Lianhmingthanga, District Local Administration Officer, Local Administration Department at 3:00 AM on 15.5.2014. S. Lianhmingthanga entered into Government Service as Circle Assistant (CA-II) on 3.3.1980. He was promoted to Circle Assistant-I on 1.8.1984, Assistant Circle Officer on 21.2.1997, Circle Officer on 8.1.2001 and further promoted to Assistant Director/District Local Administration Officer on 6.8.2010. During his entire tenure of 34 years, he had been serving in various capacities as Circle Assistant-II, Cir cle Assistant-I, Assistant Circle Officer, Circle Officer and Assistant Director/District Local Administration Officer and he was posted as District Local Administration Officer, Kolasib where he served till he drew his last breath. He served the Gover nment of Mizora m with utmost sincerit y and devotion and endeared himself to all his collea gues. He always proved himself to be a conscientious officer. The Government of Mizoram places on record its appreciation of t he sincere services rendered by S. Lianhmingtha nga, District Local Administra tion Officer, Local Administra tion Depa rtment, Kolasib District and conveys its heartfelt sympathy and condolence to his bereaved f a mi ly. ‘May his soul rest in peace’. P. S ingtha nga, Secretary to the Govt. of Mizoram, District Council Affairs Department. “THE LAI A THE LAI AUTONOMOUS DISTRICT COUNCIL (CONSTITUTION, CONDUCT OF BUSINESS ETC.,) (SECOND AMENDMENT) RULES, 2014. In exercise of the powers conferr ed by sub-paragraph (7 ) of Par agraph 2 of the Sixth Schedule to the Constit ution of India, read with par agraph 20BB of the sa id Schedule, the Lai Autonomous District Council ma kes the following rules further to a mend the Lai Autonomous Distr ict Council (Constitution, Conduct of Business, etc) Rules, 2010 (hereinafter referr ed to as Principal Rules) namely:- 1.1 . Short title and Commencement.- (1) These rules shall be called the Lai Autonomous District Council (Constitution, Conduct of Business etc.,) (Second Amendment) Rules, 2014. (2) They shall come into force from the date of publication in the Mizor am Gazette. 2 . Amendment of Rule 2.- In R ule 2 of the pr incipal Rules, the following definitions shall be added, namely: (j)(i) “Electronic Voting Machine” means electronica lly operated machine for use in voting. (y) “State Election Commission” means the State Election Commission of Mizoram as constituted for the state of Mizoram under the provision of P art-IX and Part-IX A of the Constitution. (y)(i) “District Election Officer” means the District Election Officer under Rule 148B. (y)(ii) “Returning Officer” means an officer appointed or designated as such under Rule 149A, who shall be responsible for proper conduct of election in one or more constituencies, and he ma y be assisted by Assistant Returning Officer. (y)(iii) “Elector al Registra tion Officer” means a n officer a ppoint ed or designated as such under Rule 148C in connection wit h prepa ration a nd revision of elector al rolls and he may be assisted by Assistant Electoral Registration Officer. 3.Amendment of Rule – 142.- In Rule 142, after sub-rule (2) of the Principal Rules, sub-rule (3) shall be inserted namely: (3) Sta te Election C ommission: (a) The State Election Commission duly cons tituted by the State Government, consisting of a S tate Election Commissioner appointed by the Governor under the provisions of Part-IX and P art-IX A of the Constitution shall be vested with superintendence, direction and control of the preparation, revision and correction of electora l rolls and the conduct of elections under t hese rules. (b) The State Election Commission sha ll co-ordinate and supervise the works of the Distr ict Election Officer in due discharge of his functions and duties under these rules. 4.Amendment of Rule – 144.- In sub- rule (1) of Rule 144 of Principal rules,the words “the Governor shall” shall be substituted by the words “ Governor shall in consultation with the State Election C ommission”. 5.Amendment of Rule – 145.- In R ule 145 of the Principal Rules,the words “ the Governor shall” shall be substituted by the words “Governor may in consultation with the S tate Election C ommission”. 6.Amendment of Rule – 147.- In clause (b) of sub-rule (1) of Rule 147 of the Principal R ules, for the word ‘Governor ’ the words “State Election Commission”, shall be substituted.- 2 - Ex-209/2014 7.Amendment of Rule – 148.