In exercise of the powers conferred by the proviso to Article 309 of t he Constitution of India, the Governor of Mizoram is pleased to make the following Rules regulating the method of recruitment to the post(s) ofDeputy Director (SCERT)under School Educa tion Depar tment , Government of M izoram, namely :- 1.Shor t title and (1) These Rules may be called the Mizoram School Education Department Commencement (Group ‘A’ Gazetted post) Recruitment Rules, 2016. (2) T hese Rules shall come into for ce fr om the da te of their publication in the Official Gazette. 2. Application These rules shall apply to the posts specified in Column 1 of the Annexur e-I hereto a nnexed. 3. Number of posts, The number of the said post(s), their classification and the scale of classification and scale pay/Pay Band & Grade Pay attached thereto shall be as specified in of pa y/Pay Ba nd & column 2 to 4 of the said Annexure-I. Grade Pay 4. Method of r ecruitment, The method of recruitment, age limit, qualifications and other matters age limit and other relating to the said post shall be as specified in columns 5 to 14 of qualifications Annexure-I. Provided that the upper age limit prescribed for direct recruitment may be relaxed in t he case of candidates belonging to the Scheduled Castes/the Scheduled Tribes and other special ca tegories of persons in a ccordance with the or ders issued by the Central Government or Government of Mizora m from time to t ime. 5. Disqualification No person- (a ) who, has entered into or contracted a marr iage with a person having a spouse living; or - 2 - Ex-21/2016 (b) who, having a spouse living, ha s entered into or contracted a marriage with any other person, shall be eligible for appointment to t he said post(s); Provided that the Governor may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other valid grounds for doing so, exempt any such person fr om the operation of this Rule. 6.Training and Departmental Every Gover nment s ervant recruited under these rules s hall undergo Examination. such training or pass such Departmental Exa mination as may be pres cribed from time to t ime. 7. Powers to trans fer Notwithstanding anything contained in these Rules, the Governor of Mizoram, in public interest, shall have the right and power to transfer any officers so recruited under these Rules to any other post or position which is equivalent in ra nk or gr ade. 8. Power to relax Where the Governor is of the opinion that it is necessary or expedient so to do, he may, by order and for reasons to be recorded in writing in consultation with the Mizoram Public Service Commission through the Depar tment of Personnel & Administr ative Reforms, relax any of t he provisions of these Rules with respect to any class or category of persons. 9. Reservation and other Nothing in these R ules shall affect any reser vation, relaxa tion of age concessions limit and other concessions required to be provided for the Scheduled Castes/the Schedu led Tribes and ot her ca tegor ies of persons in accordance with the order issued by the Central Government or the Government of Mizoram from time to time in this regard. 10. Repeal & Savings All Rules pertaining to the post framed by the Government of Mizoram notified vide No. A. 12018/14(i)/80-APT(B) dated 17.11.1987, No. A. 12018/7/89-P&AR(GSW) dt. 10.01.1996 and No. A. 12018/9/ 2003-P&AR(GSW) dt. 27.07.2007 published in the Mizoram Gazette extra-ordinary Issue No. 132(B) dt. 17.11.1987, No. 8 dt. 16.01.1996 and No. 202 dt. 02.08.2007 respectively stand hereby repealed on and from the commencement of these Ru les. Provided that any order made or anything done or any action taken under the Rules so repealed or under any general order ancillary thereto, shall be deemed to have been made, done or taken under the corresp onding provisions of these Rules. In order to be eligible to compete Departmental Examination for fill- ing up of 1/3 of the total sanctioned posts of Dy. S.P. (Ministerial), a candidate must be :- a)a citizen of India. b)holding the post of Inspector (Ministerial) (Group ‘B’ Gazet- ted post) with not less than 5 years regular service in the grade. The decision of the Mizoram Public Service Commission as to the eligibility or otherwise of candidates for admission to the examination shall be final and no candidate to whom a certificate of admission has not been issued by the Mizoram Public Service Commission shall be admitted to the examination (1) The names of the candidates who are considered by the Commission suitable for appointment on the results of the examination shall be arranged in the order of merit. They shall be recommended for ap- pointment in that order up to the number of appointment required to be made. The order of merit shall be determined in accordance with aggregate mar ks obtained