In pursuance of Social Welfare, Tribal Affairs, Women & Child Development Department Notification No.B-13016/5/2022-SWD dt.21.03.2024 and the power conferred by Section 21 of the rights of Persons with Disabilities Act, 2016, the Competent Authority is pleased to notify Equal Opportunity Policy for Persons with Disabilities covering all the differently abled employees at every establishment under Land Resources, Soil & Water Conservation Department.
Land Resources, Soil & Water Conservation Department is committed towards eliminating all forms of discrimination (direct and indirect) as well as creating an inclusive and accessible, conducive work environment ensuring that Persons with Disabilities have the same opportunities as their non-disabled counterparts.
The policy applies to all regular and provisional employees, job applicants and visitors at every establishment under Land Resources, Soil & Water Conservation Department and it shall also extend to those employees who acquire disability/disabilities during their service/engagement. The policy shall cover all aspects of employment including recruitment, facilities and other conditions and privileges of employment.

(c) Persons with Disabilities will be given, as far as possible, special consideration in transfer and posting, taking into account their specific needs and requirement.
(d) The differently abled employee shall be provided special leave of reasonable time for medical appointment, rehabilitation and necessary adjustment to works, schedules or duties.
(e) All officers and staff under Land Resources, Soil & Water Conservation Department shall abide by the Equal Opportunity Policy for Person with Disabilities.

Bharatiya Nagarik Suraksha Sanhita, 2023
Whereas by Sub-section (2) of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023), the State Government is empowered to apply by Notification, such provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023 or any of them other than those relating to Chapter IX, XI and XII to the whole or part of the State of Nagaland or such tribal areas, as the case may be, with such supplemental, incidental or consequential modifications, as may be specified in the notification;
And whereas, as per explanation given in sub-section (2) of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the present State of Mizoram even before it become Union Territory was included in the ‘tribal areas’ of Assam immediately before the 21st day of January, 1972;
And whereas, the State Government of Mizoram considers it acceptable to apply all the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023 to the whole of the State of Mizoram subject to paragraph 4, paragraph 5 and paragraph 12 B of the Sixth Schedule of the Constitution in respect of the areas of Autonomous District Councils;
Now, therefore, the State Government of Mizoram in exercise of the powers conferred by Sub-section 2 of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023 hereby notifies that all the provisions of the said Sanhita shall come into force in the State of Mizoram with effect from 1st July, 2024 and further modifications may be made as and when necessary from time to time.

Land required upgradation of NH - 306
Whereas the rehabilitation and upgradation of
NH - 306 for improvement of efficiency of freight movement in the state of Mizoram was taken by the Ministry of Road Transport and Highways, Government of India along the Bilkhawthlir - Kolasib - Thingdawl - Bualpui - Kawnpui - Khamrang - Sairang section of Vairengte - Sairang highway.
And whereas the land required for the said project was acquired by the Ministry of Road Transport & Highways East of India wherein 3A & 3D Notifications were issued vide Notification Nos S.O. 3976 (E) dt. 23.08.2022, Package - 3 & 4289 (E) dt. 13.09.2022, Package - 4 and Nos. S.O. 5525 (E) dt. 29.11.2022, Package - 3 & 5527 (E) dt. 29.11.2022, Package - 4 respectively.
And whereas mutation of the acquired lands as required by the existing land administration law of the State Government viz. The Mizoram (Land Revenue) Act, 2013 and The Mizoram (Land Revenue) Rules, 2013.
Now, therefore, the Competent Authority is pleased to mutate the acquired land falling within the Co-ordinates of NH - 306 at Annexure - I in the name of the President of India, the Central Government and Land Lease Certificate should be issued accordingly under the existing land law and rules stated above.

Create Damparengpui Village Council-II
In exercise of the powers conferred by Section 3(1) of the Lushai Hills District (Village Councils) Act, 1953, as amended from time to time, the Governor of Mizoram is pleased to create Damparengpui Village Council-II from Damparengpui Village Council as given below.
The existing Damparengpui Village Council shall be named as Damparengpui Village Council-I. The boundary description of the newly created Village Council and the existing Village Council (Damparengpui Village Council-I) will be as enclosed at Annexure.
