Mizoram that an area of land within Aizawl City is likely to be needed for public purpose i.e. for
construction of office buildings of Central Board of Indirect Taxes & Customs(CBIC) in Aizawl;

Bypass including Tunnel (Connecting Sairang on NH-06 to Nh-02)” under the Bharatmala Pariyojna
is to be initiated by the Ministry of Road Transport and Highways, Government of India;
And whereas a certain portion of land along the said proposed road alignment including Tunnel
(as per enclosed GPS coordinates) would be required for the said project;
Now, therefore, in the interest of the public, the Governor of Mizoram is pleased to order, till
completion of the said project or until further order, that-

facilitate appropriate final decision on the proposal under the Mizoram (Land Acquisition, Rehabilitation
& Resettlement) Act, 2016.
NOW,  THEREFORE,  the  Competent  Authority,  under  Section  4  of  the  Mizoram  (Land

pleased to constitute a Committee comprising Inspector General of Prisons, Joint Secretary-ll, Home
Department  and Member Secretary,  Mizoram State Legal  Services Authority. The Committee shall
regularly visit the Central Jail every month and periodically visit other jails in the State and,shall take
into consideration the aspect namely:

No. K. 12011/46/2012-REV, the 12 th  January, 2023. WHEREAS acquisition of land at Hnahthial and
Lawngtlai District is proposed for the purpose of construction of Thingsai-Bualpui-Saisih-Pangkhua-
Sangau Road (from 7.800 Km - 29.900 Km) by the Ministry of Defence, Govt. of India under 24 BRTF
Area Project Pushpak for maintenance of National security along the Indo-Myanmar International Border.
AND  WHEREAS  the  Acquiring  Agency  (i.e.,  BRTF/GREF)  submitted  the  proposal  for
exemption  of  Social  Impact  Assessment  (SIA)  by  invoking  Section  40(2)  of  the  Mizoram  (Land
Acquisition, Rehabilitation & Resettlement) Act, 2016 as the proposed road has been upgraded to Priority
1A by the Ministry of Defence and is under the purview of National security.
AND WHEREAS the meeting of the Screening Committee for exemption of SIA on dt.28.09.2022
resolved that the entire project should be split into two (2) stretches - No. 1: Thingsai-Bualpui-Saisih
(i.e., the stretch within Hnahthial District - which should be exempted from SIA study) and No. 2:
Saisih-Pangkhua-Sangau (i.e., part of those within Lawngtlai District - which requires SIA study).