- Entries under Rule 148 of the Principal Rules shall be substituted as follows namely :- 148 A - Election Observers:1)The State Election Commission may appoint a dequa te number of officia ls of the State or Central Government as Observers for observing the elections to t he Lai Autonomous District Council. 2)The Observer appointed under sub-rule (1) shall assist the State Election Commission to ensure free and fair election and shall discharge such other fu nctions as may be entr usted by the Commission. 148 B – District Election Officer:1)The State Election Commission shall appoint the concerned Deputy Commissioner as District Election Officer for the preparation of Electora l Rolls and the conduct of elections under these rules. 2)The State Election Commission may also appoint officers in the office of Deputy Commissioner concerned or such other Officer of the St ate Government, as may be necessary, as Assistant District Election Officer to assist the District Elect ion Officer and perform all such duties under his direction. 3)The District Election Officer shall also perform such other functions a nd duties as ma y be directed by the Sta te Election Commission from time to t ime. 4)The District Election Officer, Electoral Registra tion Officers etc, referred to in this part, and any other officers or staff employed in connection with the preparation, revision and correction of electora l rolls for, a nd the conduct of, all elections sha ll be deemed to be on deputa tion to the State Elect ion Commission for the period during which they a re so employed and su ch officers and staff shall, during that period, be subject to the control, superintendence and discipline of the State Election Commission. 148 C – Electoral Registration Officer:1)For each Autonomous District Council Constituency to which these rules extend, the State Election Commission shall appoint or designate any officer of the State Government as Electoral Registr ation Officer for each Autonomous District Council ar ea to perform a ll necessa ry functions for the preparation and revision of Electoral Rolls for all constituencies in the said area. 2)The State Election Commission may, designate one or mor e officers as Assistant Elect oral Registration Officer to assist the Electoral Registration Officer and perfor m duties under his direction. 3)The Elector al Registration Officer shall also perform such other functions as may be directed by the State Election Commission. 4)An Electoral Regist ration Officer may, subject to any pr escribed restrictions, employ such other persons as he thinks fit for the pr eparation a nd revision of t he electora l roll for the constituency. 8.Amendment of Rule – 149.- Entries under Rule 149 of the Principal Rules shall be substituted as follows, namely:- 149 A – Returning Officer: For every election to fill a seat or seats in the Lai Autonomous District Council, the State Election Commission shall appoint or nominate a Returning Officer who shall be an Officer of the State Government or of a local authority. It shall be the general duty of the Retur ning Officer at any election to do all such a cts and things as may be necessary for effectually conducting the election in the manner provided by this rules or orders made there-under. Provided tha t nothing in t his Rule shall prevent the Sta te Election Commission from appointing or nominating the same person to be the Returning Officer for more than one constituency.- 3 -Ex-209/2014 149 B — Assistant Returning Officer :1)The State Election Commission may appoint one or more persons to assist any Retur ning Officer in the per formance of his functions. Provided tha t every such person shall be a n officer of the State Government or of a local authority. 2)Every Assistant Returning Officer shall, subject to t he cont rol of the Returning Officer, be competent t o perfor m all or any of the functions of the Returning Officer Provided that no Assistant Retur ning Officer shall perform any of the funct ions of the Retu rning Officer which relate to the scrutiny of nominations unless the Returning Officer is unavoidably prevented from performing the said funct ion. 9.Amendment of Rule – 150.- Entries under Rule 150 of the Principal Rules shall be substituted as follows, namely:- “If any difficulty or quest ion arises to the preparation or revision of any electoral rolls, or dispute as to whether a person is ordinarily resident in that loca lity/constituency under these Rules, the same shall be decided by the District Election Officer who shall function as Appellate Author ity and his decision there-upon shall be final.” 10.Amendment of Rule – 151.