Bana, Member of District Council, Mara Autonomous District Council on 23.05.2019. Puhpa KL. Bana entered into the Mizoram Government service in 1972 as Store Keeper under Food & Civil Supply Department and posted to various places. After serving 21 year s, he was promoted to Supply Inspector and held the said post till he r etired in 2012. He was elected as a Member of Distr ict Council in the Eleventh General Election to Mara Autonomous District Council from No. 1–Tokalo MDC Constituency on 08.05.2017 and served till his last breath. He served the Government of Mizoram and Ma ra Autonomous District Council with utmost sincerity and devotion and endeared himself to all his colleagues. He a lways pr oved himself to be a conscientious member of Mara Autonomous District Council. WHEREAS, sub-section (1 ) of section 44 of the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereafter in this Order referred to as the said Act) provides that every registered person, other than an Input Service Distributor, a person paying tax under section 51 or section 52, a casua l taxable person and a non-resident taxable person, shall furnish an annual retur n for every financial year electronically in such form and manner as may be prescribed on or before the thirty-first da y of December following the end of s uch fina ncial year; AND WHEREAS, for the purpose of furnishing of the annual return electronically for every financial year as referred to in sub-section (1) of section 44 of the said Act, certain technical problems are being faced by the taxpayers as a result whereof, the said annual return for the period from the 1st July, 2017 to the 31st Mar ch, 2018 could not be furnished by the registered persons, as referred to in the said sub-section (1) and beca use of that, certain difficulties have arisen in giving effect to the provisions of the said section. No. NE-313(MZ) 2006-2008NOTIFICATIONNo. G. 12015/l/2016-FIN(PRU), the 4th September, 2019.Consequent upon the decision of the Council of Ministers in its meeting held on 4th & 12th June, 2018, and in exercise of the powers conferred by Proviso t o Article 309, read with Article 162 of the Constitution of India, the Governor of Mizora m is pleased to order a doption of the All India Council for Technical Education Regulations on pay sca le, service condition and minimum qualifications for appointment of teachers and other a cademic staff in Technical Institutions which may be called AICTE (Diploma) Regulations, 2019 issued by the AICTE vide Notification No. 61-l/RIFD/7th CPC/2016-17 dt. 01.03.2019 as below :- 1.EFFECTIVE DATE: The revised pay as per the AIC TE (Diploma) Regulations, 2019 shall be admissible notionally w.e.f.01.01.2016with actual monetary benefit from 1.9.2018. 2.APPLICABILITY: The AICTE Regulations, 2019 shall apply to Principals, Teachers and equivalent cadres in Polytechnic Institutions of Mizoram who are enjoying AICT E Regulations, 2010. 3.PAYMATRIX : Pay Matrixshowingex isting Academic Grade P ay, Academic Level a nd Rationalized Entry Pay and Cell Number is given a t the Annex. 4.FIXATION AND REGULATIONS OF PAY: For fixation of pay of an employee in the Pay Matrix as on 1st January 2016, the existing pay (Pay in the Pay Band plus Academic Gr ade Pay) in the pre-revised structure as on 31st December, 2015 shall be multiplied by a factor of 2.57, rounded off to the nearest Rupee a nd the figure so arrived at will be located in tha t level in the Pay Ma trix and if such an identical figure corresponds to any Cell in the applicable Level of the Pay Matrix, the same shall be the pay, and if no such Cell is available in the applica ble Level, the pay shall be fixed at the immediate next higher Cell in that applicable Level of the Pay Matrix. If the figure arrived at in t his manner is less than the first Cell in tha t Level, then the pay s hall be fixed a t the first Cell of that Level of Pay Matrix. 5.INCREMENTS: Annual increment is given in the Pay M atrix a t 3%, with each cell being higher by 3 % over the previous cell in the same level, r ounded off to the near est mult iple of 100. Annual incr ements to each employee would move up in the same academic level, withan employee moving from the existing cell in the academic level to the immediate next cell in the same academic level. There shall be two dates of increment i.e. 1st January and 1st July of every year, provided that an employee shall be entitled to only one a nnual increment on eit her one of these two dates depending on the date of appointment, promotion or grant of financial upgradation.
