Regularization of Contract Employees Scheme, 2008 and on the recommendation of the Mizoram Public
Service Commission vide letter No. 16/A/2019-MPSC dated 29.10.2020 conveyed by DP&AR(GSW)
vide I.D.No.A.32013/7(2)/2019-P&AR(GSW) dated 04.11.2020 and subject to production of Medical
Fitness Certificate and Police Verification, the Governor of Mizoram is pleased to regularize the service
of 2(two) Contractual Assistant Professors to Assistant Professor (Stage-1) in the Level 10 of Pay
Matrix in accordance with UGC Regulations, 2018 with effect from the date of issue of this Notification.
As provided under the Govt. of Mizoram Regularization of Contract Employees Scheme, 2008
dated 06.08.2008 and its subsequent amendments read with Mizoram Government Employees (Counting
of Past Service) Rules, 2020 dated 28.05.2020, past services rendered by the following contract employees
on contract basis shall be regulated by the above mentioned provisions in service matters such as pay,
leave, pension and placement to higher grade/promotion.
As provided under Clause 11.0 of UGC Regulations, 2018, they will be on probation for a
minimum period of 1 (one) year extendable by a maximum period of l(one) more year in case of
unsatisfactory performance and non- fulfillment of other conditions as prescribed by the Government
from time to time.
The newly regularized Assistant Professor (Stage-1) as shown below shall continue and report
to the place of posting as shown against their name :-

SOLAR POWER POLICY OF MIZORAM - 2017
1.Preamble
Energy Security is the key to economic growth to any country and state, Fossil fuel such as coal,
gas, oil, etc. for conventional power generation is fast depleting and will be exhausted in coming
decades. The conventional generation is also the source of greenhouse gas emission attributing to
global warming and has adverse impact on climate. Therefore, a global shift towards sustainable
renewable energy generation is being witnessed.
India is blessed with abundant solar energy and if harnessed efficiently, the country is capable of
producing trillion-kilowatts of electricity. Solar energy is extremely beneficial as it is non-pollut-
ing and its generation can be decentralized.
Government of India (Gol) has set for itself an ambitious target of increasing solar capacity to 100
GW by 2022. In order to achieve these targets, Gol is implementing a wide range of regulatory and
policy interventions. It is estimated that utility-scale grid parity is expected to be achieved faster
than originally estimated and solar power will start aggressively competing with conventional power
by 2017.
Mizoram, lying in the tropical region, receives and average solar insolation of about 4.5 kWh/m2
/
day and have approximately 300 sunshine days. The temperature favors setting up of solar power
plants within the State as the State have cool natural breeze to cool down the Plants. T he estimated
solar potential of Mizoram, as calculated by National Institute of Solar Enercy INISE), is approxi-
mately 9.09 GWp.
To tap the potential of the merging revolution in solar energy and to leverage advantage from the
Jawaharlal Nehru National Solar Mission (JNNSM) and Deendayal Upadhyaya Gram Jyotin Yojana
(DDUGJY) launched by Government of India, the State Government has decided to adopt its own
solar policy namely ‘Solar Power Policy of Mizoram - 2017’
This policy has provisions which aim at creating an enabling environment for prospective solar
power developers to harness solar power in the best possible manner. This in turn is expected to
meet the objective of Government of Mizoram to provide competitive, reliable power supply to its
consumers and also to ensure a sustainable fuel mix in the long run.
2.Title
The policy shall be known as “Solar Power Policy of Mizoram - 2017”
3.Operative Period
This Policy shall become operative from the date of its notification in the Mizoram State Gazette
and shall remain in force until further order.
4.Objectives of the Policy
The objectives of the Policy are as follows;
oTo encourage, develop and promote solar power generation.
oTo develop Mizoram into an investor friendly State.
oTo encourage public as well as private investment in solar power generation.
oTo promote decentralized and distributed generation.
oTo promote grid connected and off-grid solar applications
oTo promote all technologies of harnessing solar energy.
oTo create direct and indirect employment opportunities.
oTo promote R&D and innovations, skill development in the sector.
5.Applicability :
This Policy shall be applicable for all solar energy based power project (Solar PV/Solar thermal) in
the State of Mizoram.
a. Grid Connected Projects
For the development of solar power projects under this policy, any individual/Firm/Society/
Institution/Registered Company including Public utilities shall be eligible for sale of power to
Distribution Licensee/Power & Electricityy Department or 3rd
party sale and ca ptive consumption.
b. Grid Connected Rooftop Projects
All individual’s residentia l/commercial/institutional/NGOs/ Industria l units/Govt . buildings
are eligible to set up solar rooftop projects within the prescribed capacity limit in their own
premises as well as third party rooftop. In addition, interested Firms/Registered Companies
including Public Utilities shall be eligible to set up rooftop projects on third party roofs. Ex-59/20172
c. Off Grid Projects
Any individual/party shal be eligible to set up off grid projects.
6.Regulatory Framework
The Electricity Act 2003 read with Tariff Polic 2006, as amended from time to time, mandates the
State Electricity Regulatory Commission to set tariffs for renewable energy as well as to issue
regulations pertaining to Renewable Purchase Obligation (RPO), a nd set charges for wheeling,
transmission and distribution of electricity.
7.Minimum Programme Targets
The Government of India has set an ambitious target of 100GWp of solar energy generation by
2022. T he State Government of Mizoram, in line with the target set by Government of India and to
achieve the Solar Renewable Purchase Obligation of 10.5% by end of 2021-22, a minimum target
of 80 MW, including Rooftop System, is envisaged.It would be mandatory for all State Govern-
ment department/institutions to install Solar Rooftop Systems on the official buildings, wher-
ever technically feasible. All Central Govenment department/institutions are also expected
to install Solar Rooftop Systems on the official buildings, wherever technically feasible.
8.Grid Connected Solar Power Projects
a. Category 1 : Projects under Government of India
The State will promote Solar Power Projects sanctioned under National Solar Mission/MNRE
and Rural Electrification Corporation Limited as amended from time to time. Eligibility crite-
ria sha ll be a s per the respective scheme.
b. Category 2 : Projects under State Government
Projects may be taken up by the State Govenment on its own, or through nomination basis to
CPSUs or under PPP mode based on tariff based competitive bidding.
c. Category 3: Projects under Renewable Energy Certificates (REC) Mechanism
Solar projects set up under the REC mechanism shall be eligible for Policy benefits as allowed
under CERC REC mechanism as per the Guidelines/Orders/Regulations issued by CERC/
JERC(M&M) from time to time.
d. Category 4 : Projects under Captive Generation
The projects set up under this category shall generate power for captive use and comply with
provisions of Section 9 of Electricity Act 2003, the Electricity Rules, 2005 with amendments
and orders issued by JERC(M&M) from time to time. The project developer will be allowed to
avail REC in compliance with JERC(M&M)/CERC regulations.
e. Category 5 : Projects under Independent Power Producers
Power plants those put up for sale of power to 3rd party constitute this category.
9.Grid Connected Solar Rooftop Projects (SRPs) :
The State Government of Mizoram is commited to promotion of solar rooftop projects on public
buildings, domestic, commercial and industrial establishments etc. All incentives provided by Gov-
ernment of India and the State government from time to time hsall be extended to grid connecedEx-59/2017 3
solar rooftop projects (SRPs). The total capacity targeted under the policy directives for SRPs,
including metering, billing, settlement, payment(s) and technical aspects etc. be made available by
the Distribution Licensee.