- In R ule 151 of the Principal Rules, for the word “Governor” the words “ State Election Commission” shall be substituted. 11.Amendment of Rule – 153.- In R ule 153 of the Principal Rules, for the word “Governor” the words “ State Election Commission” shall be substituted. 12.Amendment of Rule – 154.- In R ule 154 of the Principal Rules, for the word “Governor” the words “ State Election Commission” shall be substituted. 13.Amendment of Rule – 156.- (i) In Rule 156 of the Principal Rules, sub-rule (3) shall be added as follows:- “An Electronic Voting Machine shall be common for all the ca ndidates and there shall be only one Electr onic Voting Machine in use at a time and place in such ma nner to ensure secrecy of voting”. 14.Amendment of Rule – 158.- In sub-rule (1) & (2) of Rule 158 of the Principal Rules, for the word “Governor” the words “State Election Commission” sha ll be substituted. 15.Amendment of Rule – 161.- In sub-rule 4 of rule 161 of the Principal Rules, the word “Governor” shall be substituted by the words “Sta te Election Commission”. 16.Amendment of Rule – 162.- In sub-rule (2), the word “the Governor” a ppearing in two places shall be substituted by the words “State Election Commission” respectively. 17.Amendment of Rule – 166.- (iii) In Rule 166 of the Principal Rules, after sub-rule 3, sub-rule 4 shall be added namely:- 4 - Ex-209/2014 (4) The Presiding Officer or any other Officer as may be authorized by him in every Polling Station, shall keep the “Control Unit” on; before casting of every vote to ensure the Electr onic Voting Machine is r eady to record of every casting vote”. 18. Amendment of Rule – 168.- Rule 168 of the Principal Rules shall be substituted by the following namely: “A voter sha ll go inside the voting compar tment a nd recor d his vote by pressing appropr iate button of t he Electronic Voting Machine against the symbol of the candidate he or she wishes to vote”. 19. Amendment of Rule – 176.- (i) In s ub-rule (1) of rule 1 79 of the Principal Rules, for the word “Governor ” the words “S tate Election Commission” sha ll be substituted. 20. Amendment of Rule – 178.- The word “Secretary” appearing under sub-rule (4) shall be substituted by the “State Election Commission”. 21. Amendment of Rule – 179.- The words “ Secretar y to the Government a nd to such other Officers as the Government may direct” shall be substituted by the words “State Elect ion Commission, Secretary to the Govt. of Mizoram and to such other Officers as the State Election Commission may direct”. 22. Amendment of Rule – 182.- The words “ Secreta ry to the Government a t two places” shall be substituted by the words “S tate Election Commission with a copy to the Secreta ry to the Government of Mizoram” respectively. 23. Amendment of Rule – 186.- The word “Governor” appear ing under sub-rule (5) & (6) shall be substituted by the words “S tate Election Commission” respectively. 24. Amendment of Rule – 188.- The word “Governor ” appear ing under Rule 188 shall be substit uted by the wor ds “Sta te Election Commission”. 25. Amendment of Rule – 189.- In Rule 189 of the Principal Rules, the words & figur e, “Rs. 50,000/-(Rupees Fifty Thousand) only”, shall be substituted by the words & figure, “Rs.1,00,000/-(Rupees One Lakh) only”. 26. Amendment of Rule – 192.- The word “Governor ” appear ing under Rule 192 shall be substit uted by the wor ds “Sta te Election Commission” and the word “Governor” appearing under sub-rule (3) shall be substit uted by the “Sta te Elect ion Commission” and the word “Secreta ry to the Gover nment” shall be substituted by the words “Secretary, State Election C ommission”. 27. Amendment of Rule – 195.- Rule 195 shall be substituted as follows:- If the provisions of Rules 191, 192, 193 and 194 are not complied with, the “State Election Commission sha ll dismiss the petition without further hearing”. 28. Amendment of Rule – 203.- The words “Governor” appearing under sub-rule (3) shall be substituted by the “S tate Election Commission”. And after sub-rule (3), sub-rule (4) shall be inserted. “(4) the inquiry into election petition shall be completed within 60 days fr om the date of appointment of Commissioner by the State Election Commission under sub-rule (1) of Rule 199.- 6 - Ex-209/2014

Lal Nghinglova, Commissioner/Secreta ry to the Govt. of Mizoram, Tourism Department. - 2 - Ex-239/2014 Mizoram Tourism Policy 20141.Preamble: Tour ism industry accounts for more than 11% of the global GDP and more than 8% of the World Trade Employment. Today, no countr y or even a sta te in a country can afford to remain ignorant of tourism industry as an important economic sector. In the background of very high level of unemployment among the educated people in Mizoram, we also can no longer afford to keep the Sta te isolated and to remain depr ived of t he benefits of tourism industry. Mizoram Government, therefore, consider s tourism as a n impor tant sector for the prosperity of t he State and as possible major engine of economic growth and employment creation. The State Government has framed the Tourism Policy 2014 with a view to placing Mizoram on the tour ism map of the world as one of the leading tourist destinations and as a pivot of economic and social development in the State. 2.Vision: To develop tourism in a sustainable and integrated manner so as to make Mizor am a major national a nd international dest ina tion. Mission: To promote Mizoram as an a ttra ctive tourist dest ination by developing t he tourism infrastructure and facilities, specially focussing on eco and adventure tourism including through PPP, substantially contributing to the economic growth of the state. The Tourism Policy 2014 has been adopted as below - 3.OBJECTIVES: 1. The thrust of the policy is to act ively promote Eco-tour ism. 2. Promotion of Tourism Industry with a comprehensive approach and which will not be in conflict with the social, religious and cultural va lues of the host community. 3. To create conducive environment for the growth of Tourism Industry by imparting awareness of the scope and the positive impacts of tourism industry to both the rural and urban population. 4. To upgrade and develop manpower skills with a view to providing requisite expertise to the youth so as to render them fit for employment in this industry. 5. To promote Public Private Partnership in development and management of Infrastructure Project such as - a ) Tour ism Infrastructures/facilities. b) Development of new tourist destinations. c) Star rated hotels. d) Theme par ks. 6. To enhance and monitor the growth of tourism by way of registration and formulation of guidelines for the tourism sector. 7. To encourage private sector participation for cr eation of quality tourism infrastructure and to ensure better management of tourism projects. This will include Public Private Partnership, long term lease, and priva te investment for the development of star ra ted hotels. 4. Plan of Action- The State Government will follow the b road plan of a ction as laid down below - 1. To ensure services accepta ble standard, a ll matters relating to establishment, management, upkeep and related matters of hotels and restaurants will be brought within the administra tive cont rol of Tourism Department and other bodies created for tourism development. 2. The Government will initiate steps to ensure simple and easy mode of entry to the State for genuine tourist with a view to enable mor e influ x and thereby r esult in economic benefit for the peop le. 3. The government will streamline and improve the system of registration of for eigners/tourist in order to ma ke the procedur e more simple. For this purpose, tourist registration and informa tion centre will be opened at Lengpui Airport and other designated points of entry for the facilit y of issue of IL P and for for eign registration. 4. A benchmark survey of all the pot ential a reas of tourist attraction for the entire state will be undertaken. Based on this survey Tourism Master Plan will be prepa red. 5. Efforts will be made to cr eate an efficient and professionally competent manpower base in tour ism sector to provide services of acceptable standard. 6. Adequate mar keting and publicity of Mizor am as a n attractive destination will be arra nged through professiona l agencies. 7. Development of tourism infrastructure, destination and circuits through public private partnership and under private sector will be encoura ged. 8. The state government will encoura ge and support creation of standard training facilities in the government as well as non government sector for the development of Human Resource Development (HRD). 9. Services of Competent Consultants will be engaged for tourism development. 10. The Government will endeavour to develop cultural theme park/tourism par k which will depict the traditional lifestyle, handlooms and handicr afts, music and other arts of the people. 11. Eco-tourism Board may be set up with Environment & Forest as the Nodal Department where in strategies on non-pollution, employment opportunities, nature conservation and s ustaina bility on Eco-t ourism will be focu sed on. A definite distinction maybe made between eco-tourism and nature tourism. Provisions of National and State Acts and Rules related to the management of forest and preservation of Wildlife will be made applicable whenever necessary. 5.Administra tive Management: Mizoram Tourism development Board, a non statutory body has been formed under the Chairmanship of Chief Minister to formulate policies, guidelines for development and promotion of tour ism. Mizoram Tourism Development Agency (MTDA) will be set up which will act as a catalyst, trendsetter and a prime mover for promotion of domestic and foreign Tourism in the State. The MT DA will develop, promote and execute various projects and schemes to facilitate and accelerate the development of tourism in the State. The MT DA shall play a pioneering role in the State to develop and open new destinations for tourist and provide healthy competition to pr ivate sector. T he Agency will function under the over-all guidance of the Mizoram Tourism Development Board which will ensure inclusion of professionally competent persons in the Agency. 6.Role of Government: Tour ism in Mizoram will be agovernment-led, private-sector drivenandcommunity welfare- oriented.The parental role of the government should be to ensure the following perimeters:- 1) an environment of peace and stability, 2) an assurance of safety and security, 3) a fr iendly host society, 4) accessible tourist attractions, 5) a sound int egrated system of physical infrastructures s uch as interna l transport system, hotels and restaur ants, entertainment and recreational centres, shopping and communication facilities with tourist amenities and trained tourist guides. 6) plan tourism development as part of overall a rea development strategy. 7) ensu re the compatibility between the type of tourism and socio-economic milieu of the State. 8) involve community-based-organizations, local bodies and youth clubs in planning and development of tour ism,- 3 -Ex-239/2014 9) ensure the availability of trained manpower, 10) Undertake research, prepa re master plans, formulate ma rketing strategies and organize tourism festivals. 7.Role of p rivate Sector : There will be a positive institutional relationship between government and private players with a marked professional orienta tion in the organization of tourism as business opportunity. Libera l incentives will be assured to the extent possible without compromisingthe standards, equity and ethics set by the Governmentto attract private investment and participation in facilities such as: -eco tourism -transport -accommodation -restaurants -entertainments -shopping -sight-seeing -packaged tour 8.TOURISM PRODUCTS / DESTINATION: The state will focus on available assets to develop va rious t ourism products/attractions a s follows:- *Eco-tourism:Mizoram offers an excellent exp osure t o the s ubtropical forests.This makes it an ideal a rea for developing eco-tourism activities like jungle safaris, trekking, rock climbing, forest trails, nature walks, angling camping etc. All these activities are to be condu cted in a manner that promotes awareness of the environment and helps mainta in the ecological bala nce. *Village/Rural Tourism:Village/rura l tourism will be encouraged to ensur e influx of tourists a cross the state and to open up new areas for tourism. A few villages will be chosen as model villa ges for projecting life in rural Mizoram as part of tourism experience. Tourists appreciate the ethnic variety, cultural attributes and lifestyle of people in rura l areas and the concept of Model village will resu lt in socio-economic benefits of tourism r eaching the rural areas.Department of Art & Culture may be collaborated with to ensure originality at the time of construction of Model Village. *Adventure Tourism:Mizoram has an immense pot ential for adventure t ourism related activities such as Aerosports, Trekking, Rock Climbing, River Rafting, Angling and many ot her types of adventure activit ies. In order to ensure the safety of pa rticipa nts in such act ivities, Basic Minimum Standards of safety will be notified as per the guidelines issued by the Ministry of Tourism, Govt. of India. *Culture and Heritage Tourism:The rich cu lture heritage of Mizoram depicting the different cultures and tr ibes ar e added attract ion for the promotion of cultural tourism. The components of cultural tourism ar e fairs and festivals, herita ge tour ism, art a nd craft, films and village tourism. F airs and festivals play an important role in the promotion of cultural tourism. Emphasis will be given to promote festivals like Chapchar Kut, Thalfavang Kut, Anthurium Festivals, etc. *Religion Tour ism:Mizoram is known for Christianity. Plenty of visitors from foreign countries and other pla ces of India visit Mizoram on religious ground. Therefore, tourism product involving religious destinations has to be developed.