Objectives and Functions The objectives and functions of the Council are a s follows :- 1)To identify areas in which Science & Technology can be utilized for the achievement of the Socio-Economic objective of Mizor am and in particular, its objectives of tackling the problems of b ackwardness, unemployment and poverty, and of addressing itself to the problems of r ural areas, and under-privileged section of t he society. 2)To advise t he State Government on policies and measures necessary to promote Science & Technology and its utilization for a chievement of Socio-Economic objectives. 3)To initiate, support, promote and co-ordinate preferably by establishing networks, such researched design and development projects and programmes, including demonstration projects, as are likely to be relevant to the specific objectives, problems surveys and optimum utilization of natural resour ces of the st ate. 4)To prepare, or assist in pr eparation of science and technology plans for the state. 5)To advise the government on policies and measures relating to the development and deployment of science & technology ma n power resour ces. 6)To promote the populariza tion of science, environmental awar eness a nd spread of a scientific temper and attitude among the people of the st ate. 7)To supplement and compliment the ongoing technica l effor ts of the state government. 8)To interact with other state and National Science & Technology bodies having similar or related objectives. 9)To identify priority areas of Science, Technology and Environment needed for long term development of the st ate. 10) If essentia l, to establish or to assist in the establishment of the infrastr uctures, in institutions, orga nizations etc. necessary to achieve the foresaid objectives. 11) To accept donations, raise subscriptions and receive grants, loans and subsidies from Government of India, Government of Mizoram and other suppor ting agencies in India and abr oad, and to invest the resources towards the achievement of the objectives of the Council. 12) To take any other steps which ar e relevant to the application of Science & Technology for the state of Mizoram. 13) To s ubscribe to the National Pension System and t o adopt Flexible Complementing Scheme for the benefit of the employees. 14) The Council will get registered a s a society under the Societies Registration Act for which the Memorandum of Association/Rules & Regulations to govern the power a nd function of the Association/Council will be prepa red. Rokhawla, Headmaster, Govt. M/S, N. Chaltlang on the 27th March, 2015 at 10:45 PM. Born on 1.3.1961, Pu V. Rokhawla entered Govt. service as Teacher of M/S on 11.10.1982 and was promoted to the post of Headmaster, Govt. M/S on 23.7.2008 and post ed at Cherhlun M/S. After serving the Govt. in that capacity at different places, he was transferred to N. Chaltlang M/S w.e.f. 11.6.2014 and served the Govt. till he breathed his last. The Govt. of Mizoram places on record its deep appreciation of the good services rendered by Pu V. Rokhawla and conveys its heartfelt sympathy and condolence to the bereaved family. Saitual College at 11:00 PM on the 28th March, 2015 at Nazareth Hospital, Aizawl. Pi Nancy Lallianchhungi d/o T. China was born on 1st June, 1964. She joined her service as Lecturer under Saitual College on 24.02.1993. She was promoted to Senior Lecturer with effect from 24.02.1999, and promoted to Selection Grade with effect from 24.02.2004. Finally, she was promoted t o Associate Professor with effect from 24.02.2007. She served the Government of Mizoram with utmost sincerity and devotion to duty and endeared herself to the Officers and Staff and always proved herself as conscientious and hard working Lecturer. The Government of Mizoram placed on record its appreciation of the sincere services rendered by Pi Nancy Lallianchhungi and conveys its heartfelt sympathy to the bereaved family. In supersession of Notification issued vide even No. da ted 24.03.2015, the Governor of Mizoram is pleased to make the following Rules to amend the Mizoram (Selection of Candidates for Higher Technical C ourses) Rules, 1999 (hereinafter referred and as the Princip al Rules) as follows, namely - 1.Shor t title and (1) Thes e Rules may be called t he Mizor am(Selection of Candidates Commencement for Higher Technical Courses) (Sixth Amendment) Rules, 2015. (2) They sha ll come into for ce with immediate eff ect. 2. Amendment of Rule 5 Rule 5 of the Principal Rules shall be substituted by the following, Sub rule (1) namely - (Method of Selection) “(1) All applica nts sha ll be classified into three categories for the pur pose of allotment of seats, viz :- (a ) Children of local permanent residents of the State of Mizoram, as Category - I; (b) Children of other permanent residents of t he State of Mizoram as Ca tegory - II; (c ) Children of Central/Other State Government employees sta ying in Mizoram as Category - III. Explanation : For the purpose of this sub-rule (a ) The term “ Local permanent Residents” means those who are indigenous (Zo-Ethnic people who are native inhabitants) people of the State of Mizoram and have been residing permanently in the State. (b) The term “Other Permanent Residents” means those who are Non-indigenous (Non-Zo-E thnic people who are non-native inha bitants) people of the State of Mizoram and those who ar e serving under the Government of Mizoram or Government Corporation or Autonomous Bodies under the State of Mizoram, or other recognised organisations and in whose case, it can safely be infer red tha t they would reside permanently in Mizor am.” K.