9.1Eligibility and targets under the scheme
The policy aims to harness the available potential for generating solar power using unutilized roof
space, along with promotion of green and clean power to reduce the dependence on conventional
source of energy.
All the individuals, residential/commecial/Institutional/Govt. Semi-Govt. building owners, Indus-
trial units are eligible to set up Rooftop Solar Power Plant within the prescribed capacity limit.
Eligible project capacity under the scheme will be from 1 KWp and above with/without battery
back-up support.
9.2Capacity
The project site/rooftops at office buildings, commecial buildings, residential complexes etc. can
be selected on the basis of total energy r equirement of the premises and the area available for
installation of roof top Solar PV system.
Through rooftop systems shall be generally connected on LT Supply, large solar PV system
may have to be connected to 11KV system. Grid connectivily levels for rooftop systems shall be as
per the regulation laid down by JERC(M&M).
9.3Metering system
Consumers will generate solar power for self-consumption and can feed excess power into the grid
through a bi-directional export/import meter. All the equipment to be installed shall be as Indian/
IEC standards which shall be notified by the State Nodal Agency. The same could be purchased by
the Plant owner or provided by the Distribution Licensee at pre-notified rates. However, net meter-
ing shall be implemented by the Distribution Licensee.
9.4Restrictions on level of overall or local grid penetration
i. Applicants who desire to install grid connected SRPs are free to choose either net or gross
meter option for sale of power and shall apply to the Distribution Licensee through the State
Nodal Agency. Projects shall be approved on a first come first serve basis subject to technical
feasibility such as availability of roof space, strength of roof and aspect of building etc.
ii. Net-metering based rooftop solar systens are small capacity systems and can be expected to
proliferate fast when the policy and procedures are conducive. The impect and leve of prolif-
eration of net-metering based rooftop would have an impact on the local grid which has to
address technical, safety and grid security issues arising out of possible reverse flow of elec-
tricity in the local grids. Therefore, the cumulative capacity to be allowed for a particular
distribution transformer shall not exceed 40% of the rated capacity of the distribution trans-
for me r.
9.5Settlement of Energy/RPO
a)An eligible consumer ’s net export of energy, if any, shall be settled through net metering
system. In case there is net energy injected in to the grid in a particular billing cycle, it will
be credited in units for the next billing cycle. The net credit of units, if any, at the end of the
settlement period, usually a Financial Year, 100% of units shall be credited in cash by the
distribution licensee to the eligible consumer ’s account at a tariff determined by JERC M&M. Ex-59/20174
b)The quantum of electricity generated from the solar energy system of an eligible consumer
and consumed by him shall qualify for accounting towards the Renewable Purchase Obli-
gation (RPO) of such accounting towards the Renewable Purchase Obligation (RPO) of
such eligible concumer or the disribution licensee under which he is a consumer if he is
either an obligated entity or not under JERC for Manipur and Mizoram (Renewable Pur-
chase Obligation and its Compliance), Regulations, 2010 and its amendments from time to
time.
9.6Option for installation of Solar Rooftop Projects (SRPs)
The following business models can be considered for installing solar rooftop projects :
(a)Solar installations owned by consumer
i)Solar Rooftop facility owned, operated and maintained by the consumer (s).
ii) Solar Rooftop facility owned by consumer but operated and maintained by the 3rd
p a r t y.
(b) Solar installations owned, operated and maintained by 3rd
Party
The 3rd
party implements the solar rooftop facility and provides services to consumers,
combinations could be “
i)Arrgement as a captive generating plant for the roof owners
The 3rd
party implements the facility at the roof or within the premises of the consumers;
the consumer may or may not invest as equity in the facility as mutually agreed between
them. The 3rd party may also make arrangement of undertaking operation and of main-
t enance of t he f aci l i t y. T he pow er i s t hen sol d t o t he f oof ow ner.
The net surplus energy,
if any, can be fed into the grid.
ii)Solar Lease Model, Sale to Grid
The 3rd party implementing the solar facility shall enter into a lease agreement with the
consumer for medium to long term basis on rent. The facility is entirely owned by the
3rd party and consumer is not required to make any investment in facility. T he power
generated is fed into the Grid and the roof top owner gets a rent.
c) Solar Installations at roofs of Government and its allied buildings/structures
Government and its allied buildings/structure will be eligible to avail benefits under the policy.
ZEDA will be the implementing agency for rooftop solar systems in Government Departyments
and its allied Institutions. However, subsequent operation and maintenance (O&M) shall be
the responsibility of the owners.
10Solar Off-grid and Decentralized Distributed Generation (DDG)
i. The State will incentivize decentralized and off-grid applications, including hybrid systems as
per guidelines issued by MNRE to meet various electrical and thermal energy requirements for
domestic and commercial uses.
ii. The State will promote setting up of solar power plants for sale of power to individuals through
its own distribution system.
iii. The State will also promote setting up of local solar grid and stan-a lone solar systems to
provide electricity to remote villages.Ex-59/2017 5
iv. The State will also promote uses of SPV water pumping systems wherever possible for drink-
ing as well as irrigation purposes.
v. The State will promote uses of small SPV systems, such as: Solar Home Lighting systems,
Solar Lanterns, Solar Power Packs etc in places where grid power supply is ot available or
where there is intermittent power supply or, where grid connection is not cost effective.
vi. The Agency shall work to create an enabling framework with direct/indirect benefits for re-
placement of conventional applications with solar powered applications in the State.
11Ease of Business - Enabling Provisions
In order to encourage solar based generation, the following enabling provisions are available to a
developer for case of doing business However, the Project developer has to ensure that the project
is commissioned within the time limit stipulated in the Power Purchase Agreements.
(a)Various concessions allowed by Ministry of New & Renewable Energy shall be allowed to
project Developers. Any other incentives or gra nt available from MNRE shall also be ex-
tended to the project developers. An illustrative list of such concessions/incentives presently
made available by MNRE is at Annexure 1.
(b)Government of Mizoram shall facilitate purchase of energy generated under this policy through
the Power & Electricity Department. There shall be a set of qualification criteria fixed by the
Government of Mizoram for the prospective developers of solar projects.).
(c) Tranmission and Distribution charges for wheeling of power
The developer shall be laying of power evacuation line from generating station to the nearest
substation or interconnection point. The Distribution Licensee will undertake to transmit on
its grid the power generated by eligible producer and make it available to the end user or to a
third party nominated by eligible producer for sale within the State, at uniform wheeling charge
of 2% of the energy supplied to the grid or as determined by JERC M&M, irrespective of the
distance from the generating station. However, the third party will have to be HT consumer of
the power unless this condition is relaxed specifically by the Power & Electricity Department.
In case there is no int erconnection between the solar plant and the nearest sub-station, the
developer shall be responsible for laying te power evacuation line as per the modalities laid
out in Clause 13 of the policy.
(d) Power Scheduling and Banking
The State Electricity Board or the Agency or the Government, as the case may be, will permit
electricity generated by eligible producers to be banked for a period up to one year. All energy
produced from Solar Power Projects shall be considered as deemed to be scheduled. Banking
of 100% of energy shall be permitted for all Captive and Open Access/Scheduled consumers
as per the schedule with the Distribution Licensee in year. Banking charges shall be adjusted in
kind @ 2% of the energy delivered at the point of drawal. Banked units can be consumed/
redeemed as per mutual agr eement with the Distribution Licensee. For captive/third party sale,
energy injected into the grid from date of synchronization to open access approval date will be
considered as deemed energy banked.
The unredeemed banked energy shall be considered as deemed purchase by the Department/
Distribution Licensee at Average Pooled Power Purchase Cost (APPC) as determined by
JERC(M&M) for the year. Ex-59/20176
(e) Electricity Duty
Electricity duty shall be exempted for captive consumption, sale to Distribution Licensee and
third party sale in respect of all SPPs set up within the state. Also, Electricity duty will be
waived for the new manufacturing facilities and ancilaries of the Solar Power Projects.
(f) Cross subsidy Surcharge
Cross subsidy surcharges for Solar Power Project (SPP) located within the state and selling
power to third parties within the state shall be as determined by JERC (M&M) from the date of
commissioning of the SPP.
(g) Bill settlement
All transactions between the Department and the eligible producer involving wheeling, bank-
ing or sale of power will be settled on a monthly basis.
(h) Exemption from Demand Cut
A reduction in contract demand to the extent of 50% of installed capacity of the solar power
plants shall be permitted by the Distribution Licensee, in case the power plant is not utilizing
the Department’s grid for supply of power to consumer.
(i) Power Purchase Agreement (PPA)
The Distribution Licensee/Consumer and eligible producers under this policy may enter into a
Power Purchase Agreement for a minimum period of 10 years.
However, if any eligible producer intends to enter into Power Purchase Agreement for shorter
perios, the Power & Electricity Department will consider such proposal on the merit of the
cas e.
(j) Security Package for Eligible Producer
The Distribution Licensee shall provide facilities of an irrevocable, divisible, revolving and
confirmed standby Letter of Credit by any na tionalized bank. T he amount of the Letter of
Credit shall be equal to the expected payment for two months by the Department.
(k) Pollution Control Board Clearances
SPPs using PV or solar thermal technology, being a renewable energy will be given deemed
clearances by Mizoram Pollution Control Board.
(l) Open Access
Inter State/Intra-State open access & transmission charges shall be levied to the generator as
per JERC (M&M)/ CERC regulations as amended from time to time.
(m) Deemed Industrial status
Eligible producers generating electricity from solar energy will be treated as an eligible indus-
try under the schemes administered by the Industry Department and incentives available to
such eligible producers shall be available to solar power producers.
(n) Land for grid connected projects
Government land would be made available to project developers depending on availability.Ex-59/2017 7
(o) Entry tax/VAT Exemption
Renewable Energy materials and equipments sold and purchased by Nodal Agency/Depart-
ment appointed by the Ministry of New & Renewable Energy Govt. of India for the state of
Mizoram shall be exempted from payment of Value Added Tax under Mizoram Value Added
Tax Act 2005.
(p) Refund of Stamp Duty
The State Government (concerned department) will provide incentive in terms of 100% refund
of Stamp Duty for land purchased for setting up solar power project and Stand-alone Solar
Power System. Registration cha rges are paya ble as per rules.
(q) Indicative Locations
(i) Land holding Governnent Departments (demonstration plots of Agriculture, Soil & Wa-
ter Conserva tion, Sericulture Departments etc.)
(ii) Hydro power project areas of Power & Electricity Department
(iii) Land owned by Village Council
(iv) Industrial areas
(v) Any other available land
12.Grid evacuation & evacuation facility
The developer shall be responsible for interconnection arrangement which includes transformer
panel, protections, metering etc. at the substation or interconnection point. All the evacuation fa-
cilities/infrastructures shall be as per the standard laid down by the Central Electricity Authority or
as per the standard being adopted by the State Distribution Licensee. These arrangements shall be
in accordance within the regulations of JERC(M&M) or CERC Regulations as amended from time
to time. Power & Electricity Department/or the concerned Distribution Licensee in the state of
Mizoram may take up the work and maintain the same on cost basis, which are to be borne by the
Develop er.
13.Provisions under Factories Act, 1948
The grid-connected SPPs setup for sale of power to Distribution Licensee/Captive use/Third Party
sale will be registered as factory under the Factories Act, 1948 and the entire process shall be
completed within 14 days by Department of Industries of Mizoram. T he wages of the labour shall
be guided by Mizoram Trade Union Regulation 1992.
14.Nodal Agency
Zoram Energy Development Agency (ZEDA) shall be the nodal agency for implementation of
solar power projects unde this policy.
ZEDA will be authorized to test all devices/equipments related to solar energy to be used/sale in
Mizoram for quality control which are implemented under the Central/State Government scheme
or solar power to be sold to State Electricity Licensee.
15.Single Window Clearance System
a. Nodal Agency (ZEDA) will act as single window clearance for Solar Power Projects for fol-
lowing activities:
b. Ensuring all relevant Government Orders are issued in a time bound manner by concerned
departmebts in accordance with this policy.
c. Facilitating all clearances, approvals, permissions and consents required from the State Gov-
ernment/its agencies. Ex-59/20178
d. Ensuring that all Policies are applicable to the solar power producers.
e. Ensuring timely provisions of evacuation infrastructure for the upcoming solar power plants.
f. Promoting maintenance of grid-interactive systems so as to ensur e fuller utilization of the
plant capacity.
g. Facilitating allotment of land by the State Governmetn or its agencies.
16.Project Approval Committee
A ‘High Level Project Approval and Monitoring Committee’ constituted with the following mem-
bers will approved and monitor the progress of implemantation, including removal of difficulties
of solar power projects of capacities larges than 1MWp.

17.Review
The Government of Mizoram reserves the right to review the policy as and when need arises in
view of any technological breakthrough or to remove any inconsistency with Electricity Act 2003,
as amended fro time to time, rules and regulations made thereunder or any related policy of Govt.
of India.

Feb. 2017. The Governor of Mizoram is pleased to order
that grant of Licences to Electrical Contractors, Certificates of competency to Electrical
Supervisors and Permits to Electrical Wor kmen shall be governed by the Mizoram Electr ical
Licensing Regulation 2017 framed in accordance with Regulation 29 of Central Electricity
Authority (Measures relating to Safety and Electric Supply) R egulations, 2010 namely -
The Mizoram Electrical Licensing Regulations, 2017
1.Short title, extent and commencement:
1)These Regulations shall be called the Mizoram Electrical Licensing Regulations, 2017.
2)They shall extend to the whole of Mizoram.
3)They shall come into force from the date of publication in the official Gazette.
4)The words used in these Regulations shall have the same meaning as defined and assigned to
them in the Electricity Act, 2003 and Central Electricity Authority (Measures relating to Safety
and Electric Supply) Regulations, 2010.
2.Abbreviation and Definitions:
1)Chairman means Chair man of Mizoram Electrical Licensing Board.
2)Vice Chairman means Vice Chairma n of Mizoram Electrica l Licensing Board.
3)Secr etary means Secretary to the Mizoram Electrical Licensing Board.
4)Assistant Secretary means Assistant Secretary to the Mizoram Electrical Licensing Board.
5)Boar d means Mizoram Electrical Licensing Board.
6)MELB means M izoram Electrical Licensing Board.
7)Examination means examination conducted by Mizora m Electr ical
Licensing Board for Supervisors Certificate and Workma n’s Permit.
8)MELR means Mizoram Electrical Licensing R egulations.
9)JERC means Joint Electricity Regulatory Commission for Manipur & Mizoram.
3.Constitution of Licensing Board:
For carrying out the purposes of these Regulations, a Licensing Board namely “ the Mizoram
Electrical Licensing Board” hereinafter r eferred to as “ the Boar d” shall be constituted by
the State Government of Mizoram.