- 4 - Ex-239/2014 *Nature Tourism:Mizoram is prominently rich in nature. It has hills which offer the most potential tourist attractions. Mizoram has a large forest covered area which is known for its flora and fauna. There are a number of wildlife and bir d sanctuaries which could be promoted for na ture tourism. Mizoram is one of the Hot-spots of the Biodiversit y world a nd hence, it has a great potential for researchers, educationists, students and nature lover s. *Film Shooting:Mizoram has potential for being a preferr ed locale for film shooting. T he State Policy will focus on this emerging ar ea of commercia l tourism. Adequate support and encouragement will be provided by the State to tap this emerging potential. *Health/Herbal Tourism:The State will focus on p romotion of health and herbal tourism by involving private ventu res in large scale plantation of medicinal/herbal plants and development of healt h spa a nd resorts. 9. Other Initiatives: 1.Tour ism Security:To ensure safe tra vel the Government shall exercise closer supervision and a specialized wing of the Police will be created to provide mor e secur ity to visitor s/tourists. 2.Incentives for the Tourism Industry:Incentives to encoura ge priva te investment in tour ism infrastructure will be pr ovided as follows: a ) Initially a corpus fund of Rs.l cr ore will be set aside under the administrative control of Mizoram Tourism Development Agency for the purpose of giving incentives to priva te investors. b) General investment subsidy for the establishment of new hotels a nd eco-tourist centres will be granted in accordance with the Mizora m Industrial P olicy 2014. c ) Other incentives like subsidy on water, power, IT utilities and cooking gas will also be considered. 3 . Tourist Information and Reception Centers:Establishment of Tourist Information and Reception Centres to provide relevant infor mation to the tourists/visitor s if necess ar y for promotion of tourism. The government shall endeavour to set up C entres at important places like Guwahati, New Delhi, Kolkata and Silchar, the entry points for tourists coming to Mizoram. 4 . Promotion and investment through PPP mode: a ) The present day policy of the Government is to encourage private participation. The S tate will encour age PPP model, specifically for the management and maintenance of existing infrastructures under Tourism Department. b) The Government will encour age development of tourism infrastructure in the form of joint venture and take necessar y measures to provide requir ed funding. 5 . Regulation of Quality, S afety and Securit y: To ensure sustainable tour ism industry, the State will set up a quality regulatory mechanism for furtherance of the aims and objectives of this policy. A system of certification of the qualit y of services will be formulated. The regula tions will lay down standards for va rious services and government facilities and incentives will be extended only to those who fulfil the norms. The accr edited hotels, restaura nts, ta xis, buses, etc., will be allowed to use the logo of the Mizoram Tour ism on payment of a roya lty. 6 . Hu man Res our ce Develop ment: The state is in short supply of trained manpower in the hospitality sector. Comprehensive plans will be dra wn up to create a pool of tr ained manpower. Government will encourage the private- 5 -Ex-239/2014 sector to set up new institutions by providing s uitable incentives. To meet the requirements of small establishments outside the cities and towns who do not have access to trained manpower, a system of‘tr aining of trainers’scheme will be la unched. 7.Marketing and Promotion - Creating a Brand: Inspite of tremendous tourism attr actions, Mizora m needs a compr ehensive marketing stra tegy to get more tourists. Abrand imageof Mizoram in the pattern of the ‘Incredible India’ will be developed, portr aying the state’s uniqueness as a dest ina tion. T he marketing stra tegy will focus on the key area of this policy -pr omotion of eco-tourism. An interactive webs ite will be created which will have links to the Ministry of Tourism, all the North East states as well as service providers in the private sector. T his will provide the prospective tr aveller with all necessary information. 