ACT

as follows, namely:
1. Short title, extent and commencement-

To provide for the regulation of Inheritance of Property within the Mara Autonomous District Council
area.
Preamble:– Whereas it is expedient to provide for the regulation of Inheritance of Property by means of
will.
And Whereas, the Mara Autonomous District Council is empowered to make law under Paragraph
3, sub–paragraph (1) clause (h) to provide for the regulation of Inheritance of Property within the said
District Council area.
Now, therefore, it is hereby enacted in the Seventy–secondYear of the Republic of India as follows:–
Land Lease for RCC Helipad in Silsuri, Mamit
WHEREAS, the Government notified the requirement
for conduct of SIA for acquisition of land for the purpose of construction of RCC helipad for BSF at
Silsuri-Kamtuli-Jagnasuri Fwd vide Notification of even No dated 3.5.2023;
WHEREAS, the BSF were already given Land Lease for RCC Helipad in Silsuri, Mamit and no
land acquisition is required particularly for Helipad at Silsuri and therefore Corrigendum dated 18.8.2023
was issued for the exclusion of Silsuri
NOW, the proposed site of helipad at Jagnasuri Fwd does not fulfill the criteria required for
Helipad
THEREFORE, in partial modification of the above mentioned Notification paragraph No 1(3) &
1(4) may be read as follows:
1.(3) Description of the Land required for the project : Kamtuli.
1.(4) Location/areas to be affected: Kamtuli in Lawngtlai District.
State Institute of Rural Development & Panchayati Raj (SIRD & PR) Leitan, Durtlang, Aizawl
shall re-assess estimate budget, etc. for conducting Social Impact Assessment (SIA) study only in respect
of Kamtuli by excluding Helipad at Silsuri & Jagnasuri Fwd in supersession of their letter No. K 12011/
1/2017-SIRD(MZ)/SIA date 10.7.2023.
WHEREAS, the Government notified the requirement

The Joint Electricity Regulatory Commission for Manipur and Mizoram (Methodology for determination of Green Energy Open Access Charges) Regulations, 2024
In exercise of the powers conferred under section 181
of the Electricity Act, 2003 (36 of 2003), read with section 42, section 61 and section 86 thereof and all
other powers enabling it in this behalf, and after previous publication, the Joint Electricity Regulatory
Commission for Manipur and Mizoram hereby makes the following Regulations, namely-
CHAPTER 1
PRELIMINARY
1. Short Title, Extent and Commencement
(1) These Regulations is called the Joint Electricity Regulatory Commission for Manipur and
Mizoram (Methodology for determination of Green Energy Open Access Charges)
Regulations, 2024.
(2) These Regulations will come into force from the date of their notification in the Official
Gazette.
(3) These Regulations shall extend to the whole of the State of Manipur and Mizoram.
2. Objective
The objective of these regulations is to provide a methodology for the determination of open access
charges and banking charges for Green Energy Open Access consumers.
3. Definitions
(1) In these regulations, unless the context otherwise requires,
(a) ‘Act” means the Electricity Act, 2003 (36 of 2003);
(b) “Banking” means the surplus green energy scheduled and injected into the grid and
credited with the distribution licensee by the Green Energy Open Access consumers;
(c) “Central Commission” means the Central Electricity Regulatory Commission referred
to in sub-section (1) of section 76 of the Act;
(d) “Central Nodal Agency” means a Central Nodal Agency as notified by the Central
Government to set up and operate a single window green energy open access system
for renewable energy;

Cancelletaion of amendment notified
The Joint Electricity Regulatory Commission
for the States of Manipur & Mizoram (Recruitment, Control and Service Conditions of Officers and
Staff) Regulations,2008, amendment notified on November 8, 2021, and its partial modification notified
on August 2, 2023, have been cancelled effective from the date of this notification. The Regulations of
2008 shall remain in force.
The Joint Electricity Regulatory Commission
for the States of Manipur & Mizoram (Recruitment, Control and Service Conditions of Officers and
Staff) Regulations,2008, amendment notified on November 8, 2021, and its partial modification notified
on August 2, 2023, have been cancelled effective from the date of this notification. The Regulations of
2008 shall remain in force.

2017, the State Government hereby make the Syllabus for Limited Departmental Examination for the
post of Leading Fireman under Home (Fire & Emergency Services) Department, Mizoram as below –

the Mizoram Home (Fire & Emergency Services) Department (Group ‘C’ Post) Recruitment Rules,

In supersession of this Department’s

pleased to re-constitute the Performance Monitoring Committee of Tourist Facilities with the following
composition with immediate effect and until further orders:
Chairman : Minister, Tourism Department.
Vice Chairman : Secretary, Tourism Department.
Member Secretary : Director, Tourism Department.
Members : 1) Additional Secretary, Tourism Department.
2) Joint Secretary, Tourism Department.