4.Members of the Licensing Board:
The Board shall consist of the following members:-
1)The Secreta ry to t he Government of Mizor am, P&E Department-Chairman
(Ex-officio)
2)The Joint Secretary (Technical) to the Government of Mizoram,-ViceChairman
P&E Depart ment(Ex-officio)
3)The Chief Electrica l Inspector, Government of Mizoram-Secretary
(Ex- officio)
4)The Electrical Inspector, Government of Mizoram- Asst. Secretary
(Ex –officio)
5)Principal, Industrial Training Institute, Aizawl-Member
6)Repr esentative of Public Works Department, Mizoram
to be nominated by the Department- Member
7)Repr esentat ive of Power & Elect ricity Department,
Mizoram to be nominated by the Department- Member
8)Repr esentative of Pu blic Hea lth Engineering Department,- Member
Mizoram to be nominated by the Department
9)General Manager, Dir ectorate of Indust ries-Member
The State Government may add or r educe number of the members of the Board,
other than the Ex-officio members. The Board shall have powers to act not withstanding any
vacancy in its membership.
5.Place of office:
The office of the Board s hall be situa ted in the sta te capital.
6.Functions of the Board: The functions of t he Boar d shall be -
1)to grant Licences to Elect rical C ontract ors;
2)to conduct examination for Electr ical Supervisors and Electrical Workman;
3)to grant Certifica tes to Electrical Supervisor and Permit to Electrical Workman;
4)to enquire into allegations of incompetence, negligence, violation of the Central Electricity
Authority (Measures relating to Safety and Electric S upply) Regulations, 2010 or malpractice
on the part of Workman/Supervisor/Contractor holding Permits/Certificates/Licences gra nted
by t he Board or breach of conditions as may be considered necessary;
5)generally t o carry out the provisions of these R egulations;
6)to decide on the ca ses of violation of a ny of the provision of these regulations on any person/
group of people, Electrica l Contra ctors, Workman and Supervisor s as per Regula tion No 39;
7)to advise the State Government regarding all matter related to issue of licences, cer tificate or
permits and any other matter;
8)to make Amendment of some or all of Mizora m Electrical Licensing Regulation.
7.Meeting of the Board and Quorum:
1)The Board s hall meet once in a year and at such times when the Secr etary feels necessary for
transaction of business.
2)The Chairman or Vice Chair man and Secreta ry, together with three other members shall form
a quorum at any meeting of the Board.
3)In t he absence of the Cha irman the Vice Chairma n will preside over the meeting.
8.Duties of the Chairman: The duties of the Chairma n shall be:-
1)to preside over meetings of the Board;
2)to take necessary actions to implement decisions of the Board;
3)to keep liaison between the Board and the Government.
9.Duties of t he Vice Chairman: to preside over the meetings of the Boar d in the absence of
the Chairman.
10.Duties of the Secretary: The duties of the Secretar y shall be:-
1)to call a meeting of the Board in consultation with the Chair man;
2)to take necessary actions to implement decisions of the Board;
3)to r eceive applica tions of Contr actor ’s Licence, Supervisor ’s Certificate, Workman’s Permit
and process them including conduct of examinations;
4)to sign and issue Contractor ’s Licence, Supervisor ’s Certificate, a nd Workman’s Permit . In
case of new Licence, Certificate and Permit, Secretar y will issue after obtaining Chairman’s
approval;
5)to maintain Registers of Contractor ’s Licence, Supervisor ’s Certificate and Workman’s Permit;Ex-62/2017 3
6)to make all correspondences on behalf of the Board regarding issues/r enewal/ allega tion
etc, in r esp ect of Licences , Certif icates and Permits;
7)to place before the Boa rd/Chairman any matter regarding violation of C entral Electricity
Authority (Measures relating to Sa fety and Electr ic Supply) Regulations, 2010 or condition
of Licences/Certificates/P ermits by Contr actors/ Supervisors/Wor kmen or execution of works
by person/contra ctor without valid licence issued by Mizoram Electrical Licensing Board,
and can take appropriate action in accordance with the decision of t he Boar d to the viola tors
of Mizoram Electrical Licensing Regulations.
11.Duties of the Assistant Secretary: The duties of the Assistant Secretary shall be:-
1)to assist the Secr etary in discha rge of his duties;
2)to act as Secretary in the absence of the Secretary.
12. Electrical Contractor’s Licence:
1)No electrical insta llation work shall be underta ken except by an Electrical Contract or licensed
under these regulations read with Regulation 29 of Centr al Electricity Authority (Measures
relating to Safety and Electric Supply) Regulations, 2010.
2)An Electrical Contr actor ’s Licence shall be granted only to a person/firmappr oved by the
Board who:-
a) himself holds an Electrica l Supervisor ’s Certificate or who ha s in his employ at
least one S upervisor for Class – I and one Supervisor for class - II holding a valid
Certificate granted by the Board a nd who is not a full time employee of a Government
or a ny other agency;
b)has in his employ at least two Electrical Workmen for class - I and one
Electrical Workman for Class - II holding a valid Permit granted by the Board
and who is not a full time employee of a Government or any other agency;
c)is a permanent resident of Mizora m and not below 18 years of age;
d)has in his possession the instruments prescribed for the class of contra ctor
which he proposes to apply;
e)has the following documents: The Electr icity Act 2003. The C entral Electricity
Authority (Installation and Operation of Meters) Regulations, 2006. The
Central Electricit y Authority (Measures relating to Sa fety and Electric Supply)
Regulations, 2010. The Int imation of Accidents (Form and Time of Service
of Notice) Rules, 2005. Mizoram Electrical Licensing Regulations, 2017.
The relevant Joint Electricity Regulator y Commission for Manipur &
Mizor am Regulations viz:-
Electricity Supply Code and any other Notifications regarding regulations
of electric supply issued by JERC for Mizoram and Manipur from time to
time.
f)Fulfill the condit ion laid down in the a pplication for m and pays the prescr ibed
initial fee just after the application is approved by the Board.
g)any other r equirement that the Board may prescr ibe from time to time such
as proof of address of the Contractor ’s establishment, Financial capability,
etc.
Provided that the Board ma y refuse to gr ant such licence to any person (or firm/
body) who (or which) in the opinion of the Board, is not fit to hold such licence. The Electr ical
Contractor ’s Licence is not tra nsfera ble. Ex-62/20174
13. Classes of Electrical Contractors:
1)There shall be three classes of Licensed Electrical Contractors namely Class - I, Class - II
and Special Class (Tempora ry).
2)Class –I Electrical Contractor shall be eligible to undertake and carry out all types of
Electrical works irrespective of voltage limit, subject to the limit of the Supervisor Certificate
held by him or the Supervisor employed by him. The Scope of the wor k may be increased
when the limit of the Certificate is increased by paying t he pres cribed fees.
A Class - I Contractor ’s Licence may be granted to a person/firm/body who himself
holds a valid Certificate of Competency issued under the regulations and a ctually works as a
full time Supervisor in r espect of the works undertaken by him and at least two Workmen,
each holding a valid permit issued under these Regulations, under his full time employment
or to a person or a firm having at least one Supervisors, holding a valid Certificate of
Competency issued under these Regulations and at least two Workmen, holding a valid permit
issued under these Regulations under his or its fulltime employment provided such person or
firm has in his/its possession a ll the instruments and tools of the B.I.S. standard in adequate
number for carrying out the test and exa minations .
3)The Contractor should possess at least the following instruments:
1) Insulation Tester: 500V, 1000V, and 2500V- 1 No ea ch.
2) Earth Tester with accessories (0-10) Ohms- 1 No
3) Voltmeter 0-600V- 1 No
4) Tong Tester with Ammeter 300V- 1 No
5) Phase Sequence Indicator- 1 No
6) Crimpling tool with Dye set- 1 No
7) Suitable Rubber hand Gloves- 1 pair for each wor kman
8) Porta ble drilling machine- 1 No
In addit ion to the above, the Contract or should have in his/its possession all the instruments
and tools of B.I.S Standard in adequa te number for car rying out the execution, tests a nd
inspections of all classes of wor ks authorized as specified by the Board.
4)Class-II Electrical Contractor shall be eligible to carr y out electrical wiring and installa tion
works up to 650 Volts, subject to the class limits of the Certificate of the Electrical Supervisor
employed. The scope of the works may be increased when the limit of the Certificate is increased
by paying t he prescribed fees.
A Class-II Contractor ’s L icense may be granted to a person who himself holds a
valid certificate of Competency issued under these r egulations and actually works as a full
time Supervisor in respect of the works underta ken by him and has at least one Workman,
holding a valid Permit issued under these regulations, under his or its full time employment
or to a person or a firm having a t least one Supervisor holding valid Certificate of Competency
issued under these regulations and at least one workman each holding a valid P ermit issued
under these regulations, under his or its full time employment provided such person or firm
has in his or its possess ion all the instruments and tools of the B.I.S standard in adequate
number for carrying out the test s and examination as required under the Rules.
5)The contractor should possess at least the following Instruments:
1)Insulation Tester: 500V- 1 No
2)Earth Tester with accessories (0-10) Ohms- 1 No
3)Voltmeter 0-600V- 1 NoEx-62/2017 5
4)Tong Tester with Ammeter, 300V- 1 No
5)Porta ble drilling machine- 1 No
6)Phase Sequence indicator- 1 No
In a ddition to the above, the Contractor should have in his/its possession a ll the instruments
and tools of BIS Standard in adequate number for carrying out the execution, tests and
inspections of all classes of wor ks authorised as specified by the Board.
6)Special Class (Temporary): In addition to the above two general classes, there may be a Special Class
(Temporary) Contractor ’s Licence which is non-renewable a nd shall be issued for a period of
six months only under very special circumstances. Depending upon the limit of Supervisors
and Workmen employed by the Contr actor a nd the availability and Capacity of the testing
instruments in his possess ion, this class of Contractor shall be eligible to undertake all t ypes
of works ca pable of being carried out by either Class-I or Cla ss-II C ontract ors.
Provided that the Board may also grant Non-Renewable Certificate of competency
for six months at a time to a Supervisor engaged by such firm or person on t he strength of the
Certificate of competency issued by competent authority of any other St ate.
14.When Electrical Contractor’s License shall not be granted:
An Electrical Contractor ’s Licence shall not be granted to a ny holder of a n Electrical Supervisor ’s
Certificate or any holder of an Electrical Workman’s Permit while he is the employee of another
Electrical Contractor.
15.Application for Electrical Contractor’s licence:
Application for Electrica l Contr actor ’s licence shall be made to the Secretary in Form - A by pa ying
the schedule of fees in Annexure -1.
16.Forms of Electrical Contractor’s Licence:
An Electrica l Contra ctor ’s Licence shall be issued in Form - D
17.Cancellation of Electrical Contractor’s Licence.
1)If the Electrica l Supervisor /Workman, on the strength of whoman Electrical Contract or ’s
Licence has been granted, leaves the service of such E lectrical Contractor, such C ontract or ’s
Licence sha ll be deemed to have been su spended. If such Elect rical Contract or fails to employ
an Electrical Supervisor/Electrical Workman within one month from the date on which the
Electrical S upervisor and Electrical Workman had left such Electrical Contractor ’s service,
such Electr ical Contractor ’s Licence shall be cancelled.
2)If a n Electrical Supervisor/Workma n to whom an Electr ical Contractor ’s licence has been
granted accepts employment under a ny other Electr ical Contractor, the Contract or ’s Licence
granted to such Electrica l Supervisor/Workman shall be automa tically cancelled.
3)The Board may, at any time cancel an Electrica l Contr actor ’s Licence if the person (or firm)
to whom the Licence has been granted is in the opinion of the Board, not fit to hold the
Licence. F or this purpose the Board may take into consideration, a mongst others, the provisions
cont ained in Regulation 38.
18. Renewal of Electrical Contractor ’s Licence:
1)Every Electrica l Contr actor ’s Licence granted under these Regula tions shall be renewed
annually. A licence which is not r enewed after expiry will become invalid from the date of
expiry. Application for renewal in Form - J together with the Licence and Non-Refundable
prescribed fees shall be submitted to the Secretary at least one month before the date of expiry
of the Licence. Ex-62/20176
Provided that if t he application for renewal as aforesaid is r eceived within one
month from the date of expiry of the Licence, it may be renewed on payment of the prescr ibed
annu al renewal fee and prescribed fee for la te renewa l of the Licenc e. The date of next ex pir y
will be twelve months from the date of last expiry.
2)Electrical Contract or ’s Licence, which is not renewed within one month from the date of
expiry, will be automatica lly cancelled. Fresh initial fee with an application in Form - A must
be furnished as in case of fresh application befor e a new Licence is granted.
3)The Licence shall automatically b ecome invalid after its expiry till renewal and no electr ical
work shall be done by the Contractor while the Licence is inva lid.
19. Forms to be maintained:
All Licensed Electr ical Contractor s are required to maintain the following Forms and s ubmit to the
Secretary, Mizoram Electrical Licensing Board along with applications for renewal of their respective
Licences.
(a) Form - H details of Supervisor, Workman and Apprentices.
(b) Form - I Yearly return of work done.
20. Register of Contractors:
A register of all Electrical Contractor s Licence under these Regula tions shall be mainta ined by the
Secr etary, Mizoram Electr ical Licensing Board and published from time to time.
21.Electrical Contractor to keep instruments in good condition:
1)All Electrical Contractors, to whom Licences have been granted, shall keep all the
prescribed instruments in good condition.
2)The instruments in the possession of every Licensed Electrical Contra ctor ma y be
inspected fr om time to time by the Secretary or his repr esentatives.
22. Notice of termination of service:
If a n Electrical Supervisor/Workman in the employment of a Licensed Electrica l Contra ctor leaves
his service, the termination of the service sha ll be notified in writing to the Secretary, both by the
Electrical C ontract or and t he Electrical S upervisor/ Workman.
23. Work Execution:
a)All electrical ins tallation works are to be car ried out by Electrica l Contr actor having valid
licence under the direct supervision of the Electrical Supervisor holding va lid licence and by
a Workman holding a valid permit issued by the Board.
b)The contractor shall submit notice before commencement of work to the SDO (P&E) concerned,
the Electrical Inspectorate in Form – K wherever a new work is taken up by him; provided
notice for interna l wiring works upto 20kw load may be given to the SDO (P&E) concerned
o nl y.
c)No electrical installation work which has been carried out in contra vention of sub-regula tion
(a) shall either be energized or connected to the works of any energy supplier. [Regulation 29
(2) Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulation,
2010].
