Whereas by Sub-section (2) of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023), the State Government is empowered to apply by Notification, such provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023 or any of them other than those relating to Chapter IX, XI and XII to the whole or part of the State of Nagaland or such tribal areas, as the case may be, with such supplemental, incidental or consequential modifications, as may be specified in the notification;
And whereas, as per explanation given in sub-section (2) of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the present State of Mizoram even before it become Union Territory was included in the ‘tribal areas’ of Assam immediately before the 21st day of January, 1972;
And whereas, the State Government of Mizoram considers it acceptable to apply all the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023 to the whole of the State of Mizoram subject to paragraph 4, paragraph 5 and paragraph 12 B of the Sixth Schedule of the Constitution in respect of the areas of Autonomous District Councils;
Now, therefore, the State Government of Mizoram in exercise of the powers conferred by Sub-section 2 of section 1 of the Bharatiya Nagarik Suraksha Sanhita, 2023 hereby notifies that all the provisions of the said Sanhita shall come into force in the State of Mizoram with effect from 1st July, 2024 and further modifications may be made as and when necessary from time to time.

Whereas the rehabilitation and upgradation of
NH - 306 for improvement of efficiency of freight movement in the state of Mizoram was taken by the Ministry of Road Transport and Highways, Government of India along the Bilkhawthlir - Kolasib - Thingdawl - Bualpui - Kawnpui - Khamrang - Sairang section of Vairengte - Sairang highway.
And whereas the land required for the said project was acquired by the Ministry of Road Transport & Highways East of India wherein 3A & 3D Notifications were issued vide Notification Nos S.O. 3976 (E) dt. 23.08.2022, Package - 3 & 4289 (E) dt. 13.09.2022, Package - 4 and Nos. S.O. 5525 (E) dt. 29.11.2022, Package - 3 & 5527 (E) dt. 29.11.2022, Package - 4 respectively.
And whereas mutation of the acquired lands as required by the existing land administration law of the State Government viz. The Mizoram (Land Revenue) Act, 2013 and The Mizoram (Land Revenue) Rules, 2013.
Now, therefore, the Competent Authority is pleased to mutate the acquired land falling within the Co-ordinates of NH - 306 at Annexure - I in the name of the President of India, the Central Government and Land Lease Certificate should be issued accordingly under the existing land law and rules stated above.

D/G-II Lallawmsanga of 2nd IR Bn. has applied for change of his present name Lallawmsanga to C. Lallawmsanga. He submitted an Annexure Deed for changing name / Surname which is duly filled.
Whereas, the Govt. of Mizoram, Department of Personnel & Administrative Reforms (GSW) OM No.A.47012/1/2016-P&AR (GSW) Dt. 17.1.2017, Case-I SI. No.3 allowed appointing authority to issue an order in case of addition/deletion or change in name/sumame. The undersigned allowed changing his name by adding letter C prefixing his present name that has been officially used.
Henceforth, he may be called, known and distinguished as C. Lallawmsanga in all records, deeds and writings and in all proceedings and transactions of private as well as public and upon all past occasions whatsoever used and signed the name as Lallawmsanga.

WHEREAS, pursuant to Notification No.B. 14015/1/2024-SEC/LC/4, dated: 31.05.2024 issued by State Election Commission, Mizoram under rules 3 & 37 of the Mizoram Municipalities (Election to Local Councils) Rules, 2015 as amended read with rule 17 (2) of the Mizoram Municipalities (Ward Committee and Local Council) Rules, 2010 as amended, By-Election to XI/4-Sakawrtuichhun Local Council, 2024 was held on 25th June, 2024 (Tuesday) for the purpose ot filling up of 1 (one) General Seat of Sakawrtuichhun Local Council within Aizawl Municipality;
AND WHEREAS, the result of the election in respect of Sakawrtuichhun Local Council within Aizawl Municipality has been declared by the Returning Officer concerned; and
NOW, THEREFORE, in pursuance of sub-section (3) of Rule 77 of the Mizoram Municipalities (Election to Local Councils) Rules, 2015 as amended, the State Election Commission, Mizoram hereby notifies the name of the member elected in respect of Sakawrtuichhun Local Council, along with his party affiliation, in the SCHEDULE enclosed to this Notification.

In exercise of the powers conferred by Section 3(1) of the Lushai Hills District (Village Councils) Act, 1953, as amended from time to time, the Governor of Mizoram is pleased to create Damparengpui Village Council-II from Damparengpui Village Council as given below.
The existing Damparengpui Village Council shall be named as Damparengpui Village Council-I. The boundary description of the newly created Village Council and the existing Village Council (Damparengpui Village Council-I) will be as enclosed at Annexure.

In the interest of Public Service and as envisaged under Chapter V, section 35 (7) of the Bharatiya Nagarik Suraksha Sanhita, 2023, the Government of Mizoram is pleased to notify that no arrest shall be made without prior permission of an officer not below the rank of Deputy Superintendent of Police in case of an offence which is punishable for imprisonment of less than 3 years and such person is infirm or is above 60 (sixty) years of age.

In the interest of Public Service and as envisaged under Chapter V, section 36 (b) of the Bharatiya Nagarik Suraksha Sanhita, 2023, the Government of Mizoram is pleased to notify that every police officer making an arrest shall prepare a memorandum of arrest which shall be -
(i) Attested by at least one witness, who is a member of a family of the person arrested or a respectable member of a locality where the arrest is made.
(ii) Counter signed by the person arrested.

In the interest of Public Service and as envisaged under Chapter V, section 43 (3) of the Bharatiya Nagarik Suraksha Sanhita, 2023, the Government of Mizoram is pleased to notify that every police officer may, keeping in view the nature and gravity of offence, use handcuff while making the arrest of a person or producing such person before the court, who is a habitual or repeat offender, or who escaped from custody, or who has committed offence of organized crime, terrorist act, drug related crime, or illegal possession of arms and ammunition, murder, rape, acid attack, counterfeiting of coins and currency notes, human trafficking, sexual offence against children or offence against the State.
