Leitlangpui HSS, Lunglei on the 11th May, 2015 at 11:55 AM. Born on 22. 3.1964, Pu T homas Lalchhanhima s/o Pu Lalrinliana was appointed as a Teacher of H igh School on 16.4.1990 and was posted at JL High School. On 26.6. 1996 he was a p p oint ed a s Lect u r er of HS S a nd p os t ed at Govt . Cent r a l HSS . On 2 6 .4 . 2 0 1 0 , he wa s p r omot ed to t he post of Vice Principal, Govt. HSS and posted at Govt. Central HS S. On 12.6.2014, he was promoted to the post of Principal, Govt. HSS and posted at Govt. Leitlangpui HSS, Lunglei. He served the Govt . in that capa city till he breathed his last. Method of r ecruitment, The method of recruitment, age limit, qualification and other matters age limit, and other relating to the said post shall be as specified in columns 5 to 14 of the qualifications Annexure-I Provided that the upper age limit prescribed for direct recruitment may be relaxed in t he case of candidates belonging to the Scheduled Castes/the Scheduled Tribes and other special ca tegories of persons in a ccordance with the or ders issued by the Central Government or Government of Mizora m from time to t ime. 5. Disqualification No person- (a ) who, has entered into or contracted a marr iage with a person having a spouse living; or - 2 - Ex-223/2015 (b) who, having a spouse living, ha s entered into or contracted a marriage with any other person, shall be eligible for appointment to t he said post(s); Provided that the Governor may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other valid grounds for doing so, exempt any such person fr om the operation of this rules. 6.Training and Departmental Every Gover nment s ervant recruited under these rules s hall undergo Examination. such training or pass such Depa rtmental Examination as may be pres cribed from time to t ime. 7. Powers to trans fer Notwithstanding anything contained in these Rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officers so recruited under these Rules to any other post or position which is equivalent in rank or gr ade. 8. Power to relax Where the Governor is of the opinion that it is necessary or expedient so to do, he may, by order and for reasons to be recorded in writing in consultation with the Mizoram Public Service Commission through the Depar tment of Personnel & Administr ative Reforms, relax any of t he provisions of these rules with respect to any class or category of persons. 9. Reservation and other Nothing in these rules shall affect any reser vation, relaxa tion of age concessions limit and other concessions required to be provided for the Scheduled Castes/the Schedu led Tribes and ot her ca tegor ies of persons in accordance with the orders issued by the Central Government or the Government of Mizoram from time to time in this regard. 10. Repea l and Sa ving All Rules pertaining to this post framed by the Government of Mizoram notification No. REV. 6/73/59 dt. 18.2.1975 and published in the Mizoram Gazette Issue No. 37 dt. 12.9.1975 shall stand repealed from the da t e of commencement of t hese Ru les. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Definition (1) In t hese regula tions, unles s the context other wis e requir es:- ( a ) “Limited Departmental Examination” means examination conducted under these regulations for filling up 25% of post of District Transport Officer/Assistant Director of Transport. (b) “Vacancies” means vacancies in the District Transport Officer (Departmental Quota)/ Assistant Director of Transport which are declared to be filled by promotion on the result of Limited Depar tmental Examination. (c ) “Scheduled Tribe” shall ha ve the same mea ning as assigned to it by clause 25 of Article 366 of the Constitution of India. (2) Other words and expr essions used in these regulation and not defined herein shall have the same meaning respectively assigned to them in the Mizoram Transport Depar tment (Group ‘A’ Post) Recruit ment Rules, 2014. 3. Holding of (1) The examina tion shall be conduct ed by the Commission under t hese Ex amination Regulations in the manner notified by the Government of Mizoram fr om time to time. (2) The date on which and the venue at which the examination shall be held will be fixed by the Commission and it sha ll be conducted at such intervals as the Governor may, from time to time determine. - 2 - Ex-224/2015 4.Conditions of (1) In order to be eligible to compete in the Limited Departmental Eligibility Examination for filling up of 25% of the post DTO/ADT, a candidate must satisfy the following conditions:- (a) He must be a citizen of India. (b) He must be holding the post of Motor Vehicle Inspector/Asstt. District Transport Officer with not less than 5 years regular service in the Gr ade. 5. Decision as to The decision of the Commission as to the eligibility or otherwise of Eligibility candidates for admission to the examination shall be fina l and no candidate to whom a certificate of admission has not been issued by the Commission shall be admitted to the examination. 6. Result (1) The names of the candidates who are considered by the Commission suitable for appointment as a result of the examination shall be arranged in order of merit. They shall be recommended for appointment in that order up to the number of appointment required to be made. The order of merit shall be determined in accordance with aggregate marks obta ined by each candidate and if two or more candidates obta ined equa l marks in the examination, their names shall be arr anged in the list according to their a ge or name in alphabetical order in case they are of the same age. (2) The form and manner of communication of result of the examina tion to individual candidates shall be decided by the Commission at its discretion. (3) Success at the examination shall confer no right of appointment to the post of DTO/ADT unless the Government is satisfied to appoint them. 7.