24. Test Reports:
1)For all electrical installation works car ried out as per Regula tion 29 of The Central Electricity
Authority (Measures relating to Safety and Electric Supply) Regulations, 2010, Test reports
shall be submitted by the Licensed Electrical Contractor to the Electrical Energy Supplier/Ex-62/2017 7
Supplier of energy concerned in the form approved by Electrical Inspector under Regula tion
31 of The Central Electr icity Authorit y (Measures r elating to Safety and Elect ric Supply)
Regulations, 2010.
2)After carrying out all the necess ary test s of all elect rical installation wor ks, the test report
shall be filled up and signed by the Electrica l Supervisor under whose supervision the works
have been ca rried out. All the test results should be sa tisfact ory and within permissible limits.
The Test Report shall be counter signed by the Licensed Electrical Contractor.
3)The Licensed Electrical Contract or and Electrical Supervisor shall be jointly resp onsible for
the due execution of all the electrical installation works and the materials used and the Electrical
Supervisor shall be present at the time of testing by the Electrical Energy Supplier/Supplier of
Energy concerned.
25. Examination:
1)Examination shall be held for Supervisor s and Workman b y the Board at such places and on
such dates a s may b e notified by t he Secretary from time to time in loca l Newspa per.
2)Every examination shall be of such nature as to test the practical knowledge of the candidate
and to ascertain his competency a nd the adequacy of his practical experience to the satisfaction
of the Board for the purpose of gr anting Permits and Certificates under these Regulations.
3)Every examination shall be conducted in a pla ce where the ca ndidate’s knowledge can be
practically tested and each candidate sha ll be tested with written and viva-voce.
4)The examina tions a nd test shall be held in English or in the officia l Language depending upon
the choice of the candidate.
5)The Board s hall hold examinations normally twice a year on dates to be circulated by the
Secr etary of the Board.
6)The fees pa id by a candida te, whose application for admission to an examination has been
accepted, s hall not be refunded on any account. If the candidate fails to appear in examination,
fees paid will be for feited.
26. Qualification:
To appear in the exa mination, a candidate should be as under –

Candidates for exa mination of Electrica l Supervisor ’s Certificate shall be person who-
(i)have passed class X.
(ii)are permanent residents of Mizor am and not below 18 year of age.
(iii)have passed the examination for Electr ical Workman and have at least 5
year s practical experience, of which not less tha n two years should be a fter
passing Wor kman’s Permit Examina tion
2)In r espect of Electrical Workma n’s Permit:
Candidates for examination of Electrical Workman’s Permit shall be a person who -
(i)have passed class VIII
(ii)are permanent residents of Mizor am and not below 18 years of age
(iii)have worked on wiring and electr ical installation work as an apprentice
for at least two years under Licensed Electrical Contractor, or
(iv)have passed other electrical training or practica l experience in electr ical
installation works, which is regarded, satisfa ctory by the Board.
27. Full Marks:

28. Pass Marks:
Electrical Supervisor ’s Certificate and Electrical Wor kman’s permit will not be granted unless a
candidate secures 50% of total marks each in written examination and viva voce.
Candidates who are exempt ed from written examination also ha ve to secure a t least 50%
marks in viva voce.
1)The Board may grant Electrical Supervisor ’s certificate in any class commensurate with
practical knowledge and experience to a candida te who holds a Degree or diploma in Electr ical
Engineering, Electrica l & Electronic Engineering, Electronic Engineering, Mechanical
Engineering, Electronic a nd Communication Engineering and Electronic and
Telecommunication Engineer ing without requiring him to sit for written examina tion, based
on viva-voce, after paying the prescribed initial fee.
2)The Board ma y also grant Supervisor ’s Certificate for Cla ss–I – C lass–IV to a Degree
Or Diploma candidates of retired Electrica l Engineers, Electrica l and Electronic Engineers,
Mechanical Engineering, Electronic Engineers, Electronic and Communication Engineers and
Electr onic and Telecommunica tion Engineers of P &E Depar tment, Mizoram aft er passing
viva -voce examination and after paying initial fee.
29. Examination for Electrical Supervisor’s Certificate:
1)A ca ndidate for Electrical Supervisor ’s Certificate examination must apply to the S ecretar y in
prescribed form (Form-B) with the following docu ments and pay the examination fee:
i) Attested copy of Voter ’s ID.
ii) Certificate from Contractor in Form ‘G’ - appended to these R egulations.
iii) Electrical Workman’s Permit, if any.
iv) Certificate of technical qua lifications (attested copy)
v) Two copies of recent passport size photographs, all of which shall bear the applicant’s
name on the back.
2)Candidate for examination of Electrical Supervisor ’s Certifica te shall be examined by a written
paper and by Oral t ests. Candidate will normally be examined thr ough the medium of English
language but the Board may permit a candidate to be exa mined through any other medium as
may be possible for the Board to arra nge.
3)The syllabus of the several parts of the examinations is set out in Annexur e - II. Candidates
may appear in examinations for any class. The class to be passed to qualify for different
Classes of Certificates are as below:

30.Grant of Electrical Supervisor’s Certificate:
1)Every candidate who passed the examinations for Electrical Supervisor will be granted a
certificate for the installation works of differ ent cla sses which he passed a s set ou t in Form -
E, a fter pa ying the prescr ibed initial fee within one (1) year from the date of declaration of
examination result.
2)The Board ma y also grant Electrica l Supervisor ’s certificate in any class commensurate with
practical knowledge and experience to a candida te who holds a Degree or diploma in Electr ical
Engineering, Electrica l & Electronic Engineering, Electronic Engineering, Mechanical
Engineering, Electronic a nd Communication Engineering and Electronic and
Telecommunication Engineer ing without requiring him to sit for written examina tion, based
on viva-voce, after paying the prescribed initial fee.
3)The Board may also grant S upervisor ’s Certifica te for Class-I – Class–IV to a Degree or
Diploma candidates of retired Electrical Engineers, Electrical and Electronic Engineers,
Mechanical Engineering, Electronic Engineers, Electronic and Communication Engineers and
Electr onic and Telecommunica tion Engineers of P &E Depar tment, Mizoram aft er passing
viva – voce examina tion and after paying initial fee.
31. Renewal of Electrical Supervisor’s Certificate:
1)Ever y Electr ical S u pervisor ’s Cert ificate gr anted under these Regula tions sha ll be renewed
ever y year or three years a t a time after paying prescribed fees shown in Annexure - I. Any
Certificate, which is not r enewed after expiry will become invalid from the date of exp iry.
Application for renewal in Form - L together with the Supervisor ’s Certificate and non-
refundable prescribed fees shall be submitted to the Secretary within one month before the
date of exp iry of the Certificates. Provided tha t if the application for renewal as a foresaid is
received within twelve- months from the date of expiry of the Certificate, it may be renewed
on p ayment of the prescrib ed r enewal fee and pres cribed fee for la te renewa l of the Certific ate.
The date of renewal after expiry will be the date on which the Certificate is renewed. The date
of next expiry will be one year or three years or from the date of last expiry.
2)Electrical S upervisor Certificate, which has not been renewed within twelve months from the
date of expiry, will be automatically cancelled and fresh initial fee with an applica tion in
Form - B must be fu rnished as in case of fresh application before a new Supervisor ’s certificate
will be granted.
3)The Board may, at any time cancel an Electrical Supervisor ’s certificate if the per son to whom
the Certificate has been gr anted is in the opinion of the Board, not fit to hold such Certificate.
For this purpose the Board may take into consideration, amongst other, the Provisions contained
in Regulation 31.