1. To carry out inspection and monitoring of all Tourism Facilities under Department of Tourism,
Govt. of Mizoram on regular basis, minimum twice a year, and submit Inspection Reports to the Government.
2. To formulate standard perimeters to be followed in all Tourism Facilities.
3. To prepare formats of Inspection Reports to the Government.
4. To issue instructions for minor repairs advice warning etc. to defaulting Tourism Facilities but will
invariably obtain approval of the Government in those respects.
In supersession of this Department’s

State Tax No. 8/2024
In exercise of the powers conferred by section 148 of
the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereinafter referred to as the said Act), the
Governor of Mizoram, on the recommendations of the Council, hereby makes the following amendments
in the notification of the Government of Mizoram, Taxation Department No. 04/2024-State Tax, dated
the 25th January, 2024 issued vide No.J.21011/7/2023-TAX namely:-
In the said notification, in para 4, for the words and letters “1st day of April, 2024”, the words and
letters “15th day of May, 2024” shall be substituted.
2. This notification shall come into force from 1st day of April, 2024.
In exercise of the powers conferred by section 148 of
the Mizoram Goods and Services Tax Act, 2017 (6 of 2017) (hereinafter referred to as the said Act), the
Governor of Mizoram, on the recommendations of the Council, hereby makes the following amendments
in the notification of the Government of Mizoram, Taxation Department No. 04/2024-State Tax, dated
the 25th January, 2024 issued vide No.J.21011/7/2023-TAX namely:-

pleased to constitute a Study Team to examine in detail the Teacher Education component of the Samagra
Shiksha Scheme under School Education Department with the following composition:

inspect all pension matters of Lecturers recruited under CSS and those regular employees under
the State Government deputed to/posted at DIETs.
4. Any other matters relating to Teacher Education component of Samagra Shiksha Scheme.
The Committee may co-opt any official/non-official as special invitee(s) in any of its meetings as

By this Deed, I, the undersigned, Tency Lalhmachhuani Tlau D/o Chuangliana Tlau, R/o Tuithiang

As provided under Rule 5 read with Rule 7 of
“The Mizoram Licensing and Regulation of private Veterinary Hospitals and Clinics Rule, 2022”, The
Governor of Mizoram is pleased to constitute the Inspection team to conduct routine inspection of
Veterinary Establishments comprising of the following members with immediate effect.
1. Additional Director (Veterinary Service & Public Health) of AH & V
2. Joint Director (Livestock Health) of Animal Husbandry & Veterinary Deptt
3. Registrar, MSVC
4. President, MVSA or his representative.
5. President, IVA(Mizoram) or his representative

exercise of the power conferred by Section 21 of Rights of Persons with Disabilities Act, 2016, the
Competent Authority is pleased to notify Equal Opportunity Policy for Persons with Disabilities under
Disaster Management & Rehabilitation Department with immediate effect from the date of publication
in the official gazette of Mizoram as mentioned below:
The Department of Disaster Management & Rehabilitation is committed towards creating on
inclusive and accessible work environment that ensures that persons with disabilities have the same
opportunities for employment and professional development as their non-disabled counterparts. The
Department also aims to eliminate all forms of unlawful discrimination (which includes direct
discrimination and indirect discrimination) and harassment of persons with disabilities.
1) Facility and amenity to be provided to the Persons with Disabilities to enable them to effectively
discharge their duties in the establishment : The Department of DM&R is committed to provide
facilities and amenities to persons with disabilities that enable them to effectively discharge their duties
within our establishment. These accommodation may include but are not limited to accessible workspace,
assistive technologies, and any other reasonable adjustments necessary to ensure an inclusive work
environment. The Department is dedicated to ensuring that our physical and digital infrastructures adhere
to the accessibility standards as prescribed by the Government of India.
2) List of Posts identified suitable for Persons with Disabilities: The following posts (excluding
common post) is identified suitable for persons with disabilities : 1. District Organiser
3) The manner of selection of Persons with Disabilities for various posts, Post-recruitment and
pre-promotion training : Persons with Disabilities will be considered for available posts based on
their qualification and ability to perform the essential function of the job. The selection process will be
conducted in a manner that is fair, transparent, and in compliance with all applicable laws and regulations.
Reasonable accommodation will be provided during the selection process upon request.
