Establishment Branch & Accounts Branch (Functions) : i) This branch will deal with all Administra tive, establishment, accounts and service matters relating to Research & Development Planning Branch, Directorate of Economics & Statistics, Directorate of Science & Technology, State Planning Board and District Planning Machinery. ii) Act as nodal department for MP/MLA Local Area development Fund, 20 Points Programme, etc. 2 . Research & Developmental Planning Branch (Functions) : i) All matters relating to formulation & Approval of Annua l Plan and Five Year Plan and its implementation. ii) Act as noda l Department for Minis try of DONER & NEC. iii) Collection, a na lysis a nd submis sion of mont hly exp enditure. QPR on P la n Scheme. Monitoring Evaluation and site visit of project under State Plan Scheme, NLCPR & NEC. iv) Allocation and re-a llocation of P lan Fund under Annual Plan to different sectors. B.STATE PLANNING BOARD : The State Planning Board shall function separa tely as an Advisory Body. Functions of State Planning Board : i) Review and monitor ing of State Flagship Progra mme. ii) Advise the Government in the formulation of Annua l Plan, Five Year Plan and District Plan. iii) Guide and recommend to the Gover nment on any matters deemed necessa ry relating to Pla nning and other critical issues facing the State. iv) Undertake evaluation of P rojects and Pr ogrammes and make recommendations to the S tate Government. v) Identify factors which retard Socio-Economic Development and suggested corrective measures to the Government. vi) To explore the feasibilit y of PPP Projects and avenues for private investments in the State. vii) To take up such other studies and functions as may be assigned to it fr om time to time and make suitable recommendations to the State Government. viii) Frame a suit able policy for manpower planning and further advice the State Government for addr essing the problems of educa ted youths. - 2 - Ex-174/2013 C.Manpower : The Administrative Branch shall be manned by Officers drawn from MCS/MSS cadre and other secretariat staff, whereas the Research & Developmenta l Planning Bra nch will be ma nned by Officers from the Mizor am Planning, Economics & Statistical Service (MPE&SS ) and other ministerial supporting staff of the Mizora m State Government. D.THE ORGANIZATIONAL STRUCTURE OF PLANNING ORGANIZATION OF MIZORAM WILL BE AS FOLLOWS : E.Financial matters : i) The existing budget Head of Accounts operated by Planning Department will continue to be operated by Planning & Programme Implementation Department. Officers and Staff under Research & Development Branch will be maintained from the existing Head of Account. ii) New Sub-Head of Account will be opened for the State Planning Board and all expenditure may be maintained through Grants-in-Aid from financial year 2013-2014. Provided that the upper age limit prescribed for direct recruitment may be relaxed in the case of candidates belonging to the Scheduled Castes/the S cheduled Tribes and ot her special ca tegories of persons in a ccordance with the orders issued by the Central Government or the Government of Mizoram from time to time. 5.Disqualification.-No person,- (a ) who has entered int o or contracted a marr iage with a person having a spouse living; or (b) who, having a spouse living, ha s entered into or contracted a marriage with any other person, shall be eligible for appointment to t he said post(s); Provided that the Governor may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are - 2 - Ex-162/2013 other grounds for doing so, exempt any person from the operation of this rule. 6.Training and DepartmentalEvery Government servant r ecr uited under these rules shall undergo Examination.-such training or pass such Departmental Examination as may be pres cribed from time to t ime. 7.Powers to transfer.-Notwithstanding anything contained in these rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officer or officials recruited under these rules to any other post or position which is equivalent in rank or gr ade. 8.Power to relax.-Where the Governor is of the opinion that it is necessary or expedient so t o do, he may, by order and for reasons to be recorded in writing and in consulta tion with the Mizoram Public Service Commission through the Department of P ersonnel & Administrative Reforms, relax any of the pr ovisions of these rules with r espect to any class or category of persons. 9.Reservation andNothing in these rules shall affect reservation, relaxation of age other concessions.-limit and other concessions required to be provided for the Scheduled Tribes/the Scheduled Castes and other categories of persons in accordance with the orders issued by the Central Government or the Government of Mizoram from time to time in t his regards.
