The Mizoram Horticulture Dept. (Group 'C' posts) RR, 2024 (Horticulture Demonstrator)
In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Horticulture Department (Group ‘C’ posts) Recruitment Rules, 2013 notified in the Mizoram Gazette extraordinary issue number 597 dated 20.11.2013, except as respect things done or omitted to be done before such supersession, the Governor of Mizoram hereby makes the following rules regulating the method of recruitment to the posts of Horticulture Demonstrator under Horticulture Department, Government of Mizoram namely :-

Corrigendum on the Mizoram Health & FW Dept. (Group 'B' post) RR, 2023.
In partial modification of the Mizoram Health & Family Welfare Department (Group ‘B’ post) Recruitment Rules, 2023, issued vide Notification No.A.12018/ 16/2020-P&AR(GSW) dt. 17.08.2023 and published in the Mizoram Gazette Extraordinary Issue No. 433 dt. 21.08.2023, the Level of Pay shown in Column 4 of the schedule should be read as “Level-06 in the Pay Matrix ( Rs. 35400 - Rs. 78800)”.

Imposition of a Solatium of one hundred percent for acquisition of land for payment under NH Act, 1956
WHEREAS the Department of Land Revenue & Settlement, Govt. of Mizoram is allocated the subject matter of “All matters pertaining to land acquisition” under the Government of Mizoram (Allocation of Business) Rules,2019 and the department is competent to issue instructions, orders, notifications, etc. pertaining to land acquisition.
AND WHEREAS the term or word “Land” under any land acquisition law of the Union of India or the State of Mizoram or under Section 3(b)of the National Highways Act,1956 (in short N.H Act,1956) and Section 3(p) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act,2013 (in short the RFCTLARR Act,2013) is defined as (“land” includes benefits to arise out of land and things attached to the earth or permanently fastened to anything attached to the earth] which implies that structures, assets, crops, fruits, trees, etc. attached to the earth should be assessed for compensation.
AND WHEREAS any land acquisition is undertaken under the provisions of the N.H Act,1956 which is subsuming with the Fourth Schedule of the RFCTLARR Act,2013 vide Section 105 (3) that determination of compensation in accordance with the First Schedule; Second and Third Schedules being beneficial to the affected families; shall apply to the cases of land acquisition under the enactments in the Fourth Schedule as the case may be; which includes; amongst other 13(thirteen) numbers of enactments; the National Highways Act,1956 at serial number 7 of the Fourth Schedule for assessment of compensation under the RFCTLARR Act,2013.
AND WHEREAS Village Councils/Local Councils are not authorized under land revenue law(s) of the State of Mizoram to allot Agriculture or Garden Passes of land except for House Passes for residential purpose in those village perimeters which are not declared or notified by Land Revenue & Settlement Department, Govt.of Mizoram from time to time as Revenue Village under Revenue Circle or Revenue Sub-Division or Revenue District. The claim for land value or earth value on the basis of Land Passes issued by the Village Council or Local Council for agriculture or garden shall not be assessed. However, value of properties such as structures, assets, crops, fruits, trees, etc. attached to the earth should be assessed for compensation.

I, K. Malsawmtluanga, S/o K. Rozama, R/o Ngopa, Saitual District, Mizoram, aged about 39
years do hereby solemnly affirm as follows:-
1. That I am a bonafide citizen of India belonging to Scheduled Tribe community of Mizo.
2. That my real and correct name is K.Malsawmtluanga and my father's real and correct name is K.Rozama which are correctly recorded/entered in my Aadhaar Card and other official documents.
3. That in my Permanent Account Number (PAN Card) No. ALNPT6286B, my name has been inadvertently recorded/entered as Malsawntlunga, S/o Rozama Khiangte which is incorrect.
4. That the letters 'K' which appears in my name and in my father's name stands for 'Khiangte' which is a sub-tribe of Mizo.
5. That the purpose of this affidavit is to prove and declare that my true and correct name is K.Malsawmtluanga, S/o K.Rozama and it should be recorded as such in my PAN Card.

Re-constitution of State Committee for Research in Disability
In exercise of the power conferred under Section 6(2)(ii) of the Right of Persons with Disabilities Act, 2016, the Governor of Mizoram is pleased to re-constitute State Committee for Research on Disability for a period of 3(three) years with immediate effect.
The members of State Committee for Research on Disability are as follows :

The functions of Committee are -
(1) To ensure that no person with disability be a subject of any research without his/her free and informed consent obtained through accessible modes, means and formats of communication, and
(2) Any form of research to be conducted on disability which involves invasive methods of data collection shall need the approval of the Committee. The researcher/research organization will have satisfy the Committee with its queries.
(3) The Committee may cause itself or any other entity to undertake research on issues/matters related to disability especially in rehabilitation including development of aids and appliances through innovation.
This superceedes Notification No. B. 13016/58/2017-SWD/Pt dt. 22.2.2018

In the interest of public service, the Competent Authority is pleased to constitute a Nomination Committee of Best Skilled Trainer for 9 (nine) nos. and Best Master Trainer for 3 (three) nos. in short term training for National Award for Excellence in Vocational Training & Entrepreneurship Training Development for the year 2024, comprising of the following members.
