Pi Lalthansangi, Accounts Officer, posted in the Office of DCSO, Aizawl ‘West’ is hereby allowed to change her name to Lalthansangi Chawngthu. Henceforth, her name shall be written as Lalthansangi Chawngthu in her service records and all other official documents.

1. That on 12th December, 2022, as per our request, an adoption application has been filed by the
District Child Protection Unit, Dunglena Building, Laipuitlang, Aizawl in respect of a child of our
relative- Martha Vanlalhriati, Date of Birth: 6th September, 2007 whose biological parent is Shri
Lalthlengliana S/o Vaichana, aged about 33 years, R/o Khawzawl, Mizoram.
2. That accordingly, the District Magistrate, Aizawl District, Aizawl Mizoram had allowed the aforesaid
adoption application by issuing an adoption order in respect of Martha Vanlalhriati, Dated 15th
December 2022, in our favour.
3. That by virtue of Section 63, The Juvenile Justice (Care & Protection of Children) Act 2015, r/w
Section 22, The Juvenile Justice (Care & Protection of Children) Amendment Act, 2021 the aforesaid
child Martha Vanlalhriati have become our adoptive child, and we Shri David Zodinpuia and Smt.
Babie Lalduhsangi have become her adoptive parents, and we, her adoptive parents have become
her parents as if she had been born to us, for all purposes, including intestacy, with effect from the
date on which the adoption order takes effect, and on and from such date, all her ties in the family
of her birth had stand severed and replaced by those created by the adoption order in the adopted
family.
4. That subsequently, the aforesaid Martha Vanlalhriati had made a declaration for the same to the
general public on two leading local newspapers namely- Vanglaini and The Aizawl Post for three
continuous dates in the month of January, 2024.

WHEREAS the Government of Mizoram has taken an initiative to develop Tuirini SHP (24MW), Tuivai HEP (210MW) and Tlawng HEP (120MW) near Lungleng Village for the state to be self-sufficient in power generation.
And Whereas acquisition of submergence area is required for the Turini SHP, Tuivai HEP and Tlawng HEP and any land if allotted after the date of this order is likely to be hazardous for the safety and health of the public.
And whereas land acquisition for the project would be done later under the relevant Land Acquisition Act and allotment of land is required to be freezed as per the provisions of chapter III sub-section (3) of section 16 read with Section 17 of the Mizoram (Land Revenue) Act, 2013.
Now, therefore, in the interest of the public, the Governor of Mizoram is pleased to order with immediate effect till completion of the land acquisition for the said projects that:-
a) All vacant Goverment lands lying 100 metres from the submergence areas of Turini SHP, Tuivai HEP and Tlawng HEP are hereby frozen and no fresh application for allotment of land or extension of landholding by way of annexing additional vacant land shall be processed or approved by any competent authority within the said area; and
b) The land records of all valid land holdings along the said projects shall be updated by the District Collector/competent authority for land acquisition or the District Settlement Office concerned under the close supervision of Land Revenue & Settlement Department, within a period not exceeding 2 months from the date of this notification, by way of
i) Mutation of land on valid transfer of “will’ ratified by a competent Court or on the order of a competent Court; or
ii) Renewal of expired temporary land allotments shall not be done under the provisions of the Mizoram ( Land Revenue) Act, 2013 and the rules thereunder, so as to avoid delay in the acquisition process.