8 . Collection of Data: Collection of Data on tourist arrival, nationality, length of stay, expenditure incurred, purpose of visit, as well as feedback on the products, conditions and experiences is necessar y to ensure the continuing development of the Tourism Industr y. In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Mizora m is pleased to make the following Regulations to amend the Mizoram Civil Services (Combined Competitive Examination) Regulations, 2011 (hereinafter referred to as the Principal Regulations) which was notified under No.A.45011/1/2010-P&AR(GSW) dated the 3rd February, 2012 and published in the Mizoram Gazette Extraordinary Issue No.59 dated the 9th February, 2012, namely: 1.Shor t Title and (1 ) These Regula tions ma y be called the Miz or a m Civil Services (Combined commencement Competitive Examina tion) (S econd Amendment) Regulations, 2014 (2) These Regula tions shall come into force from the date of publica tion in the Official Gazette 2. Amendment of (1) In the Principal Regulations, clause (ix) of Regulation 3 shall be Regulation 3 substituted, namely, “The Commission shall prepare a combined final ranking list of successful candidates and publish the same through media a nd intimate to the successfu l candida tes . If two or mor e ca ndida tes obtained equ al mar ks, the Commission shall arrange them in order of priority as shown below: (a ) The total ma rks obta ined by the candidates in General Studies. (b) The age of the candidates with candidate having higher age coming before the candida te with lower age ” (2) In the Principal Regulations, clause (x) of Regulation 3 shall be substituted, n a me l y, “The Commission shall send a list of selected candidates service- wise for appointment to the concer ned cadre contr olling authorities” 3. Amendment of (1) In the Principal Regulations, clause (iii) of Regulation 4 shall be substituted, Regulation 4 n a me l y, “He must have attained the age of 21 years but must not have exceeded the age of 32 years on 1st Apr il of the year in which the - 2 - Ex-255/2014 examination is held. (This prescribed upper age limit will supersede the age limit pr escribed in the concerned Service Rules of the respective Services, i.e Mizoram Civil Service, Mizoram Police Service, Mizoram Finance & Accounts Service and Mizoram Information Service). Provided tha t the upper age limit of 32 years shall be effective from the 1st Apr il, 2018 befor e which candida tes who have not exceeded the a ge of 35 years on 1st Apr il of t he year in which the examina tion is held shall be a llowed to write the examina tion Provided that the upper age limit prescribed in Notification No. A.36012/1/2005-P&AR(GSW) dt. 07.07.2006 shall not be applicable for this R egulation. Provided that the upper age limit may be relaxable upto a maximum of 5 years in respect of ca ndidate belonging to t he Scheduled Ca ste/ Scheduled Tribe. Provided further that Persons With Disabilities belonging to Scheduled Castes and Scheduled Tribes will be eligible for age relaxa tion of ten year s over and above the age relaxation of 5 years admissible to them as Scheduled Caste/ Schedu led Tr ibe” 4.Amenement of (1) In the Principal Regulations, sub-clause (i) of clause (2) of regulation Regulation 9 9 shall be substituted, namely, “The Main Examination sha ll comprise of written examination and personal interview. T he written examination will consist of six compulsory papers carrying 100 marks each and one optional subjects of two papers each as listed under regulation 10, and each Paper will carry 100 marks” 5. Amendment of (1) In the Principal Regulations, the following shall be inserted under Regulation 10 Regulation 10(A) Compulsor y Subjects, namely, “(v) General Studies III (vi) Gener al Studies IV” 6. Amendment of (1) In the Principal Regulations, the entire provision of Regulation 12 Regulation 12 BAR TO COMBINATION OF SUBJECTS shall be deleted 7. Amendment of (1) In the Principal R egulations, the syllabus of General Studies at Serial Schedule-I N o. 3 G en er a l S t u di es ( I & II ) u nd er t he s u b -h ea di ng C OM P UL S ORY SUBJECTS of heading B. MAIN EXAMINATION under Schedule- I shall be substit uted with the syllabus as shown in Annexure-I (2) In the Principal Regulations, the syllabus for Home Science under the sub-heading OPTIONAL S UBJECTS of heading B.
