956

WHEREAS the Department of Land Revenue & Settlement, Govt. of Mizoram is allocated the subject matter of “All matters pertaining to land acquisition” under the Government of Mizoram (Allocation of Business) Rules,2019 and the department is competent to issue instructions, orders, notifications, etc. pertaining to land acquisition.
AND WHEREAS the term or word “Land” under any land acquisition law of the Union of India or the State of Mizoram or under Section 3(b)of the National Highways Act,1956 (in short N.H Act,1956) and Section 3(p) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act,2013 (in short the RFCTLARR Act,2013) is defined as (“land” includes benefits to arise out of land and things attached to the earth or permanently fastened to anything attached to the earth] which implies that structures, assets, crops, fruits, trees, etc. attached to the earth should be assessed for compensation.
AND WHEREAS any land acquisition is undertaken under the provisions of the N.H Act,1956 which is subsuming with the Fourth Schedule of the RFCTLARR Act,2013 vide Section 105 (3) that determination of compensation in accordance with the First Schedule; Second and Third Schedules being beneficial to the affected families; shall apply to the cases of land acquisition under the enactments in the Fourth Schedule as the case may be; which includes; amongst other 13(thirteen) numbers of enactments; the National Highways Act,1956 at serial number 7 of the Fourth Schedule for assessment of compensation under the RFCTLARR Act,2013.
AND WHEREAS Village Councils/Local Councils are not authorized under land revenue law(s) of the State of Mizoram to allot Agriculture or Garden Passes of land except for House Passes for residential purpose in those village perimeters which are not declared or notified by Land Revenue & Settlement Department, Govt.of Mizoram from time to time as Revenue Village under Revenue Circle or Revenue Sub-Division or Revenue District. The claim for land value or earth value on the basis of Land Passes issued by the Village Council or Local Council for agriculture or garden shall not be assessed. However, value of properties such as structures, assets, crops, fruits, trees, etc. attached to the earth should be assessed for compensation.

4. That the letters 'K' which appears in my name and in my father's name stands for 'Khiangte' which is a sub-tribe of Mizo.
5. That the purpose of this affidavit is to prove and declare that my true and correct name is K.Malsawmtluanga, S/o K.Rozama and it should be recorded as such in my PAN Card.
6. That the statements made in this para and in para Nos. 1-5 are true and correct to the best of my personal knowledge and belief and nothing material facts has been concealed therein.

(2) Any form of research to be conducted on disability which involves invasive methods of data collection shall need the approval of the Committee. The researcher/research organization will have satisfy the Committee with its queries.
(3) The Committee may cause itself or any other entity to undertake research on issues/matters related to disability especially in rehabilitation including development of aids and appliances through innovation.

Fixation of Survey Fees

In exercise of the power conferred under Section 14 of the Mizoram (Land Survey & Settlement Operation) Act, 2003 read with sub-rule (1) of Rule 13 of the Mizoram (Land Survey & Settlement Operation) Rules, 2009 and in supersession of all notifications earlier issued in this regard, the Governor of Mizoram is pleased to fix the Survey Fees for all land survey to be carried out under Rule 4 of the Mizoram (Land Revenue) Rules, 2013 as shown in the Schedule attached herewith with immediate effect and until further orders.

By this Affidavit I, the undersigned Chuaungo Lalhmunsanga son of Rongura aged about 47 years, previously known as C. Lalhmunsanga a permanent resident of Reiek, Mamit District, Mizoram, do hereby solemnly declare:-

The Mizoram State Higher Education Council Rules, 2024

As per approval of the Council of Ministers meeting held on 09.08.2024 circulated vide Memo No.J.11011/1/2024-POL/Vol-I, dated 09.08.2024, and in exercise of the power conferred by section 21 of the Mizoram State Higher Education Council Act, 2017 (Act 11 of 2017),the Government of Mizoram is pleased to make the following rules, namely:-
1. Short title, extent and commencement .-
(1) These rules may be called The Mizoram State Higher Education Council Rules, 2024.
(2) It shall have the like extent as the Principal Act.
(3) They shall come into force from the date of publication in the Official Gazette.
2. Definitions.-
(1) In these rules, unless the subject or context otherwise requires, –
(a) “Act” means The Mizoram State Higher Education Council Act, 2017;
(2) Words and expressions used herein but not defined shall have the same meanings assigned to them in the Act.
3. Council Secretariat: Staff Composition and Salary/Sumptuary Allowances .-
(1) The Office of the Executive Council shall be administered by the Member Secretary, assisted by adequate number of staff whose nature of appointment will be as per sub-section (1) of section13 of the Act. The supporting officers and staff may comprise of such employees as decided by the Executive Council to the barest minimum subject to further approval of the Government.
(2) In case the Vice Chairman and the Member-Secretary are not full-time appointees, the incumbents shall be entitled to monthly sumptuary allowancesas decided by the Government from time to time.
4. Council Meetings & Allowances.-
(1) The Executive Council may normally convene quarterly meetings and the meetings shall be notified by the Member Secretary on the advice of the Chairman/ Vice Chairman at least 7 days in advance.
