The Joint Electricity Regulatory Commission for Manipur & Mizoram (Electricity Supply Code) (Eighteenth Amendments) Regulation, 2024

In exercise of powers conferred under Section 50 read with Clause (x) of Sub-section (2) of Section 181 of the electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, the Joint Electricity Regulatory Commission for Manipur & Mizoram hereby makes the following regulations to amend the Joint Electricity Regulatory Commission for Manipur & Mizoram (Electricity Supply Code) Regulations, 2013 (herein referred to as “Principal Regulations”), namely;
1. Short title and commencement:-
1) This Regulation may be called the Joint Electricity Regulatory Commission for Manipur & Mizoram (Electricity Supply Code) (Eighteenth Amendments) Regulation, 2024.
2) This Regulation shall extend to the whole States of Manipur & Mizoram and shall apply in relation to all matters falling within the jurisdiction of the Commission.
3) This Regulation shall come into force from the date of their notification in the Official Gazette of the concerned States.
2. Amendments in Regulation 4 of the Principal Regulations:-
(a) Clause 4.29 of the Principal Regulations shall be substituted by the following:
‘4.29 The licensee shall, at the time of receipt of application form, stipulate a date for inspection of applicant’s premises in mutual consultation with the applicant’ under written acknowledgement. The date of inspection must be scheduled within 2 working days in Class-I cities, 3 working days in urban areas and 5 working days in rural areas from the date of receipt of application form.’
(b) Clause 4.33 of the Principal Regulations shall be substituted by the following:
‘4.33 The applicant shall get all the defects removed/ rectified within 2 working days for Class I cities, urban areas and rural areas from receipt of intimation of defects as specified in clause 4.32 of this Code and inform the licensee in writing under acknowledgement. In case the applicant fails to remove such defects or fails to inform the licensee about removal of the defects within the above stipulated period, the application form shall stand lapsed and the applicant will have to apply afresh. The licensee may grant additional time to the applicant for completion of works, in case the applicant submits a written request for the same, within 5 working days for Class I cities, urban areas and rural areas from receipt of intimation of defects.’

Restoration of Ration Money Allowance

In pursuance of the Supreme Court Judgment & Order dated 11.03.2015 in Civil Appeal No.2759 of 2015 and the Supreme Court Order dated 04.05.2016 in Contempt Petition (C) Nos 699-700 of 2015 and in continuation to this Department’s Notification vide even no of date 30th March, 2022, the Governor of Mizoram is pleased to order restoration of Ration Money Allowance @ Rs 850/-p.m to all ranks of Home Guard Personnel w.e.f. 1st July, 2024.

In the interest of public service the Mizoram Legislative Assembly Secretariat hereby make the following scheme for regularization/ regular appointment of Provisional Employees to regular posts under the Mizoram Legislative Assembly Secretariat, namely:-

The approved GIS-Based Master Plan Formulation for Aizawl City under AMRUT

Whereas the State Government in exercise of the powers conferred under Section 341 of the Mizoram Municipalities (Third Amendment) Act, 2015 has approved GIS-Based Master Plan Formulation for Aizawl city Under AMRUT 2021-2040 as per text and map etc.
And whereas the period for comments, objections and suggestions expired on 15th February, 2024, and no such representation was received during the period.
Now therefore, in exercise of the power conferred vide Section 341 of the Mizoram Municipalities (Third Amendment) Act, 2015 and as per the Design and Standards Formulation of GIS based Master Plans for AMRUT Cities prepared by MoHUA, the Governor of Mizoram is pleased to publish the approved GIS-Based Master Plan Formulation for Aizawl City under AMRUT and give notice that a copy of the said Master Plan may be inspected at the Directorate of Urban Development and Poverty Alleviation Department, MINECO during office hours.
Hence, in exercise of powers under Amendment Section 341of the Municipalities (Third Amendment) Act, 2015, the Master Plan shall come into operation and shall be binding for all Government & Semi-Government Department and Local Authorities/Village Councils functioning within the planning area in respect of land development,building regulation & control and co-ordination with effect from the date of publication of this Notification in the Official Gazette.
Copies of the approved Aizawl Master Plan 2021-2040 are available and may be obtained from the office of the Director, Urban Development and Poverty Alleviation Department, MINECO, Aizawl.

CSR Cell

In supersession of this Department’s Notification of even No. dated 23.04.2024 as provided under Rule 5 read with Rule 7 of “The Mizoram Licensing and Regulation of private Veterinary Hospitals and Clinics Rule, 2024”, The Governor of Mizoram is pleased to constitute the Inspection team to conduct routine inspection of Veterinary Establishment comprising of the following members with immediate effect.
1. Additional Director (Veterinary Service & Public Health] of AH & V.
2. Joint Director(Livestock Health] of AH & Veterinary Department
3. Registrar, MSVC
4. President, MVSA or his representative.
5. President, IVA(Mizoram] or his representative
6. District AH & Veterinary Officer of concerned District.
The inspection team shall at-least once in every one year inspect any Veterinary Establishments with or without prior notice to its owner.

Mizo Diaspora Cell

In the interest of public service and in pursuance of the State Government’s commitment to engage with and support the diaspora from Mizoram in India and across the globe, the competent authority is pleased to constitute the ‘Mizo Diaspora Cell’ , herein referred to as MDC, to function under the Chief Minister’s Office. The primary objective of this cell is to foster stronger ties with people from Mizoram residing outside the State in India and abroad, and to address their concerns and interests. Naik Lalrinawma of 2nd IR Bn. has applied for change of his present name Lalrinawma to Laldinpuia. He submitted Annexure Deed for changing name / Surname duly filled.
Whereas, the Govt, of Mizoram, Department of Personnel & Administrative Reforms (GSW) OM No.A.47012/l/2016-P&AR (GSW) Dt. 17.1.2017, Case-I Sl. No.3 allowed appointing authority to issue an order in case of addition/deletion or change in name/surname. The undersigned allowed changing the name of the applicant from Lalrinawma to Laldinpuia.
Henceforth, he may be called, known and distinguished as Laldinpuia in all records, deeds and writings and in all proceedings and transactions of private as well as public and upon all occasions whatsoever use and sign the name as Lalrinawma.
