Based on survey findings, determine location of the AWCs a nd Mini Anganwadi Centres (AWC); Provide assistance for est ablishing AWCs/ mini AWCs; Provide guidance for prepar ation of village/ gram/ urban centre ICDS Mission Plans; Provide supportive supervisors and AWWs;- 10 - Ex-471/2013 Facilitate procurement of the Nutrition Supplement by the village/ urban centre ICDS Mission Committee; Ensure proper distr ibution of supplies and equipment to AWCs; Facilitate organizing a fixed monthly Mother - Child Day linked to NRHM Village Health Day; Participate in monthly Mother - Child Divas and facilita te orga nizing of theme exhibitions in the village/ ur ban centre; Facilit ate in conduct ing feedback through pu blic hear ings, ICDS community accreditation systems, etc.; Strengthen linkages for making AWCs child friendly, with local contributions of play/ learning materials and joyful learning activities; Facilitate convergence wit h MOs, LHVs, ANMs, ASHAs and S SA. Provide supervision for civil works in the villages; Conduct/ organize orientation/ training programmes for AWWs, community leaders and also organize mobile training teams; Facilitate coordination and converge with all s takeholders and line departments; Compile monitoring reports and sha re feedback; Prepare budget for the block and conduct budget analysis; Ensure timely audit of accounts; Review village/ habitation/ urban centre - level budgets; Development of operational policy and time schedule for various activities; Ensure that rules a nd procedures are adhered to in hiring the staff and experts on a contractual basis; Hiring of a dequate contingent of staff a nd experts. Based on survey findings, determine location of the AWCs a nd Mini Anganwadi Centres (AWC); Provide assistance for est ablishing AWCs/ mini AWCs; Provide guidance for prepar ation of village/ gram/ urban centre ICDS Mission Plans; Provide supportive supervisors and AWWs;- 10 - Ex-471/2013 Facilitate procurement of the Nutrition Supplement by the village/ urban centre ICDS Mission Committee; Ensure proper distr ibution of supplies and equipment to AWCs; Facilitate organizing a fixed monthly Mother - Child Day linked to NRHM Village Health Day; Participate in monthly Mother - Child Divas and facilita te orga nizing of theme exhibitions in the village/ ur ban centre; Facilit ate in conduct ing feedback through pu blic hear ings, ICDS community accreditation systems, etc.; Strengthen linkages for making AWCs child friendly, with local contributions of play/ learning materials and joyful learning activities; Facilitate convergence wit h MOs, LHVs, ANMs, ASHAs and S SA. Provide supervision for civil works in the villages; Conduct/ organize orientation/ training programmes for AWWs, community leaders and also organize mobile training teams; Facilitate coordination and converge with all s takeholders and line departments; Compile monitoring reports and sha re feedback; Prepare budget for the block and conduct budget analysis; Ensure timely audit of accounts; Review village/ habitation/ urban centre - level budgets; Development of operational policy and time schedule for various activities; Ensure that rules a nd procedures are adhered to in hiring the staff and experts on a contractual basis; Hiring of a dequate contingent of staff a nd experts. (2)The Board s hall recommend names of suita ble officers to the State Government for posting to all the positions in t he ranks of Assistant/Deputy Superintendents and above in the police organiza tion of the state, excluding the Director General of Police. The State Government shall ordina rily accept these recommendations, and if it disagrees with any such recommendation, it shall record reasons for disagreement. (3)It shall also consider and recommend to the Director General of Police the names of officers of the ranks of Sub-Inspector and Inspector for posting to a Police Ra nge on initial appoint ment, or for transfer fr om one Police Range to another, where such transfer is considered expedient for the Police S ervice. In exercise of the powers conferred by the proviso to Article 309 of t he Constitution of India, the Governor of Mizoram is pleased to make the following rules regulating the method of recruitment to the post(s) of Psychiatric Nurse under Health & Family Welfare Department, Government of Mizor am, namely :- 1.Shor t Title and (1) These Rules may be called the Mizoram Health & Family Welfare Commencement Department (Group ‘B’ posts) Recruitment Rules, 2013. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Application These rules shall apply to the posts specified in Column 1 of the Annexure-I annexed to these rules. 3. Number of posts, The number of the said post(s), their classification, Pay Band and Grade classification, pa y ba nd Pay/pay scale attached thereto sha ll be a s specified in columns 2 to and grade pa y/pay scale 4 of the said Annexure-I. 4. Method of r ecruitment, The method of recruitment, age limit, qualification and other matters age limit, relating to the siad post(s) shall be as specified in columns 5 to 14 qualifications, etc- of the afor esaid Annexur e-I. Provided that the upper age limit prescribed for direct recruitment may be relaxed in t he case of candidates belonging to the Scheduled Castes/the Scheduled Tribes and other special ca tegories of persons in a ccordance with the or ders issued by the Central Government or the Government of M izoram from time to t ime. 5. Disqualification No person- (a ) who has entered int o or contracted a marr iage with a person having a spouse living; or - 2 - Ex-479/2013 (b) who, having a spouse living, ha s entered into or contracted a marriage with any other person, shall be eligible for appointment to t he said post(s); Provided that the Governor may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for doing so, exempt any such person from the operation of this r ule. 6.Training and Departmental Every Gover nment s ervant recruited under these rules s hall undergo Examination. such training or pass such Departmental Exa mination as may be pres cribed from time to t ime. 7. Powers to trans fer Notwithstanding anything contained in these rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officer so recruited under these rules to any other post or position which is equivalent in rank or gr ade. 8. Power to relax Where the Governor is of the opinion that it is necessary or expedient so to do, he may, by order and for reasons to be recorded in writing and in consultation with the Mizoram Public Service Commission through the Department of Personnel & Administrative Reforms, relax any of the provisions of t hese rules wit h respect to any class or category of persons. 9. Reservation and other Nothing in these rules shall affect a ny reserva tion and other concessions concessions required to be provided for the Scheduled Castes/the S cheduled Tribes and other categories of persons in accordance with the orders issued by the Central Government or the Government of Mizoram from time to time in this regard.
