With deep and profound sorrow, the Government of Mizoram has learnt the untimely demise of Pu P. Samuela, Executive Engineer (Planning), Project Circle-II, Power & Electricity Department at 4:45 PM on the 16th May, 2016. Pu P. Samuela H/o Pi Lalnunngaii was born on 5th July, 1972 at Lunglei. He passed Bachelor of Engineering (C ivil). He entered into Government S ervice on 11.9. 1997 and posted as Sub-Divisional Officer (T C), Kau-T labung Project Division, T henhlum. He was then transferred and posted as Sub-Divisional Officer, Building Sub-Division, Bairabi on 13.3.2003 and la ter posted as Sub-Divisional Officer, Serlui ‘B’ Da m Sub-Division-I, Bilkhawthlir, Sub-Divisional Officer, Maicham Project Sub-Division-II, North Va nlaiphai and Assistant Engineer (Civil) in the office of Chief Engineer, Power & Elect ricity Department. He was promoted to Executive Engineer on 9.4. 2008 and posted as Executive Engineer, Civil Project Division, Aizawl and he was transferred and posted as Executive Engineer, Serlui ‘B’ Project Division, Kolasib on 23.6.2008. Now, he is holding the post of Executive Engineer (Pla nning), Pr oject Circle-II, Aizawl with effect fr om 17.7.2013. He held this post till he breathed his last. He served the Government of Mizoram with utmost sincerity and devotion to duty and endear ed himself to the Officers a nd Staff and always proved himself as conscientious and har d working officer. Protocaol FOR Special Committee to Implement Article 5.3. of WHO Framework Convention on Tobacco Control. This protocol is being developed due to the increasing incidence of interference by Tobacco Industry in Mizoram. There have been varous reported incidents where Tobacco Industry represent at ive have met wit h o fficials including Minist ers & po lit icians. Therefo re, it is imperat ive for our State to have strong guidelines to give clear instruction in the matter. General guidelines : 1. Government officials and employees shall limit interactions with the tobacco industry and/or their representatives. 2. Meeting shall be conducted only in the event that it is strictly necessary for the interest of the public. 3. The Co mmit t ee, in all it s pro ceedings shall lo o k o ut fo r t he welfare o f t he public, prio rit ized mainly fo r t he impro vement o f Public Healt h. 4. The Committee shall endeavor to maintain complete recordings of the meeting (audio and/or video) along with written documentation of the proceedings. A : Fixing the meeting : 1) If any representative of Tobacco Industry desires to meet any officials, the matter should be brought to theSpecial Committee to Implement Article 5.3 of WHO Framework Convention on Tobacco Controlin writing before any further communication is made. 2) Representative of Tobacco Industry should clearly identify (in writing) what they want to discuss (their agenda) in the meeting. 3) The Chairman and Member Secretary of the Special Committee will decide whether to agree with the meeting or not and set the agenda if required. 4) Representative from Law & Judicial Department, must be present and closely advice the Officials during t he meet ing. 5) Predetermine the meeting participants (Tobacco Industry) by asking for the names and positions of those who will attend the meeting. 6) Before the meeting, it must be clarified that such interaction does not imply partnership, dialogue or collaboration and indicate it in writing to the tobacco industry that they may not mischaracterize the nature of the meeting. 7) Meeting should be conducted at any of the premises of Government Department and ensure that any photograph taken of this meeting is strictly for documentation purposes and not for public relation activities of the tobacco industry. 8) All unmediated exchanges (in person, phone or email) between officials, employees and representatives of the agency (Tobacco Industry) should be avoided. Ex-148/20162 B : Conducting the meeting : 1) Meeting should be brief and only pre-fixed agenda is to be discussed. 2) Detailed discussion points should be minute in detail. A voice recordeing of the meeting may be made to assist the staff in preparing the transcript of the meeting and further should be filed for record purposes. 3) If there are questions that needs to be answered after the meeting, following further investigations or study, these points may be noted for the Committee to respond through correspondence. C : Code of Conduct for Public Officials and employees : 1) They shall not harbor any interest in the tobacco indust ry. 2) They shall not demand or receive any contribution/gift of any kind from tobacco industry for themselves, their families, relatives, friends, or any other person or organizations with which t hey have clo se links. Co nt ribut io n/gift shall include, but are no t limit ed t o , payment s, gift s and services, monetary or in-kind, research funding, financial aid, policy draft and legal advice. 3) They shall avoid the creation of any perception of real or potential partnership or cooperation with the tobacco insustry, and shall publicly correct any perception of partnership that may hava been created. 4) Government officials and employees of agencies which have a role in formulating and implement ing public health po licies with respect t o t obacco cont ro l, shall inform t heir institutions about any intention to engage in an occupational activity within the tobacco insustry, whether gainful or not. 5) In case any Government officials and employees of agencies face/experience any kind of to bacco indust ry int erference or have met any represent at ive fro m the To bacco Indust ry wit ho ut prior knowledge, they shall immediately refer the matter to this committee in written, seeking for necessary instructions and guidance.Ex-148/2016 3 Published and Issued by the Controller, Printing & Stationery, Mizoram Printed at the Mizoram Govt. (iii) Paper III: One paper of 100 Marks (duration not less than 2 hour s) consisting of Judgment Writing (paper book to be supplied) Legal Theories on Jurisprudence, Provisions of the Constitution of India. (Note: The Candidates are expected to refer to the relevant decisions of the Apex Court and the High Court while writ ing answers in Paper II and III.) (iv) Interview/Viva-voce – 35 Ma rks . The Candidates sha ll have to secure minimum 60% Marks in the Interview 2.A Competitive Examination for recruitment to Gr ade-III of the service shall be held at such intervals as the Governor may in consultation with the High Court from time to time determine. Provided that SC/S T Candidates who obtain 50% or more marks, subject to securing minimum 40% Marks individually in Paper I, II & III in respect of Grade-I and Paper-I, II, III & IV in respect of Grade-III shall be ca lled for Viva-voce. The ratio in which candidates shall be called for Viva-voce/Interview is 1:3 (3 Candidates against 1 post) subject to Marks obtained as sta ted above. The final evaluation will be in order of merit subject to overall suitability. The object of Viva-Voce examination is to assess the suitability of the candidates for the Cadr e by judging t he menta l alertness, knowledge of la w, clear and logical exposition, balance of judgments, skills, attitude, ethics and power of assimilation, power of communication, character and intellectual depth. 5 . Amendment of Schedule F: In the Principal rules, in existing Schedule-F : (i) In its Rule C sub rule 4, the date 1st to 6th August shall be substituted as 1st – 16th August. (ii) In its Rule D sub rule 6, the date 15th March shall be substituted as 15th M a y. (iii) In Rule D sub rule 7, the date 5th June shall be substituted as 15th Ju ne. However, the benefits will not be denied for not having the Aadhar number by the eligible beneficiar y. 8.Monitor & display details of approved programme, all activities undertaken and name of beneficiaries, expenditure incurr ed, etc. all the soil health portal, Pancha yat Bha van/prominent public place in the cluster/village level and get it placed before the concerned Gra m Sabha annually from the point of social audit. 9.IC AR instit utes/SAU and KVKs fu nct ioning in the district will pr ovide technical support in formula tion of the district action plan, its implementation and monitoring.
