Transferred and mutated a non-forest land at Sasaw Tlang, Sawleng under Aizawl District
Whereas, the State Land Revenue & Settlement Department has transferred and mutated a non-forest land at Sasaw Tlang, Sawleng under Aizawl District covering an area of 4.89 ha in lieu of the forest land to be diverted for the purpose of Construction of Mizoram State Road Project (MSRP) - II (Grade - I) for Tlabung - Kawrpuichhuah Road vide Notification No.K.15012/11/2020-REV dt.07.10.2021 as required by the Guidelines of Ministry of Environment, Forest & Climate Change for the grant of approval for diversion of forest land under Forest (Conservation) Act, 1980;
And, whereas, such a mutated non-forest land has to be declared as reserved forest or protected forest under the relevant State laws so that the plantation raised in lieu of the diverted forest land can be maintained and protected permanently as stipulated by the said guidelines as well as by the Central Government vide letter No. 3-MZ C 067/2026- SHI/1855-56 dt.26.09.2023 that conveyed approval for diversion of the said forest land;
And, whereas, the non-forest land transferred and mutated by the State Land Revenue & Settlement Department from their land bank does not require further inquiry into the existence of claims of rights and objections thereby permitting declaration of such mutated non-forest land as reserved forest/protected forest;

Boundaries of Kawrthah Forest Division with its Ranges
In supersession of earlier Notification issued vide No.FOR.202/79/31(A) dt.03.07.1982, the boundaries of Kawrthah Forest Division with its Ranges are notified as follows :
KAWRTHAH FOREST DIVISION :
NORTH : The boundary starts from interstates tri-junction of Mizoram, Tripura and Assam at R.Langkaih and running east along interstate boundary of Mizoram and Assam till it meets the inter division boundary with Mamit Forest Division.
EAST : It then follows inter division boundary southwards along R.Teirei upstream till the crossing of BRTF road at Teirei Forest.
SOUTH : The boundary follows BRTF road southward till it meets KDZKT road at Tuilutkawn. It then follows KDZKT road northward till source of Thlerpuilui, a tributary of Sengmatawklui and runs downstream till meeting with Sengmatawklui and the boundary runs downstream till meeting with Luite dam, then follows Luite dam upstream upto source and then runs 209 mtr along the ridge and towards south direction upto saddle at Thuamluia’s abandoned jhum and follows Bakpuilui downstream. It then runs till meeting with Ramrilui and then runs upstream till source at KDZKT road. The boundary goes southward along the road upto source of Aitamlui, running downstream till meeting with Banruhtliah/Gundalui, and then goes upstream till source then runs across the slope south east upto about 3 km crossing Ulu Chhara and Malpui stream, it runs southward parallel to the ridge of Hachhek tlang then meeting Thaichanglui and runs downstream about 100 mtr crossing BRTF road till meeting with small stream from Persang tlang. It then runs upstream of the small stream upto Persang tlang ridge and towards west then to the sources of Sailui, running downstream to Sailui till meeting with Sazalui (also known as Tuilianpui).
WEST : The boundary follows Sazalui upstream till interstate boundary of Mizoram and Tripura, it then runs along interstate boundary till meeting with the starting point at R.Langkaih.
Area : 784 Sq.km.

Rehabilitation and upgradation of NH - 102 B for improvement of efficiency of freight movement
Whereas the rehabilitation and upgradation of
NH - 102 B for improvement of efficiency of freight movement in the state of Mizoram was taken by the Ministry of Road Transport and Highways, Government of India along the Keifang - Tuivai (122 Km.) Package - I and Package - III.
Whereas the lands required for the said project was acquired by the Ministry of Road Transport & Highways vide Notification No. S.O. 2911 (e) dt. 23.07.2021 and No. S.O.4451 (E) dt.26.10.2021.
And whereas mutation of the acquired lands is required by the existing land law of the State Government viz. The Mizoram (Land Revenue) Act,2013 and the Mizoram (Land Revenue) Rules, 2023.
Now, therefore, the Competent Authority is pleased to mutate the acquired land falling within the Co-ordinates of NH - 102 B at Annexure - I in the name of the President of India and Land Lease Certificate should be issued accordingly under the existing land law and rules stated above.

Expansion of LPG Bottling Plant at Mualkhang
WHEREAS an area of 1.8 Ha additional land within Riverine Reserve Forest of river Tlawng has been utilized for non-forest purpose for the Expansion of LPG Bottling Plant at Mualkhang and the area so diverted has to be compensated from non-forest land within the State of Mizoram as provided under the Forest (Conservation) Act, 1980.
Now, therefore, the Government of Mizoram is pleased to allot an area of 1.8 Ha of land located at Thifahnuk kawi ram, Tlungvel to Environment, Forests & Climate Change Department, Government of Mizoram as specified in the Site Plan (attached herein) in lieu of diversion of forest land for construction of extension of LPG Bottling Plant within Riverine Reserve Forest area with immediate effect.

Constitute the Mizoram Electricity Regulatory Commission (MERC)
In the interest of public service and as approved by the Council of Ministers and in pursuant to Section 82 of The Electricity Act, 2003, the Governor of Mizoram is pleased to constitute the Mizoram Electricity Regulatory Commission (MERC) with effect from 23.07.2024.
The Governor is further pleased to allow Er.Benjamin L.Tlumtea, MEMBER of JERC(M&M) appointed by the Government of India to represent Mizoram to take charge of Chairperson until formal appointment of the Chairperson is made.
Upon constitution of the Mizoram Electricity Regulatory Commission (MERC), the existing 15(fifteen) staff and Provisional Employees/Muster Rolls will be retained in the Mizoram State in the same capacity at Mizoram Electricity Regulatory Commission (MERC) until their formal absorption is made.