32. Examination for Electrical Workman’s Permit:
1)A ca ndidate for exa mination of Electrical Workma n’s Permit must apply to the Secretar y in
prescribed form For m - C with the following documents and pay the examination fee:
i)Attested copy of Voter ’s ID.
ii)Certificate from Contract or in F orm - G appended to these Regulations.
iii)Electrical Workman’s Permit, if any.

33. Grant of Electrical Workman’s Permit:
1)Every candidate who passed the examinations for electrical Workman shall be granted a Permit
for the installation works of different classes which he passed as set out in For m - F a fter
paying the prescribed initial fee within one (1 ) year from the date of declaration of result.
2)The Board may also grant a Permit to any candidate who ha s passed I.T.I from any recognized
institute in the trade of Electrician, Wireman, Mechanic Refrigerator and A/C, Mechanic
Radio and Television, Electronic Mechanic, Information Technology and Electr onic System
Maintenance whose qualification and pra ctical experience are such a s to justify the grant of
Workman permit of the appropriate class after passing Viva-Voce, without written examination,
after paying the prescribed initial fee”
34. Renewal of Electrical Workman’s Permit:
1)Every Electr ical Workman’s Permit granted under these Regulations shall be renewed every
year or three years at a time after paying prescribed fees shown in Annexure -I. Any Permit,
which is not renewed after expiry will, become invalid fr om the date of expiry. Applica tion
for renewal in Form - L together with the Workma n’s Permit and non- refundable prescr ibed
fees shall be submitted to the Secretary within one month before the da te of expiry of the
Permit.
Provided tha t if the application for renewal as a foresaid is received within twelve- months
from the date of expiry of the Permit , it may be renewed on payment of the prescribed
renewal fee and prescribed fee for la te r enewa l of the Permit . The dat e of r enewa l a fter ex pir y
will be the date on which the Permit is renewed. T he date of next expiry will be one year or
three years from the date of la st exp iry.
2)Electrical Workman‘s Permit, which has not been renewed within twelve months from the
date of expiry, will be automatically cancelled and fresh initial fee with an applica tion in
Form - C must be fu rnished as in case of fresh a pplication before a new Workman’s Permit
will be granted.
3)The Board ma y, at a ny time cancel an Electrical Workman’s Permit if the person to whom the
Permit has been gra nted is in the opinion of the Board, not fit to hold such Permit. For this
purpose the Board may take into considera tion, a mongst other, the Provisions contained in
Regulation 31.
35. Grant of Duplicate Licence, Certificate or Permit:
On being sa tisfied that an original Licence, Certificate or Permit gr anted under these regulations has
been lost or destroyed, the Secretary may, on request in writing by the application, grant a duplicate.
A duplicate of Licence, Certifica te or Permit gr anted under these Regulations shall be issued on
payment of the pres cribed fee.Ex-62/2017 11
36. Restriction of employment for Electrical Supervisors and Electrical Workmen:
1)A person holding Electrical Supervisor ’s Certificate should not be an employee of more than
two different Elect rical Licensed Contract ors within the same period.
2)A person holding E lectrica l Workman’s Permit should not be an employee of more than one
Electrical Licensed Contractor within the same period
3)An Electrical Supervisor/Workman employed by a Licensed Electr ical Contractor should not
be a regular/Work charged/officiating/contract/muster roll employee of a Central or State
Government or a Government undertaking or a regular/full time employee of any other
Compa ny or Firm or Agency.
4)A person holding both Supervisor ’s Certificate a nd Contractor ’s Licence should not be an
employee of a ny other Contractor.
37. Report of negligence:
1)When a situation a rises in which a Licensee or a person for whom any elect rical installa tion
work is being or has been carried out by an Electrical Contractor licensed under these
Regulations, is, in the opinion of the licensee or a person, not in conformity with the Central
Electricity Authority (Measures relating to safety and Electric Supply) Regulations, 2010 and
Licensee or person desires to bring the facts to the notice of the Board, he shall make a report
in writing to the Secretary.
2)A report ma de to t he Secretary under these regulations by a person other tha n a Licensee shall
be accompanied by a deposit of Rs. 500.00 or such larger amount as the Board may fix by
special order in any case. If in the opinion of the Boa rd, the charge contained in the repor t is
not substantiated, the Board may direct that the deposit shall be forfeited, if the report is
substantiated, the deposit shall be retur ned.
3)If electrical insta llation work has been being or has been car ried out by Electrical Contra ctor
licensed under these regulations is actually not in conformity with the Central Electricity
Authority (measures relating to Safety and Electric Supply) Regulation, 2010, the Board may
take action as deemed fit, which may enta il imposition of cancellation or suspension of licence.
Decision of the Board will be final.
4)If any person holding an Electrical Wor kma n’s Permit or a Supervisor ’s cer tifica te or an
Electr ical Contractor ’s L icence is found by the Boar d to be guilty of negligence,
misrepresentation or delibera te suppr ession of facts, incompetence or breach of these
Regulations or of t he conditions of his P ermit, Certificate or Licence. The Board may take
action as deemed fit which may entail suspension or cancella tion of licence. The decision of
the Board in these regar ds shall be final.
5)If a ny mutilation or defacement of, or any unauthorized entry in any E lectrica l Workman’s
Permit or Electrical Supervisor ’s Certificate or Electrical Contract or ’s Licence is found the
Boar d may take act ion as deemed fit which may entail cancellation. The Board’s decision will
be final.
38. Electrical Licensee to obtain Contractor ’s Licence:
No electrica l installation work shall be ca rried out by a person licensed under P art - IV of the
Electricity Act 2003 or an Electricity Board or a State Government Depa rtment responsible for the
distribution of energy, in a premises beyond the point of commencement of supply unless he has
obta ined an Electrical Contractor ’s Licence and employs staff of Electrical Supervisors and Electr ical
Workman in conformity with these R egulations.
39. Cancellation of Contractor’s Licence granted to Electrical Licensee:
An Electrical Contr actor ’s Licence granted under Part - IV of the Electricity Act, 2003 shall be
liable to be withdr awn or cancelled if in the opinion of the Board pr eferential treatment r esulting in
unfa ir competition with local contractors is given to prospective consumers. Ex-62/201712
40. Amendment of Annexure:
Schedule of fees contained in Annexure-I, Syllabus for Electrical Supervisor ’s Certificate
Examinations contain in Annexure-II, Syllabus for Electrical Workman’s Permit Examinations contain
in Annexure-III and Forms contained in Annexure-IV and remuneration for examiners etc may be
amended by the Board from time to time.
41. General Provisions for Appeals:
1)An appeal against a n order made under these regulations shall lie to the State Government.
2)Every appeal made under sub-regulation (1) shall be in writing accompanied by a cop y of
the order appealed against and shall be presented within 3 months of the date on which
such order ha d been made.
42. Remuneration for Examiners and invigilators:
An Examiner shall r eceive the remuneration as pr escribed by the Sta te Government from time to
time.
43. Mode of Contract:-
1)Every Elect rical installation work under taken by a Contractor shall be recor ded in writing and
the Contractor shall be held responsible for the workma nship and qualit y of all materia ls
supplied by him and used in the wor k for the proper execution of the Contractor. All the
installation work shall be recor ded as per Form - I as prescr ibed in the schedule of Form and
shall be opened for Inspection.
2)No Electrical installation works including additions, alteration repair and adjustments to existing
installation, excepting such replacement of lamps, fans, fuses, switches and other components/
parts of the installations which, in no way alteration of its capacity or character, shall be
commenced by a Contractor without notifying the Secretary and the Electrica l Inspector ha ving
jurisdiction and the concerned Electrical supply authorit y in Form - K a s prescribed in the
form. Provided that notice for int ernal wiring works upto 20kW load may be given to the SDO
(P&E) concerned only.
