No. A. 12018/44/2013-P&AR(GSW) Aizawl, the 28 th December, 2022: In exercise of the powers
conferred by the proviso to article 309 of the Constitution and in supersession of the Mizoram Industries
Department (HHW) Group ‘C’ posts (Non-Gazetted) Recruitment Rules, 1997 notified in the Mizoram
Gazette extraordinary issue number 300 dated 05.09.1997, except as respect things done or omitted to
be done before such supersession, the Governor of Mizoram hereby makes the following rules regulating
the method of recruitment to the post Extension Officer (Bee Keeping) under Commerce & Industries
Department, Government of Mizoram namely :-
1. Short title and (1) These rules may be called the Mizoram Commerce & Industries
commencement.- Department (Group ‘B’ post) Recruitment Rules, 2022.
(2) They shall come into force from the date of their publication in the
Official Gazette.
2. Application.- These rules shall apply to the post(s) specified in Column 1 of the
Schedule annexed to these rules.
3. Number of posts, The number of the said posts, classification and level in the pay
classification, and level of matrix or pay scale attached thereto shall be as specified in Column
pay matrix or pay scale.- 2 to 4 of the said Schedule.
4. Method of recruitment, The method of recruitment, age limit, qualifications and other
age limit and other matters relating to the said post shall be as specified in Column 5
qualifications.- to 13 of the said Schedule.
5. Disqualification.- No person –
(a) who has entered into or contracted a marriage with a person
having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a
marriage with any person,
shall be eligible for appointment to the said post;- 2 - Ex-1/2023
Provided that the State Government may, if satisfied that such
marriage is permissible under the personal law applicable to such
person and to the other party to the marriage and that there are
other valid grounds for doing so, exempt any such person from the
operation of this rule.
6. Training and Every official recruited under these rules shall undergo such
Departmental training or pass such Departmental Examination as may be prescribed
Examination.- from time to time.
7. Power to transfer.- Notwithstanding anything contained in these rules, the State Government,
in public interest, shall have the right and power to transfer any
officials, so recruited under these rules to any other post or position
which is equivalent in rank or grade.
8. Power to relax.- Where the State Government is of the opinion that it is necessary
or expedient so to do, it may, by order and for reasons to be recorded
in writing, in consultation with the Mizoram Public Service Commission
through the Department of Personnel & Administrative Reforms,
relax any of the provisions of these rules with respect to any class
or category of persons.
9. Savings.- Nothing in these rules shall affect reservation, relaxation of age
limit and other concessions required to be provided for the Scheduled
Castes, the Scheduled Tribes, the Ex-servicemen and other special
categories of persons in accordance with the order issued by the
Government of Mizoram from time to time in this regard.

The Mizoram (Land Acquisition, Rehabilitation and Resettlement) Act, 2016
No.K.12011/46/2012-REV, the 6 th June, 2023. Whereas by the Government Notification No.
K.12011/46/2012-REV dt.25.01.2023 published in the official Gazette, it was notified under Section 11
(1) of The Mizoram (Land Acquisition, Rehabilitation and Resettlement) Act, 2016 (hereinafter referred
to as the “said Act”) that the land specified in the schedule appended to the said Notification was likely
to be needed for the purpose namely – construction of Thingsai-Bualpui-Saisih Road (i.e., the stretch
within Hnahthial District) in Thingsai-Bualpui-Saisih-Pangkhua-Sangau Road by the BRTF under
Ministry of Defence, Government of India, for maintenance of national security along the Indo-Myanmar
International Border.
2. Now, therefore, the Government declares that declaration under Section 19 (1) of the said Act is issued
that the said land is required for the public purpose specified above and as per scheduled indicated below.
3. The Government now appoints the Deputy Commissioner, Hnahthial District under Section 2 of
the said Act to perform the functions of a Collector for all proceedings hereinafter to be taken in
respect of the said land and directs him under Section 2 of the said Act to take order for the
acquisition of the said land.
4. The Collector shall there upon cause the land to be measured and make a plan of the same under
Section 20 of the said Act if not already done as per Section 11 of the said Act, and dispose of all
objections and claims after causing a public notice for not less than 60 (sixty) days to the persons
interested stating the Government’s intention of taking over the possession of the said land as per
Section 21 of the said Act. Then, the Collector shall submit a Draft Award to the Government of
Mizoram after fulfilling the provisions under Section 27 of the said Act.
5. A plan of the same can be inspected at the Office of the Deputy Commissioner, Hnahthial District
till the final award is made under Section 27 of the said Act.

1. The Compensation will not be admissible in the following cases -
(a) In case of natural deaths including illness.
(b) In the case of unnatural deaths:
(i) If the death occurs during escape from jails or from lawful custody outside the jails; and
(ii) If the deaths occurs due to any natural disaster/calamity.
2. Compensation will be paid to the Prisoner(s)/Victim(s) in case of accidents and to the next of kin
or legal heir(s) of prisoner(s) on account of unnatural deaths in the following categories with the
amount indicated below:
(a) Death due to injury by prison staff : Rs. 2.00 lakh
(b) Death due to negligence in duty by Prisons/Medical staff : Rs. 2.00 lakh
(c) Death due to fight among prisoners : Rs. 2.00 lakh
(d) (i) Accidents/serious injury (not self-inflicted) resulting in
physical or mental disability upto 81% -100% : Rs. 1.00 lakh
(ii) Disability from accident not self-inflicted upto 51 % - 80% : Rs. 0.90 lakh
(iii) Disability from accident not self-inflicted upto 21% - 50% : Rs. 0.60 lakh
(e) Loss of health due to occupational diseases (recognized) : Rs. 0.50 lakh
3. The Superintendent of Jails concerned shall send detailed report along with copy of Magisterial
Enquiry Report, postmortem report, dead summary/final cause of death, medical history at the
time of admission in Jail and detail of medical treatment, if any, given to the prisoners prior to his
custodial death, to the Inspector General of Prisons, Mizoram for onward submission to the State
Government for grant of appropriate compensation.
4. The compensation shall be payable only on the following conditions -
(a) The compensation in relation to death shall be made on the basis of Magisterial Enquiry
Report, Death Certificate issued by Medical Authorities concerned, dead summary/final
No. C. 17015/1/2021 -HMJ,the 5 th June, 2023. As per para 15.51 of the Mizoram Prisons
Manual, 2017 and in pursuance of the National Human Right Commission Proceedings dated 9 th February,
2022, the Governor of Mizoram is pleased to frame a policy for payment of compensation to the victim(s)
who met with accidents resulting in physical or mental disability, serious injury, death or loss of health
due to occupational diseases and to the family(ies)/next of kin or legal heirs(s), whichever is applicable,
of prisoners who met with accidents resulting in physical or mental disability, serious injury, death or
loss of health due to occupational diseases and unnatural death as certified by the Chief Medical Officer
concerned at the following rates:
