PROCLAMATION (Under Sec-21(a)(b) of Wildlife (Protection) Act 1972 (Central Act 53 of 1972) No. L. 11020/14/98-LRS(L),the 8th January, 2013. 1.The Government of Mizoram has notified in letter No. B. 12012/15/2010-FST dt. 7th January, 2013 of its intention to extend the existing Thorangtlang Wildlife Sanctuary by including the contiguous northern areas of Kawnpui ‘W’ and Darngawn ‘W’ village within Lunglei Distr ict as per the above mentioned Wildlife (P rotection) Act, 1972. The land boundaries is as mentioned in pa ra 5 below. 2.As t he Government of Mizor am is intending to extend the existing area of Thorangtla ng Wildlife Sanctuary, it has become necessary as per section-18 r/w Sec. 19, 20,21 of this Act, to ascer tain whether any private or Association have any mova ble or immovable properties within t he land earmar ked for the said Sanctuary. 3.Therefore, I, V. Sa pchhunga, IAS, Collector/Deputy Commissioner, Lunglei District hereby ma ke a proclamation as per section 21 of Wildlife (Protection) Act, 1972. As per section 19 of the Wildlife (Protections) Act, 1972, a nyone interested person should submit their representation to the undersigned before the expiry of 2 months from the issuance of this procla mation on or before 11.3.2013. Those who have anything to sa y should clear ly writ e what they have to sa y on the prescribed form and if they are exp ecting compensation they should write it down clearly and submit ted to the undersigned within the prescribed time period. If not, we shall proceed as per section 22, 23 or 25 of the above mentioned Act which ever is most convenient. 4.The boundaries and the location of the proposed extension area and its coverage is clearly mentioned in para 6. 5.Name of the Sanctuary :Thorangtlang Wildlife Sanctuary. Location:Thor angtlang and its adjoining areas compr ising of Kawnpui ‘W’ and Darngawn ‘W’ village areas under Bunghmun ‘W’ RD Block of Lunglei District. Area:198 Sq. Km (including the existing Thora ngtlang Wildlife Sanctua ry). 6.PROPOSED BOUNDARY OF EXTENDED THORANGTLANG WILDLIFE SANCTUARY North:The boundary starts at the point where Zawlpui lui meets Mar lui, it follows Zawlpui lui upstream till it reaches Rawthingkawn (the boundary of Zopui and Darngawn villages). Thence, it follows Sekam lui downstr eam eastwards upto R. Tut. East:From Sekam lui outlet, the boundar y follows R. Tut upstream till it meets the outlet of Tlubing lui. South:From the outlet of Tlubing lui, it follows Tlubing lui upstream and cr osses Va -awk kawn (saddle). Thence, following down the Charte lui a nd Tuichar westwards till it meets Lungpum lui (Existing northern bounda ry of Thorangtlang Wildlife Sanctua ry) West:From the Tuichar outlet, it follows down the Lu ngpum lui till it reaches the outlet of Zawngek lui. Thence, it follows Zawngek lui and Mitha kawn-lu i to upstream upto the hillock, and it follows the ridge of the hill range up to Ka wnpui-Darngawn Jeep road. T hence, it follows Kawnpui-Darngawn Jeep road towards north upto the source of Zaite lui. Thence, it follows down Za ite lui and it crosses Ramri-kawn. T hen, the boundary follows Tuikawi lui downstream up to Lungpum lui. From Tuikawi lui outlet, it follows Lungpum lui downstream till it meets Mar Lui. Thence, it follows Mar lui upstream up to the starting point of the north boundary, i.e. the meeting point of Mar lui and Zawlpui lui. V. Vol.XXXVIII, Extra Ordinary Issue No.81 dated 6.3.2009, namely :- Short title and1.(1) These rules may be called the Mizoram Building and commencement :-Other Construction Wor kers (Regula tion of Employment and Conditions of Service)(Amendment) Rules, 2012. (2) It shall come into force the da te of its publication in t he Official Gazette Amendment of2.Rule 27 of the Principal Rules shall be substituted by the Rule 27following, namely- “27. (2) It shall have the like extent as the Principal Rules. (3) It shall come into force on the date of its publication in the Mizor am Gazette. Sub-rule 4 of Rule 20 of the Principal Rules shall be substituted by the following, namely :- “(4) The fee for any amendment in a certificate of reg- istration shall be rupees one hundred, plus the amount that would have been payable if the certificate of regis- tration had been originally issued in the amended form, deducting the fees originally paid for the registration.” Rule 24 of the Principal Rules shall be substituted by the following, namely:- “24. Before a Licence is issued, an amount calculated @ Rs. 200/- for each of the work- men to be employed as contract labour, in respect of which the application for licence has been made, shall be deposited by the contractor in the local treasury, un- der the following head: 8443 (9) - Civil deposit; Deposit under various Central and State Acts: deposit under Contract Labour (Regulation & Abolition) Act, 1970; 1 . Short title, extent & commencement 2 . Amendment of Rule 20 3 . Amendment of Rule 24 Provided that where the contractor is a Cooperative Society, the amount deposited as security shall be at the rate of Rs. 50/- for each of the workmen to be employed as con- tract labour.” Rule 26 of the Principal Rules shall be substituted as follows, namely:- “26. Fees : (1) The fees to be paid for the grant of certificate of registr ation under Section 7 shall be as specified below, namely: If the number of workmen proposed to be employed on con- tract on any day - (a)is not more than 20-Rs. 500/- (b)exceeds 20, but does not-Rs. 1000/- exceed 50 (c)exceeds 50, but does not-Rs. 2000/- exceed 100 (d)exceeds 100, but does not-Rs. 3000/- exceed 200 (e)exceeds 200, but does not-Rs. 4000/- exceed 400 (f)exceeds 400-Rs. 6000/- (2) The fees to be paid for the grant or renewal of a li- cence under Section 12 shall be as specified below, namely:- If the nu mber of workmen employed b y the contra c- tor on any day:- (a)is not more than 20-Rs. 250/- (b)exceeds 20, but does not-Rs. 500/- exceeds 50 (c)exceeds 50, but does not-Rs. 750/- exceeds 100 (d)exceeds 100, but does not-Rs. 1000/- exceed 200 (e)exceeds 200 but does not-Rs. 2000/- exceed 400 (f)exceeds 400-Rs. 2500/-.” 4 . Extra Ordinary Issue No.131 dated 23.3.2011, as follows namely ;- (1) These rules may be called the Mizoram Land Acqui- stition (Amendment) Rules, 2013. Now, therefore, the Government declares under section 6 of the said Act that the said land is required for the public purpose specified above and as per scheduled indicated below. The Government now appoints the Deputy Commissioner, Aizawl under clause (C) of s ection 3 of the said Act to perform the funct ions of a Collector for all p roceedings hereinafter to be taken in respect of the said land and directs him under section 7 of the said Act to take order for the acquisition of the said land. The Collect or shall there upon ca use the land to be measured and make a plan of the same under Section 8 of the sa id Act if not already done as per section 4 of the said Act, and dispose of all object ions and claims after ca using a public notice for not less than 15 days to the persons int erested stating the Government’s intention of taking over the possession of the sa id land as per section 9 of t he said Act. T hen, the Collect or shall submit a Dra ft Awar d to the Government of Mizora m after fulfilling the provisions under section 11 of the said Act read with Mizoram Land Acquisition Rules, 2010. A plan of the same can be inspected at the Office of the Deputy Commissioner, Aizawl till the final awar d is made under section 11 of the said Act. La lenglia na, Executive Engineer (Planning), Office of Engineer-in-Chief, P&E Department at 11:15 PM on the 11th January, 2013. Pu H. Lalengliana S/o Biakluaia, Saikah presently residing at Chanmari, Aizawl was born on 1st Mar ch, 1961. He was Bachelor of Engineering (Electrical). He entered into Government Service on 8.6.1987 as Assistant Engineer (Electrical) in the Office of Chief Engineer, Power & Electricity Department, Aizawl. He was posted as AE in the department of PHE, Aizawl on deputation w.e.f. 4.11.1988 and then as SDO (AWSP), PHE Department on 11.4.89 and SDO, Electrica l Transmission Sub-Division, Lunglei on 15. 1.1991 and SDO, Lawngtlai Electrical Sub-Division on 19.2.1992 and as AE, Office of Chief Engineer (P&E) on 7.10.1994 and SDO (T C), Elect rical Construction Division, P&E on 23.1.1998 and SDO, Serchhip P ower Sub-Division on 14.8.2003. He was later promoted to Executive Engineer on 18.2.2004 and posted as Executive Engineer (Monitoring), Office of C hief Engineer (P&E) a nd later posted to Project Officer, ZEDA on 31.11.2007. He was posted as EE (Planning), Office of Engineer-in- Chief, P&E on 1.4.2011. He held this post till he breathed his last. He served the Government of Mizoram with utmost sincerity and devotion to dut y and endeared himself to the Officers and Staff and always pr oved himself a s conscientious and ha rd working officer. The Government of Mizoram places on record its appreciation of the sincere services rendered by Pu H. Lalenglia na and conveys its hear tfelt sympathy to bereaved family. (2)They shall come into force from the date of their publication in the Mizor am Gazette. 2.Amendment of Regu la tion 7 : After sub-regulation (2) of Regulation 7 of the Pr incipal Regulations, the following new Regulations shall be inserted, namely :- “3)(a) For Limited Departmental Examination for promotion to Assistant and UDC Grade, pass mark shall be 35% in each paper. However, selection/recommendation for promotion may be made in order of the aggregate marks obtained by the candidates who secur ed not less than 35% marks in each paper.
