In partial modification of Notification No. A.46011.1,2024-F.Est/169-174 dated 22.08.2024 and on the recommendation of the Empanelment Board and in line with Rule 92, 95, 96, 98 and 99 of the 'Mizoram Public Procurement Rules, 2020', the Governor of Mizoram is pleased to empanel 9(nine) Consultancy Firms as Grade ‘A’ and 5(five) Consultancy Firms as Grade ‘B’ to execute ‘Preparation of Detailed Project Reports’ for all non-works Departments under the Govt. of Mizoram as per Annexure ‘A’ & ‘B’ appended herewith respectively for a period of 3(three) years from the date of issue of this Notification.
The period of Empanelment may be extended for another 2(two) years on payment of Empanelment Fee as per para 9 of the Guidelines for Empanelment of Firms, 2024.

The undersigned is directed to convey the sanction of the Governor of Mizoram to payment of enhanced Dearness Allowance to the regular employees of the Government of Mizoram @ 40% effective from 01.112024 (enhanced by 4% from the existing rate of 36%) on the following conditions:-
1. The enhanced portion of Dearness Allowance shall be paid in cash to all categories of employees under Government of Mizoram.
2. The term “Basic Pay” in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix Table but does not include any other type of pay like special pay, etc. However, Non Practicing Allowance, where admissible shall be taken into account for calculation of Dearness Allowance.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and fraction of less than 50 paise may be ignored.

FOR ACQUISITION IN HNAHTHIAL DISTRICT FOR CHERHLUN-INDO-MYANMAR
BORDER & NEW NGHARCHHIP-INDO-MYANMAR BORDER ROAD
Whereas, it appears to the Government of Mizoram that land specified in the schedule shown below (herein after referred to as the said land) is likely to be needed for public purpose, viz. for construction of road along between Cherhlun-Indo-Myanmar Border and New Ngharchhip-Indo-Myanmar Border located within Hnahthial District, Mizoram .
Whereas, land is required for the project falling within the purview of sub-section (2) of section 40 of the Mizoram (Land Acquisition, Rehabilitation and Resettlement ) Act, 2016 (herein after referred as the Act), and the meeting of the screening Committee for exemption of SIA on 13.9.2024 resolved that the project should be exempted from SIA study due to the strategic importance and urgency of the project.
Whereas the recommendation for exemption of SIA study for the project by District Collector of Hnahthial District was approved by the Competent Authority (i.e. the Hon’ble Chief Minister) through the Screening committee on 3.10.2024.

In exercise of the provision of Section 5 (2) of the Sinlung Hills Council Act, 2018, the Governor of Mizoram is pleased to authorise the Deputy Commissioner, Aizawl to convene the first day of sitting of the Sinlung Hills Council for administering Oath of Affirmation and for the formation of the Sinlung Hills Council as per provisions of Section 5 and Section 13 of the Sinlung Council Act, 2018.

In exercise of the provision of Section 5 (1) of the Sinlung Hills Council Act, 2018 and on the basis of notification issued by the State Election Commission, Mizoram vide No.B. 12015/1/2024-SEC/SHC/63 dt. 6.11.2024, the Governor of Mizoram is pleased to constitute the General Council of the Sinlung Hills Council, Mizoram with the following composition with effect from the date of first sitting of the Council.

Consequent upon the establishment of the Mizoram State Human Rights Commission vide Notification No.C.18018/84/2016-HM(HR)/84 dated 11.10.2024 and in exercise of the powers conferred by sub-section (1) of Section 22 of the Protection of Human Rights Act, 1993, the Governor of Mizoram hereby constitutes a Committee to recommend persons for appointment as Chairperson and Members of the Mizoram State Human Rights Commission under the said provisions of the Act with the following composition:
