Vanlalhruaia, Special Grade of Mizoram Health Service, District Hospital, Aizawl on 06.09.2016 at 1:15 A.M. According to official record, he was born on 05.11.1964. He entered into Government Service as Medical Officer on 07.04.1994 and was upgraded to Special Grade of Mizoram Health Services with effect from 08.04.2009. He served under the Government of Mizoram in the Health & Family Welfare Department at various places as shown below :- 1.04.05.1995=Sakawrdai CHC 2.29.06.1995=District Hospital, Serchhip 3.1.2.2002=Studying P.G. Degree in Diabetology at Chennai 4.07.04.2005=Dist. Hospital, Lunglei 5.02.05.2008=District Hospital, Aizawl till date. He was a conscientious officer who discharged his duties and responsibilities with sincerity and devotion. The Govt. of Mizoram places on record its appreciation of the services rendered by Dr. Vanlalhruaia and conveys its sincere sympathy and condolences to his be- reaved family. Vanlalhruaia, Associate Professor Depa rtment of Mizo, Govt. Hrangbana College at 00:15 A.M. on the 6th September, 2016 at New Life Hospital, Aizawl. Pu H.K. Vanlalhruaia S/o Lalhmingmawia was born on 19th September, 1969. He joined his service under Deficit Mamit College on dt.10.03.1995. He was promoted to Assistant Professor (Stage-2) on dt.10.03.2001 and Stage-3 on dt.10.03.2006. On the provincializa tion of Mamit College, he was absorbed into Government Service w.e.f. 12.09.2008. He was again promoted to Associate Pr ofessor on dt.10.03.2009. Due to his health pr oblems, he was attached from Govt. Mamit College to Govt. Hrangbana College on 23.03.2012. He reserved the Govt. of Mizoram with utmost sincerity and devotion to duty and endear ed himself to the Officers and Staff and alwa ys proved himself as conscientious a nd hard working Lecturer. The Government of Mizoram placed on record its appreciation of t he sincere services rendered by Pu H.K. Vanlalhruaia a nd conveys its heartfelt sympa thy to the bereaved family. Amendment of section 3:- Sub-section (3) of section 3 of the Mizoram Motor Vehicles (Taxation) Act, 1996 (hereinafter referred to as the Principal Act) shall be substituted by the following, namely:- “(3) One Time Tax shall be levied in respect of all 2-wheelers, 3- wheelers of motor vehicles and LMV/Motor Cars coming under - 2 - Ex-336/2016 non-transport category, a nd vehicles under Rent a Cab Scheme. Tax shall be levied on all Motor cabs/Taxis including 2-wheelers Taxis, 3 wheelers Taxis and Max-cabs, operated and kept for operating within the State of Mizora m as well as those operating inter-s tate, which shall be paid as per the choice of the applicant as One Time/ Two Time/ Three Time Ta x as described in Schedule - II of this Act at the rate specif ied m t he said Schedule; Provided that no tax shall be levied in respect of motor vehicles as specified in this section where the motor vehicle is more than 2 year s old from its original registration, entering from other State into the rolls of this State, by way of transfer of its registration as provided under Section 47(1) of the Motor Vehicles Act, 1988 if such a tax as cont emplated this by Act has been paid in the State from which the vehicle migrated, otherwise tax as applica ble will be levied; Provided further that for the issuance of No Objection Certificate (NOC) for vehicles that a re to be sold or are to migra te to other states of the country, ta x will be levied for a total period of 15 years calculated from the date of registr ation, which shall be inclusive of tax already paid in each previous years; Provided also that s uch NOC will not be issued unless the said tax for the total period of 15 years a s stated above has not been paid in full; Pr ovided also that in respect of a cha ssis of mot or vehicles passing thr ough this State from a manufacturer to a dealer under temporary certifica te of registration for a period not exceeding 7 days, the ra te of tax shall be one twentieth of the tax payable for a quar ter specified in colu mn (2) of Schedule - I”.3. Amendment of Section 4 :- in s ub-section (7) of section 4 of the Principal Act, the words “Life - time tax” shall be substituted by the words “ One Time /Two Time / Three Time Tax”. 4 . Amendment of Section 4A :- In section 4A of the Principal Act, the words “life- time’tax” shall be substituted by the words “one time/two time/ three time tax” 5. Amendment of Schedule I :- In S chedule I of the Principal Act, (1) In Group II., in the description of Motor Vehicles, after the words “Motor Vehicles” and befor e the word “operating”, the words “registered within the Sta te and” shall be inserted. (2) In Group III, (a ) In the description of Motor Vehicles, after the words “Motor Vehicles” a nd befor e the word “operating”, the words “registered within the Sta te and” shall be inserted. (b) Serial Nos. (a), (b) and (c) shall be omitted. 6.