Before the commencement of the actual work, the Contractor shall obtain the
approved copies of the electrical drawings (approved by the concerned Electric Supply
Authority) from the occupier or owner or of Supplier of the works. T he works shall be car ried
out in accor dance with the approved drawing of the insta llation or the work complying with
relevant provisions of the Regulations and the recommendations of the Indian Standard Code
of practice.
3)For every Electrical Installation work carried out under regulation 29 of Central Electricity
Authority (Measures relating to Safety and Electric S upply) Regulations, 2 010, a Test – Report with
relevant dra wing shall be submitted by the Contra ctor to the concerned Electric Supply Author ity.
The test shall be carried out in the presence of the Supervisor and the Test- Report shall be signed by
the Supervisor under whose supervision the work had been carried out and shall be countersigned by
the Contractor. T he Supervisor shall be wholly responsible for the correct execution of the electr ical
installation work as per the relevant pr ovision of the Regula tions a nd the recommendation made
from time to time by the Indian Standard Instit utes. In addit ion, the Contra ctor shall fur nish a copy
of the Test-Report to the electric supply authority as well as to the Electrical Inspector having
jurisdiction. Provided tha t notice for internal wiring works upto 20kW load may be given to the
SDO (P&E) concerned only.Ex-62/2017 13
44. Change of name(Firm/Body):
1)Any firm or body holding a Contractor ’s License of any class may make an application to the
Secr etary along with the fee prescribed in the Schedule of fees appearing in Annexure- I for
effecting a ny change in the name of the firm or body and the Secreta ry may, with t he appr oval
of t he Chairman, a llow such change provided it does not involve any transfer of assignment of
the License to any other person, firm or body.
2)Where any change is a llowed under the pr oceeding Sub - R egulation, the Secreta ry sha ll
make endorsement to this effect under his hand and sea l with date in the License as well a s in
the r ecords of the Board.
45. Suspension, Revocation of certificate/Licence:
The Board ma y direct the su spension or revocation of a certifica te/Licence/Permit, if the Boar d is
satisfied that the holder:-
a) has committed a breach of a ny of these conditions or :
b) has committed a breach of any conditions stated in the Certificate/Licence/Permit
as the case may be; or
c) has failed to furnish any information or record to the Electrical Inspector which
he has required for the purpose of satisfying himself whether any provision of
the aforesaid condit ions ha s been complied with or whether any order of the
Electrical Inspector has been car ried out or
d) has been guilty of such mis-conduct as t o render the suspension or revocation of
the certificate/license/permit is justified and desirable in public interest or:
e) has shown inefficiency or negligence in the execution of electr ical works.
46. Board Decision to be final:
The decision of the Board in all matters relating to the examination of candidates for grant of Permit,
Certificate of competency and to issue renewal, suspension and revocation of Permit/Certificate of
competency/ Electrical Contractor ’s Licence, imposition of penalty, etc. shall be final.
47. Matter not specified in the Regulation:
The Board may cons ider and make suitable decision in matters which are not clearly specified in the
Regu la tion.
48.Repeal and Saving:
On a nd from the commencement of these regulations, T he Mizoram Electr ical Licensing Regulations
2003 published in the Mizoram Gazette Extra Ordinary Issue No. 243, dt 1.9.2003 under Notification
No. B.16012/24/2000-P&E, dt.27.8.2003 (As amended in 2010) shall stand repealed.
Provided that any order made or anything done or any action taken under the Regulations so repealed
shall deemed to have been done or taken under the corresponding provisions or these r egulations.
49. Accounts :

2.The Board shall, in respect of the Licensed Contractor/Supervisor/Workman, keep such
acou nting records a s would be required so that the revenue cost, assets, liabilities, reserve and
the provisions for, or resonably attributa ble to the Licensed Contractor /Supervisor/Wor kman
are separately identifiable in the book of the Electr ical Licensing Board, and
3.The Board shall, upon the request by any person/authorized body, make available a cop y of
each accounting statement a t a price not exceeding its photo copying charges.

And, wherea s for placing and ma intaining of electric lines or electrical plant under, over, along or
across, post in or upon anyu immovable property for the transmission of electricity or for the purpose of
telephonic or telegr aphic communications necessar y for proper coor dination of works, the vesting and exercise
of the powers of the Telegr aph Authority under Par t-III of the Indian Telegraph Act 1885 ( 8 of 1885) with
res pect to placing of the telegr aph lines a nd posts established or maintained or to be so established or maintained
are required to be confer red on the Power & Electricity Department.
Now, therefore, in exercise of the powers conferred by Secton 164 of the Electricity Act 2003 the
Power & Electr icity Depar tment is her eby a uthorized to exer cise all the powers vested in the Telegraph Author ity
under Par t-III of the India n Telegraph Act, 1885 in respect of the electr ical lines a nd el ectrical pla nts es tablished
or mainta ined, or to be so established or ma intained for the transmission and distribution of electricity or for the
pur pose of telephonic or telegr aphic communication necessar y for the proper coordination of the wor ks.
The above authorization is subject to compliance by the Power & Electricity Department to the
req uirements of the provisions of the Electricity At 2003 a nd rules made there under.
Power & Electricity Department shall publish Public Notice in at least two local daily newspapers in
res pect of such intra state transmission scheme giving a notice of two months to any interested person to make
a r epresentaion on the route of the scheme. Power & Electricity Department shall take into consider ation the
objections/representations before finalizing the optimal route alignment. The optimal route should invole minimum
forest, crossings (River, Railway, Road) and have minimum impact on habitation. Power & Electricity
Depa rtment sha ll keep a r ecor d of such objections/representations r eceived a long with the a ction ta ken to
res olve the ob jections.
Power & Electricity Department shall publish the Public Notice as per prescribed format.

WHEREAS THE SALIENT FEATURES OF THE PROJECT ARE AS UNDER :The scope of the work includes 110kms, 132KV Single Circu it Transmission Line on Tower from
Aiza wl (Melriat) S ub-Station to Lunglei (Khawiva) Sub-Station on a turnkey basis (i.e. Survey, Check
Survey, Supply of Tower, Conductor, Erection and Stringing-complete).
LOCATION:Between Aizawl (Melriat) to Lunglei.
APPROVED COST :The project cost approved by DONER is Rs. 4176.07 lakhs
BENEFITS:The project is aimed at pr oviding regula r and quality power supply at 132
KV level for distribution to various Sub-Stations in southern part of Mizoram
and to enhance revenue collection by way of pr oviding better power supply.
This scheme will also facilitate provision of power supply to Multi-Modal
Transport activities between Myanmar and India which is expected to
uplift the socio-economic condit ions of Mizora m as whole.

The scope of the work includes llOkms, 132KV Single Circuit Transmission Line on Tower from
Aizawl (Melriat) Sub-S tation to Lunglei (Khawiva) Sub-S tation on a turnkey basis (i.e. Survey , Check
Survey , Supply of Tower , Conductor , Erection and S tringing - complete).
LOCA TION :Between Aizawl (Melriat) to Lunglei.
ESTIMA TE COST :The estimated cost is Rs. 4957.00 lakhs.
BENEFITS : The project is aimed at providing regular and quality power supply at 132KV level for distribution to various Sub-Stations in southern part of Mizoram and toenhance revenue collection by way of providing better power supply .
