Measures to incentive entrepreneurs in establishing new Ventures (Start-ups)
In an effort to promote and accelerate the growth of the start-up ecosystem in India, the Government of India has decided to introduce measures to incentivize entrepreneurs in establishing new ventures and thus catalyse the creation of employment opportunity through them.
In line with this objective, the Governor of Mizoram is pleased to notify the following provisions
1. Exemption from Inspection for New Start-Ups: For the first year of setting up, Start-Ups shall be exempt from inspections under the following labour laws:
i) Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 (BOCW Act).
ii) Inter-State Migrant Workmen (Regulation of Employment and conditions of Service) Act, 1979 (ISMW Act).
iii) Payment of Gratuity Act, 1972.
iv) Contract Labour (Regulation and Abolition) Act, 1970.
During this period, Start-Ups will be required to submit an online self-declaration in place of physical inspections. This self-declaration should confirm compliance with the aforementioned laws and any other applicable statutory requirements. For submitting the self-certification online, the Shram Suvidha Portal of the Government of India may be used.

WHEREAS, pursuant to Notification No.B.12011/1/2024-SEC/VC/285-286 dt. 27.08.2024 issued by the State Election Commission, Mizoram under sub-rule (1) of Rule 3 and Rule 37 of the Mizoram (Election to Village
