(ii)The Cha irman of the Committee will be appointed by the Chief Minister of Mizoram from time to time. No. NE-313(MZ) 2006-2008Re. 1/- per pageVOL - XLII Aizawl, Friday 8.2.2013 Magha 19, S.E. 1934, Issue No. 52 NOTIFICATION No.J.11011/3/2013-GAD, the 31st January, 2013.In supersession of Planning Department’s Notification No. G. 28014/54/2006-PLG dt. 9.5.2010 constituting Aizawl District Planning Committee, the Governor of Mizoram is pleased to constitute Aizawl District Rur al Development Committee with immediate effect and until further or der. 2(i)The Committee will consist of a Chairma n, a Co-Chairman, a Member S ecretar y, and members not more than six in number. (ii)The Cha irman of the Committee will be appointed by the Chief Minister of Mizoram from time to time. (iii)Co-Chairman and Member Secretary shall be the Depu ty Commissioner and Pr oject DirectorDRDA of the Dis trict concerned, res pectively. (iv)Members, not exceeding six, will be appointed fr om the prominent citizens of the District ha ving experience and special knowledge on the recommendation of the Chair man and with the appr oval of t he Chief Minister. (v)Chairman of the Committee may also invit e any official concerned with planning and development in the District as special invitee. 3.The functions of the Committee will be as follows :- (i)It will for mulate and implement District level plan out of the outla y earma rked as discretionary and incentive fund/sepa rately earmarked to meet the local a spirations. (ii)It will also examine all District level plan proposals under normal State Plan, CSS and other funding agencies and forward to the State Planning Boar d along with it s recommendations. (iii)It will undertake review and monitoring of all District level plan a nd projects under State Plan, CSS and under other Central Assista nce. (iv)It will also have the power and liberty t o draw up developmenta l projects and schemes considered necessary for the distr ict. Funct ioning of the Committee : i)The Committee should meet quarterly and conduct review of implementation of projects/Schemes and refor ms. ii)The Committee may guide the ULB(s) on the implementation of projects/schems as well as implementation of reforms. iii)The Committee will submit minutes of the meetings/discu ssion held and its recommendations to the concerned ULBs and State Level Nodal Agencies (SLNAs) and St ate Government concerned. iv)The SLNA should take action to upload the minutes on the web. SLNA will monitor and ensure that action is taken on the recommendations of the Committee. The a ction taken report must form part of t he agenda of all meetings of the Committee. La lthanzu ala, Executive Engineer, Public Health Engineering Department at 5:30 A.M on 4.2.2013. Er. Lalthanzuala was born on 1.2.1958 and entered into Government service as Junior Engineer under P ublic Healt h Engineer ing Department on 28. 12.1978. He wa s pr omoted to Assistant Engineer on 9.12.1987 and promoted to Executive Engineer on 8.1.2013. During his entire tenur e of 35 years, he had been serving in various capacities as Junior Engineer, Assistant Engineer and Executive Engineer, P ublic Health Engineering Depar tment a nd he was posted as Executive Engineer (Monit oring), office of Chief Engineer (M &I), Aizawl on 8.1.2013 where he served till he drew his last breath. He served the Gover nment of Mizora m with utmost sincerit y and devotion and endeared himself to one and a ll. He was a conscientious officer. The Government of Mizoram places on record its appreciation of the sincere services rendered by Er.