by each candidate and if t wo or more candidates obtained same marks in the examination, their names shall be arranged in the list according to their age or name in alphabetical order in case they are of the same age. (2) The form and manner of communication of result of the examination to individual candidates shall be decided by the Government at its discretion. (3) Success in the examination shall confer no right for appointment to posts of Dy. S.P. (Ministerial), unless the Government is satisfied to appoint him. A candidate who is or has been declared by the Commission to be guilty of: a ) obtaining support for his candidature by any mean, or b) impersonating, or c ) procuring impersonation by any persons, or d) submitting fabricated documents which have been tampered with, or e ) making statements which are incorrect or false, or suppressing material information, or f) resorting to any other irregular or improper means in connec- tion with his candidature for the examination, or g) using unfair means in the examination hall, or 4. No. NE-313(MZ) 2006-2008VOL - XLV Aizawl, Tuesday 16.2.2016 Magha 27, S.E. 1937, Issue No. 32 NOTIFICATIONNo. H. 13011/17/10-JERC, the 9th February, 2016.In exercise of powers conferred under Section 50 read with Clause (x) of Sub-section (2) of Section 181 of the Electricity Act, 2003 (36 of 2003), and all other power s enabling it in this behalf, the Joint Electricity Regulatory Commission for Manipur & Mizoram hereby makes the following Regula tions t o amend the Joint Electricity Regula tory Commission for Manipur & Mizoram (Electricity Supply Code) Regulations, 2013 (hereinafter referred to as “the Principal Regulations”), namely; 1.Short title and commencement (1) This Regulations ma y be ca lled the Joint Electricity Regulatory Commission for Manipur and Mizoram (Electricity Supply Code) (T hird Amendment) Regulations, 2016. (2) This Regulations sha ll extend to the whole States of Manipur and Mizoram and shall apply in relation to all matters fa lling within the jurisdiction of the Commission. (3) This Regulations shall come into force from the date of their notifications in the Official Gazette of t he concerned Sta tes. 2 . Amendment in Regulation 4 of the Pr incipal Regulations: Clause 4.37(2) of the Principal Regulations shall be substituted as below: (4.37) Char ges for the above mentioned works to be paid by the applica nt in accordance with the Estimate pr epar ed by the Licensee on the ba sis of their a pproved Schedu le r ate/Stor e issue ra te/P resent market rateduly approved by the Commission as per Clause 4.117 of this Electricity S upply Code Regu lations. Provided that if the applicant wishes t o carry out the works himself, he shall be permitted to do so under supervision by the licensee’s official. Adhering t o the estimate and layout approved by the licensee, the applicant can get the wor k of drawing of service line from the licensee’s distribution mains up to his premises a nd the work of extension of HT/EHT line, Distribution or HT substa tion and LT line only t hrough an eligible Licensed Electrical Contractor (LEC). In such case the consumer himself sha ll procure the materia ls. The material should conform to r elevant BIS specifications or its equivalent a nd should bear the ISI mark wherever applica ble. The licensee may ask for documentary evidence to verify the quality of materials used: - 2 - Ex-31/2016 Provided further that if t he applicant chooses to get the extension work done on his/her own, he shall bear only supervision char ges as per the Estimate prepa red by t he Licensee on the basis of t heir appr oved Schedule r ate/Store issue rate/P resent market r ate: Provided further that if t he applicant chooses to get the extension work done on his own, he shall get the work done within the timefra me specified in clause 4.41 of this Code, failing which the licensee may, on giving 15 days’ notice, tr eat the applica tion form for supply a s cancelled. Dr. Vanlaltlana was born on 1.3.1961 and entered into the Government service on 11.11.1988 as Vety Assistant Surgeon. He wa s posted as Vety Assistant Surgeon, Vety Dispensar y, Tlabung; Mana ger, Poultry Fa rm, Selesih; Vety Hospital, Champhai; Vety Surgeon, State Vety Hospital, Lunglei; SDVO, Lawngtlai; Sr. VO, Selesih; Instructor, School of Vety Science, Lungpuizawl and General Manager, Poultry Farm, Ta nhril where he served till his final day. He served the Government of Mizora m for 27 years, 2 months and 20 days with ut most sincerity and-devotion and endeared himself to all his colleagues. He always proved himself t o be a conscientious officer. The Government placed on record its deep appreciation of the service rendered by Dr. Vanlalt lana and convey its heartfelt sympathy and condolence to the bereaved family. K.
